Holding Foreign Companies Accountable Act Disclosure
We are adopting interim final amendments to Forms 20-F, 40-F, 10-K, and N-CSR to implement the disclosure and submission requirements of the Holding Foreign Companies Accountable Act (``HFCA Act''). The interim final amendments will apply to registrants that the Securities and Exchange Commission (``Commission'') identifies as having filed an annual report with an audit report issued by a registered public accounting firm that is located in a foreign jurisdiction and that the Public Company Accounting Oversight Board (``PCAOB'') is unable to inspect or investigate completely because of a position taken by an authority in that jurisdiction. Consistent with the HFCA Act, the amendments require the submission of documentation to the Commission establishing that such a registrant is not owned or controlled by a governmental entity in that foreign jurisdiction and also require disclosure in a foreign issuer's annual report regarding the audit arrangements of, and governmental influence on, such registrants.

Expanding Flexible Use of the 3.7 to 4.2 GHz Band
In this document, the Commission announces that the Office of Management and Budget (OMB) has approved information collection requirements associated with the transition of operations in one frequency band to another, adopted in the Federal Communications Commission's (Commission) 3.7 GHz Report and Order, FCC 20-22, and that compliance with the new rules is now required. This document is consistent with the 3.7 GHz Report and Order, FCC 20-22, which states that the Commission will publish a document in the Federal Register announcing a compliance date for the new rule sections and revise the Commission's rules accordingly.
Privacy Act of 1974; Matching Program
In accordance with the Privacy Act of 1974, as amended (``Privacy Act''), this document announces the establishment of a computer matching program the Federal Communications Commission (``FCC'' or ``Commission'' or ``Agency'') and the Universal Service Administrative Company (USAC) will conduct with the Wisconsin Department of Health Services (DHS), and the Wisconsin Department of Revenue (DOR), (DHS and DOR collectively, Agencies). The purpose of this matching program is to verify the eligibility of applicants to and subscribers of the Emergency Broadband Benefit Program, which is administered by USAC under the direction of the FCC, or other federal programs that use qualification for the FCC's Lifeline Program as an eligibility criterion. Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on February 26, 2021, under section 337 of the Tariff Act of 1930, as amended, on behalf of EcoFactor, Inc. of Palo Alto, California. A supplement was filed on March 18, 2021. The complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain smart thermostat systems, smart HVAC systems, smart HVAC control systems, and components thereof by reason of infringement of certain claims of U.S. Patent No. 8,423,322 (``the '322 patent''); U.S. Patent No. 8,019,567 (``the '567 patent''); U.S. Patent No. 10,612,983 (``the '983 patent''); U.S. Patent No. 8,596,550 (``the '550 patent'') and U.S. Patent No. 8,886,488 (``the '488 patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Notice of Amended Final Results of the 2017 Countervailing Duty Administrative Review
The Department of Commerce (Commerce) is amending its notice of the final results of the sixth administrative review of the countervailing duty (CVD) order on crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells), from the People's Republic of China (China). The period of review (POR) is January 1, 2017, through December 31, 2017.
Vermont Yankee Nuclear Power Station; Consideration of Approval of Transfer of License
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an application filed by NorthStar Nuclear Decommissioning Company, LLC, on behalf of itself, NorthStar Vermont Yankee, LLC, and their corporate parents related to NorthStar Group Services, Inc. (NorthStar) (together, the applicants), on November 19, 2020. The application seeks NRC approval of the indirect transfer of control of Renewed Facility Operating License No. DPR-28, as well as the general license for the independent spent fuel storage installation (ISFSI), for the Vermont Yankee Nuclear Power Station (VY) from the corporate parents of NorthStar to a new intermediary holding company that would acquire control of NorthStar, as described in the application.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an application filed by ADP CR3, LLC (ADP CR3), on behalf of itself and its corporate parents related to NorthStar Group Services, Inc. (NorthStar) (together, the applicants), on November 19, 2020. The application seeks NRC approval of the indirect transfer of ADP CR3's licensed authority to possess, maintain, and decommission the Crystal River Unit 3 Nuclear Generating Plant (CR3) under Facility Operating License No. DPR-72, as well as the general license for the CR3 independent spent fuel storage installation (ISFSI), from the corporate parents of NorthStar to a new intermediary holding company that would acquire control of NorthStar, as described in the application.
Safety Standard for High Chairs
In June 2018, the U.S. Consumer Product Safety Commission (CPSC) published a consumer product safety standard for high chairs under section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA). The standard incorporated by reference the ASTM voluntary standard that was in effect for high chairs at the time. The CPSIA sets forth a process for updating mandatory standards for durable infant or toddler products that are based on a voluntary standard, when a voluntary standards organization revises the standard. In December 2020, ASTM published a revised voluntary standard for high chairs, and it notified the Commission of this revised standard in January 2021. This direct final rule updates the mandatory standard for high chairs to incorporate by reference ASTM's 2020 version of the voluntary standard for high chairs.

Rescission of Pension Benefit Guaranty Corporation Rule on Guidance
On August 26, 2020, the Pension Benefit Guaranty Corporation (PBGC) published a final rule on guidance implementing an Executive order entitled ``Promoting the Rule of Law Through Improved Agency Guidance Documents,'' and providing policy and requirements for issuing, modifying, withdrawing, and using guidance; making guidance available to the public; a notice and comment process for significant guidance; and taking and responding to petitions about guidance. In accordance with the ``Executive Order on Revocation of Certain Executive Orders Concerning Federal Regulation,'' issued by President Biden on January 20, 2021, this final rule rescinds PBGC's rule on guidance.
Proposed Submission of Information Collection for OMB Review; Comment Request; Survey of Nonparticipating Single Premium Group Annuity Rates
The Pension Benefit Guaranty Corporation (PBGC) intends to request that the Office of Management and Budget (OMB) extend approval, under the Paperwork Reduction Act, of a collection of information with modifications. The purpose of this information collection is to survey insurance company rates for pricing annuity contracts to obtain information needed to set actuarial assumptions. The American Council of Life Insurers conducts this voluntary survey for PBGC. This notice informs the public of PBGC's intent and solicits public comment on the collection of information.
Dominion Energy Nuclear Connecticut, Inc.; Millstone Power Station, Unit 3
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Renewed Facility Operating License No. NPF- 49, issued to Dominion Energy Nuclear Connecticut, Inc., for operation of the Millstone Power Station, Unit 3 (MPS3). The proposed amendment would revise the renewed facility operating license and technical specifications (TSs) to support a measurement uncertainty recapture power uprate from 3,650 megawatts thermal (MWt) to 3,709 MWt. For this amendment request, the NRC proposes to determine that it involves no significant hazards consideration. Because this amendment request contains sensitive unclassified non-safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation. The proposed amendment was previously noticed on January 26, 2021 (86 FR 7115), and is being re-noticed to include the instructions for requesting access to SUNSI.
