The U.S. Nuclear Regulatory Commission (NRC) is issuing for use and to solicit public comment, three draft interim staff guidance documents (ISGs) that propose changes to the NRC's subsequent license renewal guidance documents. Specifically, the ISGs revise guidance contained in NUREG-2191, ``Generic Aging Lessons Learned for Subsequent License Renewal (GALL-SLR) Report,'' and NUREG-2192, ``Standard Review Plan for Review of Subsequent License Renewal Applications for Nuclear Power Plants.'' NUREG-2191 and NUREG-2192 were published in July 2017 and are not scheduled to be updated for several years. The proposed changes to these documents are contained in the three draft ISGs that update aging management criteria for mechanical, structural, and electrical structures and components.

The exemption allows GEH to submit a renewal application for the Morris Operation Independent Spent Fuel Storage Installation (ISFSI) license, Special Nuclear Materials (SNM) License No. SNM-2500, after the timely renewal due date, while continuing to be afforded protection of the timely renewal provision contained in NRC regulations.

The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-649 and 731-TA-1523 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of twist ties from China, provided for in subheadings 8309.90.00, 5609.00.30, 3906.90.20, 3920.51.50, 3923.90.00, 3926.90.99, 4811.59.60, 4821.10.40, 4821.90.20, and 4823.90.86 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of China. Unless the Department of Commerce (``Commerce'') extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by August 10, 2020. The Commission's views must be transmitted to Commerce within five business days thereafter, or by August 17, 2020.

The Federal Communications Commission (``Commission'' or ``FCC'') proposes rule changes that would allow applicants to excavate or deploy wireless facilities outside the boundaries of an existing tower site. The Commission proposes to revise the definition of ``site'' in the Commission's rules to make clear that ``site'' refers to the boundary of the leased or owned property surrounding the tower and any access or utility easements currently related to the site as of the date that the facility was last reviewed and approved by a locality. The Commission also proposes to amend its rules so that a modification of an existing facility that entails ground excavation or deployment of up to 30 feet in any direction outside the facility's site will be eligible for streamlined processing under the Spectrum Act. The Notice of Proposed Rulemaking (NPRM) also seeks comment on whether the Commission should adopt a different definition of ``site'' than the one proposed.
