The Federal Housing Finance Agency (FHFA) is proposing to re- organize and re-adopt existing Federal Housing Finance Board (Finance Board) regulations dealing with consolidated obligations (COs), as well as related regulations addressing other authorized Federal Home Loan Bank (Bank) liabilities and book-entry procedures for COs, as new part 1270 of the FHFA regulations. The proposed rule would also make changes to the regulations governing COs to reflect recent statutory amendments which removed authority from FHFA to issue COs on which the Banks are jointly and severally liable and provided this authority to the Banks themselves. Otherwise, FHFA is proposing to re-adopt most of the regulatory provisions addressed in this rulemaking without substantive amendment.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on October 6, 2010, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Motorola Mobility, Inc., Libertyville, Illinois. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain wireless communication devices, portable music and data processing devices, computers and components thereof by reason of infringement of certain claims of U.S. Patent No. 6,272,333 (``the '333 patent''); U.S. Patent No. 6,246,862 (``the '862 patent''); U.S. Patent No. 6,246,697 (``the ''697 patent''); U.S. Patent No. 5,359,317 (``the '317 patent''); U.S. Patent No. 5,636,223 (``the ''223 patent''); and U.S. Patent No. 7,751,826 (``the ''826 patent''). The Federal Communications Commission, as part of its continuing effort to reduce paperwork burden, invites the general public and other Federal agencies to take this opportunity to comment on the following information collection, as required by the Paperwork Reduction Act (PRA) of 1995, 44 U.S.C. 3501-3520. Comments are requested concerning (a) whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; (b) the accuracy of the Commission's burden estimate; (c) ways to enhance the quality, utility, and clarity of the information collected; and (d) ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and (e) ways to further reduce the information collection burden for small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the Paperwork Reduction Act (PRA) that does not display a valid control number.

Small Business Administration (SBA) is granting a class waiver of the Nonmanufacturer Rule for Woven and Knit impregnated with Flat Dipped Rubber/Plastic Gloves, under North American Industry Classification System (NAICS) code 315992 (Glove and Mitten Manufacturing). The basis for the waiver is that no small business manufacturers are supplying this class of products to the Federal government. The effect of this waiver will be to allow otherwise qualified small businesses to supply the products of any manufacturer on a Federal contract set aside for small businesses, Service-Disabled Veteran-Owned (SDVO) small businesses, Participants in SBA's 8(a) Business Development (BD) Program, or Women-Owned Small Business (WOSB) concerns.

The U.S. Office of Personnel Management (OPM) is issuing proposed regulations to assist agencies in carrying out new requirements to reinvestigate individuals in public trust positions under Executive Order 13488, Granting Reciprocity on Excepted Service and Federal Contractor Employee Fitness and Reinvestigating Individuals in Positions of Public Trust, to ensure their continued employment is appropriate. This proposed rule would implement the suitability reinvestigation provisions of E.O. 13488. OPM also proposes to make a technical revision to the authority citation to correct the citation format.

PBGC is adding salary offset and administrative wage garnishment to the collection methods allowed under the current regulation and making other changes to strengthen PBGC's debt collection program.

The Defense Nuclear Facilities Safety Board (Board) published a document in the Federal Register of July 26, 2010, (75 FR 43495), as amended, (75 FR 56080), concerning notice of a public hearing and meeting on October 7 and 8, 2010, with regard to the safety-related aspects of the design and construction of the Department of Energy's Waste Treatment and Immobilization Plant at the Hanford Site. The Board stated in that notice that the Board would hold the hearing record open until November 7, 2010, for the receipt of additional materials. The Board made the same representation at the conclusion of the hearing on October 8, 2010. Extension of Time: The Board now extends the period of time for which the hearing record will remain open an additional sixty (60) days until January 6, 2011. The Board has become aware of information which indicates that the public interest will be best served by extending the deadline for submission of materials into the hearing record. The Board will consider any such additional material in the course of evaluating its response to information collected at the hearing. Repeal of the Liner Conference Block Exemption (``E.U. Study'') which is scheduled to be completed in late 2011.
