Mandatory Electronic Filing for Agencies and Attorneys at Washington Regional Office and Denver Field Office
This rule informs the public that the U.S. Merit Systems Protection Board (MSPB or Board) is launching a pilot program under which the Washington Regional Office (WRO) and Denver Field Office (DEFO) will require all pleadings filed by agencies and attorneys who represent appellants in MSPB proceedings to be electronically filed (e- filed). This requirement will apply to all pleadings except those containing classified information or Sensitive Security Information (SSI) in all adjudicatory proceedings before the Board. Any agency or appellant's attorney who believes e-filing would create an undue burden may request an exemption from the administrative judge; however, requests will generally be considered only for pleadings that include scanned material, for example, not documents prepared and saved in a word processing program, and will be granted only when supported by a specific and detailed explanation, such as when the submission of a voluminous amount of scanned documents would create a hardship for a party.
Small Business Jobs Act: Implementation of Conforming and Technical Amendments
This direct final rule contains various amendments conforming SBA regulations to changes made by the Small Business Jobs Act of 2010 to several SBA programs, including business lending, disaster lending, and contract bundling. This rule also makes additional conforming changes to ensure that the regulations governing certain fees payable in the business loan programs are consistent with the related statutory authority in the Small Business Act.
Notification of Employee Rights Under the National Labor Relations Act
On August 30, 2011, the National Labor Relations Board (Board) published a final rule requiring employers, including labor organizations in their capacity as employers, subject to the National Labor Relations Act (NLRA) to post notices informing their employees of their rights as employees under the NLRA. The Board hereby amends that rule to change the effective date from November 14, 2011, to January 31, 2012. The purpose of this delay is to allow for enhanced education and outreach to employers.

Information Collection Being Submitted for Review and Approval to the Office of Management and Budget
The Federal Communications Commission (FCC), as part of its continuing effort to reduce paperwork burdens, invites the general public and other Federal agencies to take this opportunity to comment on the following information collection, as required by the Paperwork Reduction Act (PRA) of 1995. An agency may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid control number. Comments are requested concerning (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; (b) the accuracy of the Commission's burden estimate; (c) ways to enhance the quality, utility, and clarity of the information collected; (d) ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and (e) ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number. Small Business Jobs Act: 504 Loan Program Debt Refinancing
This rule finalizes the interim final rule that implemented section 1122 of the Small Business Jobs Act of 2010, which authorizes projects approved for financing under Title V of the Small Business Investment Act to include the refinancing of qualified debt. As a result of comments received, this final rule amends the interim final rule to authorize the financing of business expenses as part of a Refinancing Project, to allow the Third Party Loan to be at least as much as the 504 loan instead of requiring that the Third Party Loan provide at least 50% of the financing, and to revise the definition of qualified debt. Other aspects of the interim final rule are adopted as final without change.

This Notice of Proposed Rulemaking seeks comment on a variety of issues related to the short-term and long-term transition to NG911.
Policy Regarding Submittal of Amendments for Processing of Equivalent Feed at Licensed Uranium Recovery Facilities
The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice appearing in the Federal Register on September 30, 2011 (76 FR 60941), that requested public comment on a regulatory issue summary to inform addresses of the NRC's policy regarding receipt and processing, without a license amendment, of equivalent feed at an NRC and Agreement State-licensed uranium recovery site. This action is necessary to correct several Accession Numbers, correct associated titles referring to documents in the NRC's Agencywide Documents Access and Management System (ADAMS) and in the NRC Library, and update the date voluntary responses should be submitted to the NRC. Due to these errors, the NRC is extending the comment period from October 31, 2011, to November 14, 2011.

As part of its ongoing comprehensive review of all size standards, SBA has evaluated all receipts based size standards in NAICS Sector 51 to determine whether the existing size standards should be retained or revised. This proposed rule is one of a series of proposals that examines size standards of industries grouped by NAICS Sector. The SBA issued a White Paper entitled ``Size Standards Methodology'' and published a document in the October 21, 2009, issue of the Federal Register that ``Size Standards Methodology'' is available on its Web site at https://www.sba.gov/size for public review and comments. The ``Size Standards Methodology'' White Paper explains how SBA establishes, reviews and modifies its receipts based and employee based small business size standards. In this proposed rule, SBA has applied its methodology that pertains to establishing, reviewing and modifying a receipts based size standard.

The Broadcasting Board of Governors (BBG) will be meeting at the time and location listed above. The BBG will receive and consider recommendations regarding the conclusion of the year-long strategic review and the BBG committee membership. The BBG will also consider revising its BBG meeting schedule for the remaining calendar year. Table Saw Blade Contact Injuries; Advance Notice of Proposed Rulemaking; Request for Comments and Information
The Consumer Product Safety Commission (``CPSC'' or ``Commission'' or ``we'') is considering whether a new performance safety standard is needed to address an unreasonable risk of injury associated with table saws. We are conducting this proceeding under the authority of the Consumer Product Safety Act (``CPSA''), 15 U.S.C. 2051-2084. This advance notice of proposed rulemaking (``ANPR'') invites written comments from interested persons concerning the risk of injury associated with table saw blade contact, the regulatory alternatives discussed in this notice, other possible means to address this risk, and the economic impacts of the various alternatives. We also invite interested persons to submit an existing standard, or a statement of intent to modify or develop a voluntary standard, to address the risks of injury described in this ANPR.\1\
NARA Records Reproduction Fees
The National Archives and Records Administration (NARA) is changing its regulations to add the methodology for creating and changing records reproduction fees, to remove records reproduction fees found in its regulations, and to provide a notification process for the public of new or proposed fees. This final rule covers reproduction of Federal or Presidential records accessioned, donated, or transferred to NARA. Note that there are no proposed changes to fees at any NARA facility at this time.
Nixon Presidential Historical Materials: Opening of Materials
This notice announces the opening of Nixon Presidential Historical Materials by the Richard Nixon Presidential Library and Museum, a division of the National Archives and Records Administration. Notice is hereby given that the Agency has identified, inventoried, and prepared for public access additional textual materials and sound recordings from among the Nixon Presidential Historical Materials. Furthermore, in response to the July 29, 2011, court order in the case of In Re Petition of Stanley Kutler, et al., the National Archives and Records Administration (NARA) will be separately opening the transcript of President Richard M. Nixon's grand jury testimony of June 23-24, 1975, and associated materials from Record Group 460, Records of the Watergate Special Prosecution Force (WSPF); with certain information redacted as required by law, including the PRMPA. The materials associated with President Nixon's grand jury testimony include segments of five transcripts of Nixon White House taped conversations recorded in May 1971, October 1971 and April 1973 that were previously withheld under the PRMPA when the WSPF transcripts were released in June 1991. Those segments, which no longer need to be withheld, will also be released on November 10, 2011 at the National Archives at College Park, Maryland, as well as at the Nixon Library in Yorba Linda, California.
