Consumer and Governmental Affairs Bureau Seeks Comment To Refresh the Record on Truth-in-Billing Rules To Ensure Protections for All Consumers of Voice Services
In this document, the Commission, via the Consumer and Governmental Affairs Bureau (Bureau), seeks to refresh the record on two issues related to the Commission's truth-in-billing rules. Specifically, the Bureau seeks additional comment on proposals to extend the truth-in-billing rules to providers of interconnected Voice over internet Protocol (VoIP) services and to require carriers to separate government-mandated charges from other charges on consumers' telephone bills. The Bureau also seeks additional comment on how to define ``government-mandated charge'' for these purposes.
Notice on Penalty Inflation Adjustments for Civil Monetary Penalties
The National Science Foundation (NSF or Foundation) is providing notice of its adjusted maximum civil monetary penalties, effective January 15, 2020. These adjustments are required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (the 2015 Act).
Civil Penalties Adjustment for 2020
The National Endowment for the Arts (NEA) is adjusting the maximum civil monetary penalties (CMPs) that may be imposed for violations of the Program Fraud Civil Remedies Act (PFCRA) and the NEA's Restrictions on Lobbying to reflect the requirements of the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (the 2015 Act). The 2015 Act further amended the Federal Civil Penalties Inflation Adjustment Act of 1990 (the Inflation Adjustment Act) to improve the effectiveness of civil monetary penalties and to maintain their deterrent effect. This final rule provides the 2020 annual inflation adjustments to the initial ``catch-up'' adjustments made on June 15, 2017, and reflects all other inflation adjustments made in the interim.

In this document, the Wireline Competition Bureau (the Bureau) establishes procedures to ensure swift and efficient administration of the voluntary process for the long-form applicants in the Connect America Phase II Auction (Phase II Auction) to facilitate post-auction review of the defined deployment obligations (and associated support) on a state-by-state basis when the total number of actual locations in eligible areas is less than the number of funded locations.
SBA Supervised Lenders Application Process
The U.S. Small Business Administration (SBA) is proposing to update the regulations applicable to Small Business Lending Companies (SBLCs) and state-regulated lenders (Non-Federally Regulated Lenders (NFRLs)) in order to improve efficiencies and potentially reduce costs related to the application and review process. The rule proposes to establish a comprehensive application and review process for SBLC and NFRL applicants (collectively referred to as SBA Supervised Lenders), including for transactions involving a change of ownership or control, and to clarify and incorporate into the regulations the factors SBA considers in its evaluation of an application. The rule also proposes to address SBA's requirements for the minimum amount of capital needed to be maintained by SBA Supervised Lenders, some of which have not been updated since 1996.
New Mailing Standards for Domestic Mailing Services Products
On October 9, 2019, the Postal Service\TM\ filed a notice of mailing services price adjustments with the Postal Regulatory Commission (PRC), effective January 26, 2020. This final rule contains the revisions to Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]) to implement the changes coincident with the price adjustments and other minor DMM changes.

SHINE Medical Technologies, LLC
On October 8, 2019, the U.S. Nuclear Regulatory Commission (NRC) staff accepted and docketed an application submitted by SHINE Medical Technologies, LLC (SHINE), dated July 17, 2019, filed pursuant to the Atomic Energy Act of 1954, as amended, and the NRC's regulations, for an operating license for the SHINE Medical Isotope Production Facility. In accordance with the NRC's regulations, any persons whose interest may be affected by the issuance of an operating license to SHINE may file a request for a hearing and petition for leave to intervene with respect to the action. Because the license application contains Sensitive Unclassified Non-Safeguards Information (SUNSI) and Safeguards Information (SGI), an included Order imposes procedures to obtain access to SUNSI and SGI for contention preparation.
Consolidation of Mentor Protégé Programs and Other Government Contracting Amendments; Extension of Comment Period
The U.S. Small Business Administration (SBA) is extending the comment period for the proposed rule published in the Federal Register on November 8, 2019. The comment period is scheduled to close on January 17, 2020. SBA is extending the comment period an additional 21 days in response to the significant level of interest generated by the proposed rule and requests from multiple stakeholders for an extension. Given the scope of the proposed rule and the nature of the issues raised by the comments received to date, SBA believes that affected businesses need more time to review the proposal and prepare their comments.

