FDIC Advisory Committee on Community Banking; Notice of Meeting
In accordance with the Federal Advisory Committee Act, notice is hereby given of a meeting of the FDIC Advisory Committee on Community Banking, which will be held in Washington, DC. The Advisory Committee will provide advice and recommendations on a broad range of policy issues that have particular impact on small community banks throughout the United States and the local communities they serve, with a focus on rural areas.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on December 3, 2010, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Louis Vuitton Malletier S.A. of France and Louis Vuitton U.S. Manufacturing, Inc. of San Dimas, California. An amended complaint was filed on December 10, 2010. On December 16, 2010, complainants filed supplemental materials. The amended complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain handbags. luggage, accessories and packaging thereof by reason of infringement of U.S. Trademark Registration No. 297,594 (``the `594 trademark''); U.S. Trademark Registration No. 1,643,625 (``the `625 trademark''); U.S. Trademark Registration No. 1,653,663 (``the `663 trademark''); U.S. Trademark Registration No. 1,875,198 (``the `198 trademark''); U.S. Trademark Registration No. 2,773,107 (``the `107 trademark''); U.S. Trademark Registration No. 2,177,828 (``the `828 trademark''); U.S. Trademark Registration No. 2,181,753 (``the `753 trademark''); and U.S. Trademark Registration No. 1,519,828 (``the `828 trademark''). The complaint further alleges that an industry in the United States exists as required by subsection (a)(2) of section 337. The complainants request that the Commission institute an investigation and, after the investigation, issue an exclusion order and cease and desist orders.

Periodic Reporting
The Commission is establishing a docket to consider a proposed change in certain analytical methods used in periodic reporting. The proposed change has two parts. One part would update the mail processing portion of the Parcel Select/Parcel Return Service cost models. The other part would modify the Parcel Select/Parcel Return Service transportation cost model. This action responds to a Postal Service rulemaking petition. Establishing this docket will allow the Commission to consider the Postal Service's proposal and comments from the public.

Amendments To Form ADV; Extension of Compliance Date
The Securities and Exchange Commission is extending the compliance date for Part 2B of Form ADV, the brochure supplement, and for certain rule provisions that relate to the delivery of brochure supplements. The Commission is extending the compliance date generally for four months to provide certain investment advisers additional time to design, test and implement systems and controls to satisfy their obligations to prepare and deliver brochure supplements.

Proposed Amendments to the Water Quality Regulations, Water Code and Comprehensive Plan To Provide for Regulation of Natural Gas Development Projects
The Delaware River Basin Commission (``Commission'') proposes to amend its Water Quality Regulations (``WQR''), Water Code and Comprehensive Plan by adding a new Article 7 to the WQR providing for the conservation and development of water resources of the Delaware River Basin during the implementation of natural gas development projects. This Article applies to all natural gas development projects involving siting, construction or use of production, exploratory or other wells in the Basin regardless of the target geologic formation, and to water withdrawals, well pad and related activities and wastewater disposal activities comprising part of, associated with or serving such projects.

The information collection requirements described below has been submitted to the Office of Management and Budget (``OMB'') for review, as required by the Paperwork Reduction Act (``PRA''). Notice of Availability of the Models for Plant-Specific Adoption of Technical Specifications Task Force Traveler TSTF-513, Revision 3, “Revise PWR Operability Requirements and Actions for RCS Leakage Instrumentation”
As part of the consolidated line item improvement process (CLIIP), the NRC is announcing the availability of the model application (with model no significant hazards consideration determination) and model safety evaluation (SE) for the plant-specific adoption of Technical Specifications Task Force (TSTF) Traveler TSTF- 513, Revision 3, ``Revise PWR [pressurized water reactor] Operability Requirements and Actions for RCS [reactor coolant system] Leakage Instrumentation.'' TSTF-513, Revision 3, is available in the Agencywide Documents Access and Management System (ADAMS) under Accession Number ML102360355. The proposed changes would revise the Standard Technical Specifications (STS) to define a new time limit for restoring inoperable RCS leakage detection instrumentation to operable status and establish alternate methods of monitoring RCS leakage when one or more required monitors are inoperable. Changes to the Technical Specifications (TS) Bases are included, which reflect the proposed changes and more accurately reflect the contents of the facility design bases related to the operability of the RCS leakage detection instrumentation.
