The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a request submitted by Xcel Energy on October 18, 2017, from meeting Technical Specification (TS) 1.2.5 of Attachment A of Certificate of Compliance (CoC) No. 1004, Amendment No. 10, which requires that all dry shielded canister (DSC) closure welds, except those subjected to full volumetric inspection, be dye penetrant tested in accordance with the requirements of American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code Section III, Division 1, Article NB-5000. This exemption applies to five loaded Standardized NUHOMS[supreg] 61BTH, Dry Shielded Canisters (DSCs) 11 through 15, at the Monticello Nuclear Generating Plant (MNGP) Independent Spent Fuel Storage Installation (ISFSI).

The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License No. NPF-87, issued to Vistra Operations Company LLC (the licensee), for operation of the Comanche Peak Nuclear Power Plant (CPNPP), Unit No. 1. The proposed exigent amendment would revise CPNPP Technical Specification (TS) 3.8.4, ``DC [Direct Current] SourcesOperating,'' to allow the licensee additional time to replace two affected battery cells in the safety-related batteries for CPNPP, Unit No. 1. Specifically, the proposed one-time change would add a Required Action to TS 3.8.4, Condition B, to extend the completion time from 2 hours to 18 hours to repair each affected battery cell.

In this document, the Commission revises its Schedule of Regulatory Fees to recover an amount of $322,035,000 that Congress has required the Commission to collect for fiscal year 2018. Section 9 of the Communications Act of 1934, as amended, provides for the annual assessment and collection of regulatory fees under sections 9(b)(2) and 9(b)(3), respectively, for annual ``Mandatory Adjustments'' and ``Permitted Amendments'' to the Schedule of Regulatory Fees.
