Notification of Request for Extension of Approval of Information Collection Activity-Notification Requirements for Sound Levels of Toy Caps
In the July 20, 2005 Federal Register (70 FR 41690), the Consumer Product Safety Commission (CPSC or Commission) published a notice in accordance with provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35) (PRA), to announce the agency's intention to seek extension of its PRA approval of information collection requirements regarding the sound levels of toy caps pursuant to 16 CFR 1500.18(a)(5). The Commission now announces that it has submitted to the Office of Management and Budget a request for extension of approval of that collection of information. The Commission received no comments. The CPSC will use the information it obtains to monitor industry efforts to reduce the sound levels of toy caps, and to ascertain which firms are currently manufacturing or importing toy caps with peak sound levels between 138 and 158 decibels.

The Commission now announces that it has submitted to the Office of Management and Budget a request for extension of approval of that collection of information. The Commission received no comments. The CPSC will use the information it obtains to monitor industry compliance with the requirements and to reduce risks of injuries from fires associated with the installation, operation, and maintenance of the appliances that are subject to the regulation.
Service Rules for Advanced Wireless Services in the 1.7 GHz and 2.1 GHz Bands
In this document, the Commission resolves five petitions for reconsideration of the Report and Order adopting service rules for Advanced Wireless Services (AWS) in the 1710-1755 and 2110-2155 MHz bands. In this Order, the Commission modifies the band plan and makes minor revisions to the service rules to provide additional opportunities for smaller and rural wireless carriers and to enhance flexibility for potential licensees. In all other respects, the Commission denies the petitions for reconsideration. The Commission takes this action to facilitate the provision of new services to the public, and to encourage the optimum use of these frequencies.

Submission for OMB Review; Comment Request for Extension of an Expiring Information Collection: Establishment Information Form, Wage Data Collection Form, Wage Data Collection Continuation Form DD 1918, DD 1919, and DD 1919C
Under the Paperwork Reduction Act of 1995 (Pub. L. 104-13, May 22, 1995), the Office of Personnel Management (OPM) has submitted to the Office of Management and Budget a request for extension of three previously-approved information collection forms for which approval will soon expire. The Establishment Information Form, the Wage Data Collection Form, and the Wage Data Collection Continuation Form are wage survey forms developed by OPM for use by the Department of Defense to establish prevailing wage rates for Federal Wage System employees. The Department of Defense contacts approximately 21,200 businesses annually to determine the level of wages paid by private enterprise establishments for representative jobs common to both private industry and the Federal Government. Each survey collection requires 1-4 hours of respondent burden, resulting in a total yearly burden of approximately 75,800 hours. Guides for the Jewelry, Precious Metals, and Pewter Industries
On July 6, 2005, the Federal Trade Commission (``FTC'' or ``Commission'') requested public comments on whether the platinum section of the FTC's Guides for the Jewelry, Precious Metals, and Pewter Industries (``Jewelry Guides''), 16 CFR 23, should be amended. The Commission solicited comments until September 28, 2005. In response to a request from the Appraisal Information NetWork (``AI NetWork''), the Commission grants an extension of the comment period until October 12, 2005.

Compliance with these program requirements is mandatory for licensees subject to 10 CFR part 26. In addition, licensees of nuclear power plants are required to comply with security order EA-03-038, which implements work hour controls for security force personnel and requires licensees to retain certain records associated with the management of this security order. The NRC's reactor oversight process uses PI information, along with the results of audits and inspections, as the basis for NRC conclusions regarding plant performance and necessary regulatory response. Licensees transmit PIs electronically to reduce burden on themselves and the NRC. Columbia River Basin Fish and Wildlife Program Subbasin Plan Amendments
The Pacific Northwest Electric Power Planning and Conservation Act of 1980 (U.S.C. 839 et seq.) (the Power Act) requires the Northwest Power and Conservation Council to adopt and periodically review and amend the Fish and Wildlife Program. The program must be designed to protect, mitigate and enhance the fish and wildlife affected by the development and operation of the hydroelectric facilities of the Columbia River and its tributaries, while also assuring the region of an adequate, efficient, economical and reliable power supply. On August 12, 2002, pursuant to Section 4(h) of the Power Act, the Council requested in writing that state and federal fish and wildlife agencies, Indian tribes and others submit recommendations for amendments to the Fish and Wildlife Program. The Council requested recommendations for objectives and measures for the program at the subbasin level, to be submitted in the form of a subbasin plan for each subbasin or as possible elements for a subbasin plan. On May 28, 2004, the Council received proposed subbasin plans for 59 subbasins of the Columbia River, formally recommended for amendment into the Council's Fish and Wildlife Program. The Council then engaged in the lengthy public review process required by the Power Act for recommended program amendments, including notice and public review and comment on the recommendations and notice, comment and public hearings in all four states of the Columbia basin on proposed draft amendments based on the recommendations. Following the required public review, the Council formally adopted as amendments into the Fish and Wildlife Program subbasin plans for 57 Columbia basin subbasins, based on the recommendations submitted. The Council made its decisions to adopt the subbasin plan amendments at its public meetings in December 2004, February 2005, May 2005 and June 2005. At its September 2005 public meeting, the Council concluded its subbasin plan program amendment process by adopting, as part of its program, a document describing the subbasin plan amendment process, making written findings explaining the Council's disposition of the amendment recommendations, and explaining how the Council responded to the public comment on the recommendations and draft program amendments. This documents also serves as a Statement of Basis and Purpose for the Council's decision. The subbasin plans amended into the program and the program document with the findings on recommendations and responses to comments may be found on the Council's Web site, at https://www.nwcouncil.org/fw/ subbasinplanning/Default.htm.
