Extension of Hearing Record Closure Date
The Defense Nuclear Facilities Safety Board (Board) published a document in the Federal Register on August 15, 2012, (77 FR 48970), as amended, September 7, 2012, (77 FR 55196), concerning notice of a public hearing and meeting on October 2, 2012, regarding safety-related aspects of the design and factors that could affect the timely execution of the Uranium Processing Facility (UPF) project at the Y-12 National Security Complex. The Board stated in the August 15, 2012 notice that the hearing record would remain open until November 2, 2012, for the receipt of additional materials. The Board made the same representation at the conclusion of the hearing on October 2, 2012. Extension of Time: The Board now extends the period of time for which the hearing record will remain open to January 2, 2013, to further accommodate submission of answers to questions taken for the record during the course of the public hearing. Hanford Tank Farms Flammable Gas Safety Strategy
Pursuant to 42 U.S.C. 2286a(a)(5), the Defense Nuclear Facilities Safety Board has made a recommendation to the Secretary of Energy concerning the Hanford Tank Farms flammable gas safety strategy.

Procedures for Safety Investigations
The Defense Nuclear Facilities Safety Board (Board) is responsible for making recommendations to the Secretary of Energy and the President regarding health and safety issues at the Department of Energy's (DOE) defense nuclear facilities. In this notice, the Board proposes a rule establishing procedures for conducting preliminary and formal safety investigations of events or practices at DOE defense nuclear facilities that the Board determines have adversely affected, or may adversely affect, public health and safety. The Board's experience in conducting formal safety investigations necessitates codifying the procedures set forth in the proposed rule. These procedures, among other benefits, will ensure a more efficient investigative process, protect confidential and privileged safety information, and promote uniformity of future safety investigations.

Public Availability of Defense Nuclear Facilities Safety Board; FY 2010 Service Contract Inventory Analysis/FY 2011 Service Contract Inventory
In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), DNFSB is publishing this notice to advise the public of the availability of (1) its analysis of the FY 2010 Service Contract inventory and (2) the FY 2011 Service Contract inventory. Both the FY 2010 analysis and the FY 2011 inventory have been developed in accordance with guidance issued on December 19, 2011, by the Office of Management and Budget's Office of Federal Procurement Policy (OFPP). OFPP's guidance is available at https:// www.whitehouse.gov/sites/default/files/omb/procurement/memo/s ervice- contract-inventory-guidance.pdf. The FY 2011 inventory provides information on service contract actions over $25,000 that were made in FY 2011. The information is organized by function to show how contracted resources are distributed throughout the agency.
