The U.S. Postal Service announces its intention to prepare an Environmental Impact Statement (EIS) for the purchase over 10 years of 50,000 to 165,000 purpose-built, right-hand-drive vehiclesthe Next Generation Delivery Vehicle (NGDV)to replace existing delivery vehicles nationwide that are approaching the end of their service life. While the Postal Service has not yet determined the precise mix of the powertrains in the new vehicles to be purchased, current plans are for the new vehicle purchases to consist of a mix of internal combustion engine and battery electric powertrains; the purchases will also be designed to be capable of retrofits to keep pace with advances in electric vehicle technologies. The EIS will evaluate the environmental impacts of the purchase and operation of the NGDV, as well as a commercial off-the-shelf (COTS) vehicle alternative and a ``no action'' alternative.
Filing Dates for the Texas Special Election in the 6th Congressional District Special Election

Texas has scheduled a Special General Election on May 1, 2021, to fill its U.S. House of Representatives seat in the 6th Congressional District of the late Representative Ron Wright. There are two possible elections, but only one may be necessary. Under Texas law, all qualified candidates, regardless of party affiliation, will appear on the ballot. The majority winner of the special election is declared elected. Should no candidate achieve a majority vote, the Governor will then set the date for a Special Runoff Election that will include only the top two vote-getters. Committees participating in the Texas special election are required to file pre- and post-election reports.

The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-665 and 731-TA-1557 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of certain mobile access equipment and subassemblies thereof (``mobile access equipment'') from China, provided for in statistical reporting numbers 8427.10.8020, 8427.10.8030, 8427.10.8070, 8427.10.8095, 8427.20.8020, 8427.20.8090, and 8431.20.0000 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of China. Unless the Department of Commerce (``Commerce'') extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by April 12, 2021. The Commission's views must be transmitted to Commerce within five business days thereafter, or by April 19, 2021.
