Notice is hereby given that the U.S. International Trade Commission (the ``Commission'') has determined to issue a limited exclusion order and cease and desist orders against the respondents found to be in default in this investigation, namely, DripTip Vapes LLC (``DripTips'') of Plantation, Florida; Shenzhen OVNS Technology Co., Ltd. (``OVNS'') of Guangdong, China; Shenzhen Haka Flavor Technology Co., Ltd. (``Haka'') of Guangdong, China; and Shenzhen OCIGA Technology Co., Ltd. (``OCIGA'') of Guangdong, China (collectively, ``the Defaulting Respondents''). The Commission has also determined to impose a bond equal to 281 percent of the entered value of the accused products imported during the period of Presidential review. The investigation is hereby terminated.
Intent To Conduct a Detailed Economic Impact Analysis
Pursuant to the Charter of the Export-Import Bank of the United States, this notice is to inform the public that the Export- Import Bank of the United States has received an application for a $76.6 million comprehensive loan guarantee to support the export of approximately $70 million worth of aluminum bottle manufacturing equipment to Slovenia. The U.S. exports will enable the Slovenian company to produce approximately 1.2 billion aluminum bottles per year. All new production will be sold within Europe.
Patient Release Criteria for Radioactive Iodine
The U.S. Nuclear Regulatory Commission (NRC) has received a petition for rulemaking from Peter Crane, on behalf of the organization, Sensible Controls on Administrations of Radioactive Iodine, dated November 15, 2019. The petitioner requests that the NRC revise its regulations regarding the criteria for patient release after the administration of radioactive iodine. The petition was docketed by the NRC on January 24, 2020 and has been assigned Docket No. PRM-35-21. The NRC is examining the issues raised by the petition to determine whether they should be considered in rulemaking. The NRC is not seeking public comment on this petition at this time.

On April 1, 2020, the National Labor Relations Board (Board) published a final rule making three amendments to its rules and regulations governing the filing and processing of petitions for a Board-conducted representation election and proof of majority support in construction-industry collective-bargaining relationships. The purpose of this document is to postpone implementation of the rule during the National Emergency Concerning the Novel Coronavirus Disease (COVID-19) Outbreak. The Board therefore delays the effective date from June 1, 2020 to July 31, 2020.
Americans With Disabilities Act Accessibility Guidelines for Transportation Vehicles; Rail Vehicles; Extension of Comment Period
The Architectural and Transportation Barriers Compliance Board (Access Board) is extending until July 14, 2020 the comment period for the document entitled ``Americans with Disabilities Act Accessibility Guidelines for Transportation Vehicles; Rail Vehicles'' that appeared in the Federal Register on February 14, 2020. In that document, the Access Board requested comments by May 14, 2020. The Access Board is taking this action to allow interested persons additional time to submit comments.
Energy Labeling Rule
The Federal Trade Commission (``FTC'' or ``Commission'') proposes amending the Energy Labeling Rule (``Rule'') to require EnergyGuide labels for portable air conditioners and seeks comment on these proposed requirements, particularly the proposed effective date. The Commission also proposes conforming amendments to reflect upcoming Department of Energy (``DOE'') changes to efficiency descriptors for central air conditioners. In addition, the Commission seeks comment on the labeling requirements in our regulations.
Promoting Telehealth for Low-Income Consumers; COVID-19 Telehealth Program
In this document, the Federal Communications Commission (Commission) establishes two programs: The COVID-19 Telehealth Program designed to distribute a $200 million appropriation from Congress under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, to help health care providers provide connected care services to patients at their homes or mobile locations in response to the novel Coronavirus 2019 disease (COVID-19) pandemic, and the Connected Care Pilot Program (Pilot Program) designed to make available up to $100 million over three years to examine how the Universal Service Fund can help support the trend towards connected care services to consumers, particularly for low-income Americans and veterans.

Duke Energy Progress Inc.; Combined License Application for Shearon Harris; Nuclear Power Plant Units 2 and 3
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a December 02, 2019, letter from Duke Energy Progress, Inc. (DEP), which requested an exemption from certain regulatory requirements for DEP to submit an update to the final safety analysis report (FSAR) included in its application for combined licenses (COLs) for Shearon Harris Nuclear Power Plant (Harris) Units 2 and 3 by December 31, 2019. The NRC staff reviewed this request and determined that it is appropriate to grant the exemption, but stipulated that the next update to the FSAR must be submitted prior to, or coincident with, the resumption of the COL application review or by December 31, 2024, whichever comes first.

Filing Dates for the New York Special Election in the 27th Congressional District
New York has rescheduled the date of the Special General Election to fill the U.S. House of Representatives seat in the 27th Congressional District vacated by Representative Chris Collins. The Special General Election, formerly set for April 28, 2020, will now be held on June 23, 2020. Committees required to file reports in connection with the Special General Election on June 23, 2020, shall file a 12-day Pre-General Report, and a 30-day Post-General Report.
