The U.S. Copyright Office has changed the location of the May 5, 2014 public roundtable announced in the Office's February 25, 2014 Notice of Inquiry for its study on the rights of ``making available'' and ``communication to the public.'' The roundtable will be held in 2226 Rayburn House Office Building, Washington, DC 20515, from 9:00 a.m. to 5:00 p.m. EDT.

This notice implements changes to the Small Business Administration's (SBA's) Risk Rating System. The Risk Rating System is an internal tool to assist SBA in assessing the risk of the SBA loan operations and loan portfolio of each active 7(a) Lender and Certified Development Company (CDC) SBA loan operations and loan portfolio. Consistent with industry best practices, SBA recently redeveloped the model used to calculate the composite Risk Ratings to ensure that the Risk Rating System remains current and predictive as technologies and available data evolve. SBA is publishing this notice with a request for comments to provide the public with an opportunity to comment.

The U.S. Nuclear Regulatory Commission (NRC) invites public comment about our intention to request the OMB's approval for renewal of an existing information collection that is summarized below. We are required to publish this notice in the Federal Register under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). Information pertaining to the requirement to be submitted: 1. The title of the information collection: Grant and Cooperative Agreement Provisions. 2. Current OMB approval number: 3150-0107. 3. Abstract: The Acquisition Management Division is responsible for awarding grants and cooperative agreements (financial assistance) for the NRC. The Acquisition Management Division collects information from assistance recipients in accordance with grant and cooperative agreement provisions in order to administer NRC's financial assistance program. The information collected under the provisions ensures that the Government's rights are protected, the agency adheres to public laws, the work proceeds on schedule, and that disputes between the Government and the recipient are settled. DoD, GSA, and NASA are issuing a final rule to amend the Federal Acquisition Regulation (FAR) to conform references throughout the FAR to the new Positive Law Codification of Title 41, United States Code, ``Public Contracts'' and other conforming changes.

The U.S. Nuclear Regulatory Commission (NRC) has received a license amendment application from the U.S. Department of the Army (the licensee) for its Jefferson Proving Ground (JPG) site located in Madison, Indiana, to decommission the site under restricted release conditions as defined in the NRC's regulations. The licensee submitted a decommissioning plan and environmental report. License No. SUB-1435 authorizes the licensee to possess depleted uranium (DU).

In accordance with the requirements of the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. chapter 35), the FDIC may not conduct or sponsor, and the respondent is not required to respond to, an information collection unless it displays a currently valid Office of Management and Budget (OMB) control number. The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1310, ``Medical Evaluation of Licensed Personnel for Nuclear Power Plants,'' which would be Revision 4 to Regulatory Guide (RG) 1.134. The NRC proposes to update RG 1.134 based upon the regulatory experience gained since Revision 3 of RG 1.134 was issued and to endorse the 2013 revision to the underlying consensus standard, ANSI/ANS 3.4, ``Medical Certification and Monitoring of Personnel Requiring Licenses for Nuclear Power Plants.'' The guide helps to ensure that medical certifications (and related medical evidence) are sufficient to meet the NRC's nuclear power reactor operator licensing requirements.

Under the Paperwork Reduction Act of 1995, Public Law 104-13 (44 U.S.C. 3501 et seq.), and as part of its continuing effort to reduce paperwork and respondent burden, the National Science Foundation (NSF) is inviting the general public and other Federal agencies to comment on this proposed continuing information collection. This is the second notice for public comment; the first was published in the Federal Register at 78 FR 68479, November 14, 2013, and no substantial comments were received. NSF is forwarding the proposed submission to the Office of Management and Budget (OMB) for clearance simultaneously with the publication of this second notice. This collection adds five new questions to the Medical History section of the forms. Three questions are related to Tuberculosis and were added to give medical examiners better information on which to base further testing, including whether to expose participants to additional doses of radiation. Two questions are related to diving. They were added to inform the medical examiners and healthcare providers of any pre- existing medical issues for those engaging in scientific diving in the Polar Regions. The Committee is proposing to add products and services to the Procurement List that will be furnished by nonprofit agencies employing persons who are blind or have other severe disabilities, and deletes a product previously furnished by such agency.
