The Federal Communications Commission (FCC or Commission or Agency) has modified an existing system of records, FCC/PSHSB-1, FCC Emergency and Continuity Alerts and Contacts System (ECACS), subject to the Privacy Act of 1974, as amended. This action is necessary to meet the requirements of the Privacy Act to publish in the Federal Register notice of the existence and character of records maintained by the Agency. The FCC's Public Safety and Homeland Security Bureau (PSHSB) uses the information in ECACS to prepare for and coordinate crisis response activities wherever they occur in the United States and its territories. The FCC is modifying FCC/PSHSB-1 to add information it will use to alert the designated emergency contacts of Commission staff of an emergency involving the FCC or a staff member.

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act of 1995 (PRA), the Federal Communications Commission (FCC or Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collections. Comments are requested concerning: Whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. In accordance with Section 743 of Division C of the FY2010 Consolidated Appropriations Act, the United States Agency for International Development (USAID) hereby advises the public of the availability of the FY 2017-2020 Service Contract Inventory found at https://www.acquisition.gov/service-contract-inventory. The inventory provides information on service contract actions over $25,000. The inventory has been developed in accordance with guidance issued by the Office of Management and Budget's Office of Federal Procurement Policy (OMB/OFPP). The USAID service contract inventory data is included in the government-wide inventory posted in the above link and the government-wide inventory can be filtered to display the inventory data for the Agency. USAID has also posted its FY 2017-2019 SCI Reports at: https://www.usaid.gov/results-and-data/budget-spending/offici al- service-contract-inventory. The FY 2019 Report includes the plan for analyzing the FY 2020 inventory.

The Federal Deposit Insurance Corporation is seeking comment on proposed amendments to its regulations governing deposit insurance coverage. The proposed rule would simplify the deposit insurance regulations by establishing a ``trust accounts'' category that would provide for coverage of deposits of both revocable trusts and irrevocable trusts, and provide consistent deposit insurance treatment for all mortgage servicing account balances held to satisfy principal and interest obligations to a lender.
