This final rule amends the regulations to adopt interest assumptions for plans with valuation dates in August 2005. The Millennium Challenge Corporation (MCC) has no reporting items for the quarter of April 1, 2005, through June 30, 2005, with respect to either assistance provided under Section 605 of the Millennium Challenge Act of 2003 (Pub. L. 108-199, Division D (the Act)), or transfers of funds to other federal agencies pursuant to Section 619 of that Act. The sum of $12,711,868 has been approved for assistance for development and/or implementation of a Compact under Section 609(g) to Nicaragua, Georgia, Lesotho, Ghana, Cape Verde and Senegal. Moreover, during this stated quarter, MCC's Board of Directors has approved four compacts totaling $609,851,488 for development assistance to Madagascar, Honduras, Nicaragua and Cape Verde. The following report shall be made available to the public by means of publication in the Federal Register and on the Internet Web site of the MCC (https://www.mcc.gov) in accordance with Section 612(b) of the Act.

The NRC is preparing a submittal to OMB for review of continued approval of information collections under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. chapter 35). Information pertaining to the requirement to be submitted: 1. The Title of the Information Collection: 10 CFR part 74, ``Material Control and Accounting of Special Nuclear Material (SNM);'' NUREG-1065, Rev. 2, ``Acceptable Standard Format and Content for the Fundamental Nuclear Material Control (FNMC) Plan Required for Low Enriched Uranium Facilities;'' NUREG/CR-5734, ``Recommendations to the NRC on Acceptable Standard Format and Content for the Fundamental Nuclear Material Control Plan Required for Low-Enriched Uranium Enrichment Facilities;'' and NUREG-1280, Rev. 1, ``Standard Format and Content Acceptance Criteria for the Material Control and Accounting (MC&A) Reform Amendment.'' 2. Current OMB Approval Number: 3150-0123. 3. How Often the Collection is Required: Submission of the FNMC plan is a one-time requirement which has been completed by all current licensees. However, licensees may submit amendments or revisions to the plans as necessary. In addition, specified inventory and material status reports are required annually or semi-annually. Other reports are submitted as events occur. 4. Who is Required or Asked to Report: Persons licensed under 10 CFR part 70 who possess and use certain forms and quantities of SNM. 5. The Number of Annual Respondents: 22. 6. The Number of Hours Needed Annually to Complete the Requirement or Request: 9,064 (1,269 hours for reporting and 7,795 hours for recordkeeping (an average of 53 hours per response and 71 hours annually for each of 110 recordkeepers). 7. Abstract: 10 CFR part 74 establishes requirements for material control and accounting of SNM, and specific performance-based regulations for licensees authorized to possess, use, and produce strategic special nuclear material, and special nuclear material of moderate strategic significance and low strategic significance. The information is used by NRC to make licensing and regulatory determinations concerning material control and accounting of special nuclear material and to satisfy obligations of the United States to the International Atomic Energy Agency (IAEA). Submission or retention of the information is mandatory for persons subject to the requirements. Submit, by September 12, 2005, comments that address the following questions: 1. Is the proposed collection of information necessary for the NRC to properly perform its functions? Does the information have practical utility? 2. Is the burden estimate accurate? 3. Is there a way to enhance the quality, utility, and clarity of the information to be collected? 4. How can the burden of the information collection be minimized, including the use of automated collection techniques or other forms of information technology? OPM is re-publishing notice of its computer matching program with the Social Security Administration (SSA) to meet the reporting requirements of Pub. L. 100-503. The purpose of this match is to establish the conditions for disclosure of Social Security benefit information to OPM via direct computer link for the administration of programs by the Retirement Services Programs. OPM is legally required to offset specific benefits by a percentage of benefits payable under Title II of the Social Security Act. The matching will enable OPM to compute benefits at the correct rate and determine eligibility for benefits. This is a re-publication of the June 1, 2005, Federal Register notice announcing this matching program, providing several technical corrections to the notice previously published on the above date.
