Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving Proposed No Significant Hazards Considerations and Containing Sensitive Unclassified Non-Safeguards Information and Order Imposing Procedures for Access to Sensitive Unclassified Non-Safeguards Information
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of seven amendment requests. The amendment requests are for James A. Fitzpatrick Nuclear Power Plant; Pilgrim Nuclear Power Station; Calvert Cliffs Nuclear Power Plant; LaSalle County Station, Units 1 and 2 (two requests); Nine Mile Point Nuclear Station, Unit 2; Prairie Island Nuclear Power Plant, Units 1 and 2. For each amendment request, the NRC proposes to determine that they involve no significant hazards consideration. In addition, each amendment request contains sensitive unclassified non-safeguards information (SUNSI).
Omaha Public Power District; Fort Calhoun Station, Unit No. 1
The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Omaha Public Power District to withdraw its application dated February 18, 2013, as supplemented by letter dated February 20, 2014, for a proposed amendment to Renewed Facility Operating License No. DPR-40. The proposed amendment would have revised the Technical Specification Definitions and Technical Specification Sections 2.0.1 and 2.7 for Inoperable System, Subsystem or Component Due to Inoperable Power Source.
Proposed Information Collection; Comment Request
The Corporation for National and Community Service (CNCS), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) (44 U.S.C. Sec. 3506(c)(2)(A)). This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirement on respondents can be properly assessed. Currently, CNCS is soliciting comments concerning its proposed Commission Support Grant Grantee Progress Report (GPR). All State Commissions are required to complete a mid-year GPR, which is due in July and an end-of-year GPR, which is due in January. The GPR provides information for CNCS staff to monitor grantee progress and to respond to requests from Congress and other stakeholders. The National Science Foundation (NSF) will be submitting the following information collection requirement to Office of Management and Budget (OMB) for review and clearance under the paperwork Reduction Act of 1995, Public Law 104-13 (44 U.S.C. 3501 et seq.). Laboratory Investigations of Soils and Rocks for Engineering Analysis and Design of Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1256, ``Laboratory Investigations of Soils and Rocks for Engineering Analysis and Design of Nuclear Power Plants.'' This guide describes a method that the NRC staff considers acceptable for use in the laboratory testing of soils and rocks needed to confirm the design and safety of nuclear power plants.

Certain Devices Containing Non-Volatile Memory and Products Containing the Same; Institution of Investigation Pursuant to 19 U.S.C. 1337
Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on June 27, 2014, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Macronix International Co., Ltd. of Taiwan and Macronix America, Inc., of Milpitas, California. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain devices containing non-volatile memory and products containing the same by reason of infringement of certain claims of U.S. Patent No. 5,998,826 (``the '826 patent''); U.S. Patent No. 6,031,757 (``the '757 patent''); U.S. Patent No. 8,341,324 (``the '324 patent''); and U.S. Patent No. 8,341,330 (``the '330 patent'') . The complaint further alleges that an industry in the United States exists as required by subsection (a)(2) of section 337. The complainants request that the Commission institute an investigation and, after the investigation, issue a general exclusion order, or in the alternative a limited exclusion order, and cease and desist orders.

Information Collection Being Reviewed by the Federal Communications Commission
As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501-3520), the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collection. Comments are requested concerning: Whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid Office of Management and Budget (OMB) control number.

Sixth Meeting of the Advisory Committee for the 2015 World Radiocommunication Conference
In accordance with the Federal Advisory Committee Act, this notice advises interested persons that the sixth meeting of the WRC-15 Advisory Committee will be held on August 27, 2014, at the Federal Communications Commission. The Advisory Committee will consider recommendations from its Informal Working Groups.
Sentencing Guidelines for the United States Courts
The Sentencing Commission hereby gives notice of an amendment to a policy statement and commentary made pursuant to its authority under 28 U.S.C. 994(a) and (u). The Commission promulgated an amendment to Policy Statement Sec. 1B1.10 (Reduction in Term of Imprisonment as a Result of Amended Guideline Range) clarifying when, and to what extent, a sentencing reduction is considered consistent with the policy statement and therefore authorized under 18 U.S.C. 3582(c)(2). The amendment expands the listing in Sec. 1B1.10(d) (as redesignated by Amendment 1 of the amendments submitted to Congress on April 30, 2014) to include Amendment 782 (Amendment 3 of the amendments submitted to Congress on April 30, 2014) as an amendment that may be available for retroactive application. The amendment also inserts a new subsection (e) to the policy statement with a special instruction requiring that any order granting sentence reductions based on Amendment 782 shall not take effect until November 1, 2015, or later, and adds a new application note to Sec. 1B1.10 to explain and clarify this special instruction.
