The Commission amends the rules and regulations under the Textile Fiber Products Identification Act (``Textile Rules'' or ``Rules'') to incorporate the updated International Organization for Standardization (``ISO'') standard 2076:2010(E); allow certain hang- tags that do not disclose the product's full fiber content; better address electronic commerce by amending the definition of the terms ``invoice'' and ``invoice or other paper''; update the guaranty provisions by, among other things, replacing the requirement that suppliers provide a guaranty signed under penalty of perjury with a certification, and revising the form used to file continuing guaranties with the Commission under the Textile, Fur, and Wool Acts accordingly; and clarify several other provisions.

The FTC plans to conduct a study to examine consumer perception of environmental marketing claims. This is the first of two notices required under the Paperwork Reduction Act (``PRA'') in which the FTC seeks public comments on its proposed research before requesting Office of Management and Budget (``OMB'') review of, and clearance for, the collection of information discussed herein.

The Commission systematically reviews its rules and guides to ensure they continue to achieve their intended purpose without unduly burdening commerce. The Federal Trade Commission (``FTC'' or ``Commission'') will hold a public workshop, ``Examining Health Care Competition,'' on March 20-21, 2014, to study certain activities and trends that may affect competition in the evolving health care industry. The workshop will explore current developments related to professional regulations; innovations in health care delivery; advancements in health care technology; measuring and assessing health care quality; and price transparency for health care services. This notice poses a series of questions upon which the FTC seeks public comment. The Commission will consider these comments as it prepares for the workshop and may use them in a subsequent report or policy paper.

The Federal Trade Commission (``FTC'' or ``Commission'') is holding a public roundtable relating to its September 20, 2012 proposed changes to the Care Labeling Rule. The roundtable will explore issues relating to professional wetcleaning, care symbols, the Rule's reasonable basis requirements, and other issues raised in comments received in response to the Notice of Proposed Rulemaking (``NPRM''). The roundtable originally scheduled on October 1, 2013 was cancelled due to the government shutdown.

The information collection requirements described below will be submitted to the Office of Management and Budget (``OMB'') for review, as required by the Paperwork Reduction Act (``PRA''). The FTC is seeking public comments on its proposal to renew its PRA clearance to participate in the OMB program ``Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery.'' This program was created to facilitate federal agencies' efforts to streamline the process to seek public feedback on service delivery. Current FTC clearance under this program expires May 31, 2014.

The Federal Trade Commission announces the revised thresholds for interlocking directorates required by the 1990 amendment of Section 8 of the Clayton Act. Section 8 prohibits, with certain exceptions, one person from serving as a director or officer of two competing corporations if two thresholds are met. Competitor corporations are covered by Section 8 if each one has capital, surplus, and undivided profits aggregating more than $10,000,000, with the exception that no corporation is covered if the competitive sales of either corporation are less than $1,000,000. Section 8(a)(5) requires the Federal Trade Commission to revise those thresholds annually, based on the change in gross national product. The new thresholds, which take effect immediately, are $29,945,000 for Section 8(a)(1), and $2,994,500 for Section 8(a)(2)(A).
