The Securities and Exchange Commission (``Commission'') is amending interim final temporary Rule 15Ba2-6T, which provides for the temporary registration of municipal advisors under the Securities Exchange Act of 1934 (``Exchange Act''), as amended by the Dodd-Frank Wall Street Reform and Consumer Protection Act (``Dodd-Frank Act''), to extend the date on which Rule 15Ba2-6T (and consequently Form MA-T) will sunset from September 30, 2012, to September 30, 2013. Under the amendment, all temporary registrations submitted pursuant to Rule 15Ba2-6T also will expire no later than September 30, 2013.

The amended regulations would grant immediate and prospective relief from regulatory burden to a larger group of small credit unions.

The NCUA Board (Board) proposes to amend its investment regulation to allow federal credit unions (FCUs) to purchase Treasury Inflation Protected Securities (TIPS). This proposed amendment adds TIPS to the list of permissible investments for FCUs in part 703. The Board believes TIPS will provide FCUs with an additional investment portfolio risk management tool that can be useful in an inflationary economic environment.

The NCUA Board (Board) proposes to amend the definition of ``rural district'' in NCUA's Chartering and Field of Membership Manual. The proposed amendment to the definition of ``rural district'' permits a geographic area to qualify as a rural district if, among other criteria, it has a total population that does not exceed the greater of 200,000 people or three percent of the population of the state in which the majority of the district is located. The current definition limits the rural district's population to 200,000, regardless of the population of the state containing the majority of the rural district.

The Court Services and Offender Supervision Agency for the District of Columbia (``CSOSA'') is issuing a final rule to change all references to the District of Columbia Pretrial Services Agency (``PSA''), an independent federal agency within CSOSA, to reflect the change of the agency's name to the Pretrial Services Agency for the District of Columbia. Additionally, the description of PSA's seal is being amended. The regulations are also being amended to clearly state that either CSOSA's Director or PSA's Director or designee has the authority to affix the seal for that Director's respective agency. Finally, the regulations are being amended to clearly state that either CSOSA's or PSA's Director or designee may approve the use of the seal. All the changes made in this rule are strictly technical.

The Export-Import Bank of the United States (Ex-Im Bank), as a part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal Agencies to comment on the proposed information collection, as required by the Paperwork Reduction Act of 1995. Ex-Im Bank's borrowers, financial institution policy holders and guaranteed lenders provide this form to U.S. exporters, who certify to the eligibility of their exports for Ex-Im Bank support. For direct loans and loan guarantees, the completed form is required to be submitted at time of disbursement and held by either the guaranteed lender or Ex-Im Bank. For MT insurance, the completed forms are held by the financial institution, only to be submitted to Ex-Im Bank in the event of a claim filing. Ex-Im Bank believes that EIB 11-05 requires emergency approval in order to continue operation of its long- and medium-term financing programs. It is an integral component of the programs and is heavily used. Lack of an emergency approval of this form would preclude our ability to continue operation of its long- and medium-term financial institution programs. Ex-Im Bank developed the referenced form to obtain exporter certifications regarding the export transaction, content sourcing, and their eligibility to participate in USG programs. These details are necessary to determine the value and legitimacy of Ex-Im Bank financing support and claims submitted. It also provides the financial institutions a check on the export transaction's eligibility at the time it is fulfilling a financing request. Accordingly, Ex-Im Bank requests emergency approval of EIB 11-05 in order to continue operation of these important export programs. The form can be viewed at: www.exim.gov/pub/pending/eib11-05.pdf.

This regulatory guide is being revised to address new issues that have been raised since RG 1.68.3 was first issued. These include vibration testing of instrument and control air systems (ICAS) to meet seismic requirement, ICAS air- dryer testing to meet dew point design requirements, ICAS accumulator check valves and solenoid valves operating and testing experience, an update to ISA S7.3 for acceptable industry standards for oil, water and particle matter in ICAS.

There is a one-time submittal of information to receive a license. Renewal applications need to be submitted every 5 to 10 years. Information pertaining to the requirement to be submitted: 1. The title of the information collection: NRC Reactor Vendor Registration. 2. Current OMB approval number: 3150-XXXX. 3. How often the collection is required: Annually. 4. Who is required or asked to report: Power reactor licensee and applicants are asked to report voluntary. 5. The number of annual respondents: 192. 6. The number of hours needed annually to complete the requirement or request: 183.5 hrs. 7. Abstract: The NRC is commencing an effort to identify vendors of safety- related parts and services to nuclear power plants both directly (vendors) and indirectly (sub-vendors). For the purpose of this document, the term vendor includes supplier. The NRC licensees and applicants are responsible for the safety of facilities licensed by the NRC. As such, they are responsible for ensuring that their vendors meet applicable regulations and requirements, both technical and quality, in purchase documents. In order to ensure that licensees are meeting the regulatory requirements in this area, the NRC inspects vendors to evaluate their conformance with technical and quality requirements in part 21 of Title 10 of the Code of Federal Regulations (10 CFR), ``Reporting of Defects and Noncompliance,'' and Appendix B, ``Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants,'' to 10 CFR part 50, as required by procurement contracts with licensees. The FTC is reopening the period for filing public comments in connection with a workshop to examine competition and consumer protection issues in the pet medications industry. The workshop will consider how current industry distribution and other business practices affect consumer choice and price competition for pet medications; the ability of consumers to obtain written, portable prescriptions that they can fill wherever they choose; and the ability of consumers to verify the safety and efficacy of pet medications that they purchase. The workshop will also examine the extent to which recent changes to restricted distribution and prescription portability practices in the contact lens industry might yield lessons applicable to the pet medications industry. The Commission seeks the views of consumers, veterinarians, business representatives, economists, lawyers, academics, and other interested parties on these issues. This notice poses a series of questions relevant to those issues about which the Commission seeks comment. After conducting the workshop and reviewing comments, the Commission may prepare a report discussing these issues.
