The Board of Governors of the Federal Reserve System (Board) invites comment on a proposal to extend for three years, without revision, the Recordkeeping and Disclosure Requirements Associated with Regulation II (FR II; OMB No. 7100-0349).

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995, the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collection. Comments are requested concerning: Whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid Office of Management and Budget (OMB) control number.

The National Science Foundation (NSF) is required to publish a notice of requests to modify permits issued to conduct activities regulated under the Antarctic Conservation Act of 1978. This is the required notice of a requested permit modification.

Pursuant to the provisions of the Privacy Act of 1974, as amended, the FDIC is establishing FDIC-037, FDITECH Information. This system of records maintains information collected by FDITECH, FDIC's innovation arm. Notice is hereby given that the U.S. International Trade Commission (``Commission'') has determined to review in part an initial determination (``ID'') (Order No. 65) of the presiding administrative law judge (``ALJ'') granting a summary determination on violation of section 337 by the respondents found in default in the above-captioned investigation. The Commission is requesting briefing from the parties, interested government agencies, and interested persons on the issues of remedy, the public interest, and bonding.

On November 9, 2021, the U.S. Nuclear Regulatory Commission (NRC) published in the Federal Register a notice of availability of the draft plant-specific Supplement 23, Second Renewal, to the Generic Environmental Impact Statement (GEIS) for License Renewal of Nuclear Plants, NUREG-1437, regarding the proposed subsequent renewal of Renewed Facility Operating License Nos. DPR-24 and DPR-27 for an additional 20 years of operation for Point Beach Nuclear Plant, Unit Nos. 1 and 2 (Point Beach). The NRC is announcing two public comment webinars to receive comments on this document. The meetings will allow interested members of the public to submit their comments.

The Corporation for National and Community Service, operating as AmeriCorps, has submitted a public information collection request (ICR) entitled Childcare Benefit Forms for review and approval in accordance with the Paperwork Reduction Act.

The Commission invites comments from the public on whether changed circumstances exist sufficient to warrant the institution of a review pursuant to the Tariff Act of 1930 (the Act) regarding the Commission's affirmative determination in investigation No. 731-TA-1296 (Final). The purpose of the proposed review is to determine whether revocation of the existing antidumping duty order on imports of hot- rolled steel flat products from Turkey is likely to lead to continuation or recurrence of material injury. The Commission further requests comments concerning the degree to which such a proceeding can be conducted in conjunction with the pending five-year review of the antidumping duty order on the same subject merchandise.

The Small Business Administration (SBA) intends to request approval, from the Office of Management and Budget (OMB) for the collection of information described below. This information collection is currently approved under emergency procedures, which includes waiver of that public comment notice. This publication complies with the PRA requirement to publish the waived notice as a prerequisite to requesting standard review and approval from OMB.

The General Services Administration (GSA) is issuing a final rule amending the General Services Administration Acquisition Regulation (GSAR) to conform to changes in the Federal Acquisition Regulation (FAR) that reflect an updated ``commercial item'' definition pursuant to a section of the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019.

Applicant, a closed-end investment company, seeks an order declaring that it has ceased to be an investment company. On July 16, 2021, and September 17, 2021, applicant made liquidating distributions to its shareholders based on net asset value. Expenses of approximately $872,000 incurred in connection with the liquidation were paid by the applicant. The Commission hereby gives notice that it has instituted reviews pursuant to the Tariff Act of 1930 (``the Act''), as amended, to determine whether revocation of the countervailing duty orders on carbon and alloy steel cut-to-length plate (``CTL plate'') from China and Korea and the antidumping duty orders on CTL plate from Austria, Belgium, Brazil, China, France, Germany, Italy, Japan, Korea, South Africa, Taiwan, and Turkey would be likely to lead to continuation or recurrence of material injury. Pursuant to the Act, interested parties are requested to respond to this notice by submitting the information specified below to the Commission.
