United Nuclear Corporation; Church Rock Facility
The U.S. Nuclear Regulatory Commission (NRC) has received an application from United Nuclear Corporation for an amendment of Materials License No. SUA-1475. The amendment would change License Condition 30.A by adding two new monitoring wells that are already in service, and License Condition 30.C by removing requirements for work that has been completed. These changes are administrative in nature.
Northwest Medical Isotopes, LLC
The U.S. Nuclear Regulatory Commission (NRC) staff has received and is making available the first part of the application for a construction permit, submitted by Northwest Medical Isotopes, LLC (NWMI). NWMI proposes to build a medical radioisotope production facility located in Columbia, Missouri.
Entergy Nuclear Operations, Inc.; Vermont Yankee Nuclear Power Station
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of exemptions in response to a request from Entergy Nuclear Operations, Inc. (Entergy or the licensee) that would permit the licensee to reduce its emergency planning (EP) activities at the Vermont Yankee Nuclear Power Station (VY). The licensee is seeking exemptions that would eliminate the requirements for the licensee to maintain offsite radiological emergency plans and reduce some of the onsite EP activities based on the reduced risks at VY, which is permanently shutdown and defueled. However, requirements for certain onsite capabilities to communicate and coordinate with offsite response authorities would be retained. In addition, offsite EP provisions would still exist through State and local government use of a comprehensive emergency management plan process in accordance with the Federal Emergency Management Agency's (FEMA's) Comprehensive Preparedness Guide (CPG) 101, ``Developing and Maintaining Emergency Operations Plans.'' The NRC staff is issuing, for public comment, this draft environmental assessment (EA) and finding of no significant impact (FONSI) associated with the proposed exemptions.

The guide is being withdrawn because the same guidance is provided with more detail by RG 1.82, ``Water Sources for Long-Term Recirculation Cooling Following a Loss-of-Coolant Accident.''

The National Science Foundation (NSF) is announcing plans to request clearance of this collection. In accordance with the requirement of Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995 (Pub. L. 104-13), we are providing opportunity for public comment on this action. Certain Protective Cases for Electronic Devices and Components Thereof; Institution of Investigation
Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on March 11, 2015, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Otter Products, LLC of Fort Collins, Colorado. An amended complaint was filed on March 25, 2015. The complaint, as amended, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain protective cases for electronic devices and components thereof by reason of infringement of certain claims of U.S. Patent No. 8,792,232 (``the '232 patent'') and U.S. Patent No. 8,976,512 (``the '512 patent''). The complaint further alleges that an industry in the United States exists or is in the process of being established as required by subsection (a)(2) of section 337. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

The Federal Deposit Insurance Corporation (``FDIC'') published a final rule in the Federal Register on July 21, 2014 (79 FR 42183), regarding Transferred OTS Regulations Regarding Disclosure and Reporting of CRA-Related Agreements. This publication corrects a typographical error which caused the unintended deletion of Sec. Sec. 346.2 through 346.10.
Privacy Act of 1974: Republication of Notice of Systems of Records
In accordance with 5 U.S.C. 552a(e)(4), the Tennessee Valley Authority (TVA) is republishing in full a notice of the existence and character of each TVA system of records. In accordance with the Privacy Act of 1974, the TVA is providing notice that it is retiring one system of records notice, TVA-8, Employee Alleged Misconduct Investigatory Files, from its inventory because the records are no longer relevant and have been disposed of in accordance with regular retention and disposal schedules. See appendix A. TVA has transitioned from The Human Resource Information System (HRIS) to a new application, People Lifestyle Unified System (PLUS), which is reflected in TVA's current SORN's submission. TVA is correcting minor typographical and stylistic errors in previously existing notices and has updated those notices to reflect current organizational structure. Also, updates are being made to show any changes to system locations; managers and addresses; categories of individuals and records; procedures and practices for storing, retrieving, accessing, retaining, and disposing of records.
Crystal River Nuclear Generating Plant, Unit 3; Consideration of Approval of Transfer of License and Conforming Amendment
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an application filed by Duke Energy Florida, Inc. (DEF) on November 7, 2014. The application seeks NRC approval of the direct transfer of Facility Operating License DPR-72 for Crystal River Nuclear Generating Plant, Unit 3, from eight minority co-owners to DEF. The NRC is also considering amending the facility operating license for administrative purposes to reflect the proposed transfer.
Nuclear Innovation North America LLC; South Texas Project, Units 3 and 4
On September 20, 2007, South Texas Project Nuclear Operating Company (STPNOC) submitted to the U.S. Nuclear Regulatory Commission (NRC) an application for combined licenses (COLs) for two additional units (Units 3 and 4) at the South Texas Project (STP) Electric Generating Station site in Matagorda County near Bay City, Texas. The NRC published a notice of receipt and availability for this COL application in the Federal Register on December 5, 2007. In a letter dated January 19, 2011, STPNOC notified the NRC that, effective January 24, 2011, Nuclear Innovation North America LLC (NINA) became the lead applicant for STP, Units 3 and 4. This notice is being published to notify the public of the availability of the COL application for STP, Units 3 and 4.
Department of Energy; Idaho Spent Fuel Facility Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) has docketed a license amendment application from the Department of Energy (DOE or the licensee) for amendment of Materials License No. SNM-2512, for the Idaho Spent Fuel Facility independent spent fuel storage installation located on the Idaho National Engineering Laboratory in Butte County, Idaho. If granted, the amendment would revise the technical specifications for the Idaho Spent Fuel Facility independent spent fuel storage installation (ISFSI) to add the Essential Program Control Program. The addition of the Essential Program Control Program would conform the technical specifications to those of Three Mile Island, Unit 2, and Fort St. Vrain, and allow the Idaho Spent Fuel Facility to make changes to the Quality Assurance Program, the Radiological Environmental Monitoring Program, and the Training Program.
Radio Broadcasting Services; Shelter Island, New York
The Audio Division amends the FM Table of Allotments, by allotting Channel 277A at Shelter Island, New York, as the community's first local service. A staff engineering analysis indicates that Channel 277A can be allotted to Shelter Island consistent with the minimum distance separation requirements of the Commission's Rules with a site restriction located 12 kilometers (7.5 miles) south of the community. The reference coordinates are 40-57-54 NL and 72-22-59 WL.

GSA's Digital Innovation and Strategy Hack-A-Thon
The purpose of this notice is to announce a software programming and data innovation competition hosted by GSA's Office of Digital Innovation and Strategy that will be held on May 8, 2015. The competition details can be viewed at https://open.gsa.gov/Digital- Innovation-Hackathon/. The goal of this competition is to ask the public and academia to develop smart technology solutions in the form of an application, Application Programming Interface (API), and/or data mashup that has the capability to providing GSA with key insights and recommendations for future enhancements. GSA will challenge software developers and designers to create a solution using sample GSA data.