As required by section 3(b)(3) of the American Manufacturing Competitiveness Act of 2016, the Commission has published on its website at https://mtbps.usitc.gov the petitions for duty suspensions and reductions and related disclosure forms (hereafter collectively referred to as ``petitions'') that were filed according to requirements. The Commission is now requesting that members of the public submit comments to the Commission on those petitions by the close of business on February 24, 2020. Transforming the 2.5 GHz Band
The Federal Communications Commission (FCC or Commission) is correcting final rules that appeared in the Federal Register on October 25, 2019. The published rules contained language stating that certain rules were not currently effective, because the FCC was awaiting Paperwork Reduction Act approval from the Office of Management and Budget (OMB). In fact, OMB had previously granted Paperwork Reduction Act approval, and the language in question was unnecessary. By correcting these amendments, the FCC removes unnecessary rules.

Supplemental Guidance Regarding the Chromium-Coated Zirconium Alloy Fuel Cladding Accident Tolerant Fuel Concept
The U.S. Nuclear Regulatory Commission (NRC) is issuing Interim Staff Guidance (ISG) ATF-ISG-2020-01, ``Supplemental Guidance Regarding the Chromium-Coated Zirconium Alloy Fuel Cladding Accident Tolerant Fuel Concept.'' This ISG is intended to facilitate the NRC staff's understanding of the in-reactor phenomena important to safety for the chromium-coated zirconium alloy fuel cladding concepts, as well as to provide guidance for NRC staff reviewing vendor applications. Chromium-coated zirconium alloy fuel cladding concepts are being pursued by several U.S. fuel vendors as part of the U.S. Department of Energy's accident tolerant fuel program.

(NAC) MAGNASTOR[supreg] System listing within the ``List of approved spent fuel storage casks'' to include Amendment No. 8 to Certificate of Compliance No. 1031. Amendment No. 8 revises the technical specifications to delete Technical Specification A5.6 and revise the maximum pellet diameter in the technical specifications, Appendix B, Table B2-3, from 0.325 inches to 0.3255 inches for the CE16H1 hybrid fuel assembly, which includes Combustion Engineering 16 x 16 fuel assemblies. These revisions are discussed in more detail in the ``Discussion of Changes'' section of this document.

International Mailing Services: Price Changes and Minor Classification Changes To Go Into Effect on January 26, 2020
On October 22, 2019, the Postal Service published proposed product and price changes to reflect price adjustments and other minor classification changes filed with the Postal Regulatory Commission (PRC). The PRC found that price adjustments and classification changes contained in the Postal Service's notification may go into effect on January 26, 2020. The Postal Service will revise Notice 123, Price List to reflect the new prices and Mailing Standards of the United States Postal Service, International Mail Manual (IMM[supreg]), to reflect minor classification changes.

Community Reinvestment Act Regulations
Office of the Comptroller of the Currency (OCC) and the Federal Deposit Insurance Corporation (FDIC) propose regulations that could encourage banks to provide billions more each year in Community Reinvestment Act-qualified lending, investment, and services by modernizing the Community Reinvestment Act (CRA) regulations to better achieve the law's underlying statutory purpose of encouraging banks to serve their communities by making the regulatory framework more objective, transparent, consistent, and easy to understand. To accomplish these goals, this proposed rule would strengthen the CRA regulations by clarifying which activities qualify for CRA credit, updating where activities count for CRA credit, creating a more transparent and objective method for measuring CRA performance, and providing for more transparent, consistent, and timely CRA-related data collection, recordkeeping, and reporting.
Quartz Surface Products From India and Turkey; Scheduling of the Final Phase of Countervailing Duty and Antidumping Duty Investigations
The Commission hereby gives notice of the scheduling of the final phase of antidumping and countervailing duty investigation Nos. 701-TA-624-625 and 731-TA-1450-1451 (Final) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of quartz surface products from India and Turkey, provided for in subheading 6810.99.00 of the Harmonized Tariff Schedule of the United States, preliminarily determined by the Department of Commerce (``Commerce'') to be subsidized and sold at less-than-fair-value.
