Determination Under the Textile and Apparel Commercial Availability Provision of the Dominican Republic-Central America-United States Free Trade Agreement (“CAFTA-DR Agreement”)
The Committee for the Implementation of Textile Agreements (``CITA'') has determined that certain polyester/nylon cut corduroy fabric, as specified below, is not available in commercial quantities in a timely manner in the CAFTA-DR countries. The product will be added to the list in Annex 3.25 of the CAFTA-DR Agreement in unrestricted quantities.
Determination Under the Textile and Apparel Commercial Availability Provision of the Dominican Republic-Central America-United States Free Trade Agreement (“CAFTA-DR Agreement”)
The Committee for the Implementation of Textile Agreements (``CITA'') has determined that certain warp stretch woven nylon/rayon/ spandex fabric, as specified below, is not available in commercial quantities in a timely manner in the CAFTA-DR countries. Amendment to the 2013 Tariff Preference Level (TPL) for Nicaragua Under the Central America-Dominican Republic-United States Free Trade Agreement (CAFTA-DR)
This notice reduces the 2013 TPL for Nicaragua to 98,447,866 square meters equivalent to account for the shortfall in meeting the one-to-one commitment for cotton and man-made fiber woven trousers exported from Nicaragua to the United States
Determination Under the African Growth and Opportunity Act
The Committee for the Implementation of Textile Agreements (CITA) has determined that certain textile and apparel goods from Benin shall be treated as ``folklore articles'' and ``ethnic printed fabrics'' and qualify for preferential treatment under the African Growth and Opportunity Act (``AGOA''). Imports of eligible products from Benin with an appropriate visa will qualify for duty-free treatment.
Interim Procedures for Considering Requests From the Public for Textile and Apparel Safeguard Actions on Imports From Panama
This notice sets forth the interim procedures the Committee for the Implementation of Textile Agreements (``CITA'') will follow in implementing certain provisions of the United States-Panama Trade Promotion Agreement (``US-Panama TPA''). Title III, Subtitle B, Section 321 through Section 328 of the United States-Panama Trade Promotion Agreement Implementation Act (``Implementation Act'') [Pub. L. 112-43] authorizes the President to consider requests from the public for textile and apparel safeguard actions. The President has delegated to CITA the authority to determine whether imports of a Panamanian textile or apparel article are causing serious damage, or actual threat thereof, to a domestic industry producing an article that is like, or directly competitive with, the imported article. CITA hereby gives notice to interested entities of the procedures CITA will follow in considering such requests and solicits public written comments on these interim procedures.
Interim Procedures for Considering Requests Under the Commercial Availability Provision of the United States-Panama Trade Promotion Agreement
This notice sets forth the interim procedures the Committee for the Implementation of Textile Agreements (``CITA'') will follow in implementing certain provisions of the United States-Panama Trade Promotion Agreement (``US-Panama TPA''). Section 203(o)(4) of the United States-Panama Trade Promotion Agreement Implementation Act (``Implementation Act'') [Public Law 112-43] authorizes the President to establish procedures to modify the list of fabrics, yarns, or fibers not available in commercial quantities in a timely manner in either the United States or Panama as set out in Annex 3.25 of the US-Panama TPA. The President has delegated to CITA the authority to determine whether fabrics, yarns, or fibers are not available in commercial quantities in a timely manner in either the United States or Panama and has directed CITA to establish procedures that govern the submission of a request and provide the opportunity for interested entities to submit comments and supporting evidence for any such determination pursuant to the Implementation Act. CITA hereby gives notice to interested entities of the procedures CITA will follow in considering such requests and solicits public written comments on these interim procedures. CITA will be using the procedures detailed in this notice as of May 14, 2013. DATE: Comments on the interim procedures must be received no later than June 13, 2013 of this notice, either in hard copy or electronically.
Determination Under the Textile and Apparel Commercial Availability Provision of the United States-Colombia Trade Promotion Agreement (“US-Colombia TPA”)
The Committee for the Implementation of Textile Agreements (``CITA'') has determined that certain cotton corduroy fabric, as specified below, is not available in commercial quantities in a timely manner in the territory of either the United Sates or Colombia. The product will be added to the list in Annex 3-B of the US-Colombia TPA in unrestricted quantities.
