Unaccompanied Children Program Foundational Rule; Update To Accord With Statutory Requirements
ORR is amending a regulation so that it comports with the express language of the governing legislation. That regulation relates to key aspects of the placement, care, and services provided to unaccompanied alien children (UACs) referred to ORR, pursuant to ORR's responsibilities for coordinating and implementing the care and placement of UACs who are in Federal custody by reason of their immigration status under the Homeland Security Act of 2002 (HSA) and the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (TVPRA).
Proposed Information Collection Activity; Comprehensive Child Welfare Information System (CCWIS) Automated Function Checklist and Data Quality Plan (Office of Management and Budget #0970-0463)
The Administration for Children and Families (ACF) is requesting a three-year extension of the Comprehensive Child Welfare Information System (CCWIS) information collection (Office of Management and Budget (OMB) #0970-0463, expiration 6/30/2025). The CCWIS information collection includes the Automated Function List and the Data Quality Plan. There are no required instruments associated with the data collection and no changes to the data collection.
Office of Refugee Resettlement; Notice of Change of Eligibility
In accordance with ORR regulations, the Director of ORR is announcing the shortening of the Refugee Cash Assistance (RCA) and Refugee Medical Assistance (RMA) eligibility period from 12 months to four months of assistance for participants who become eligible for ORR benefits 45 days after publication of this notice. For 30 years, ORR had not increased the RCA and RMA eligibility period. In 2022, during a surge in refugee admissions, ORR increased the eligibility period from eight months to 12 months. ORR has determined that it must shorten the RCA and RMA eligibility period to four months to avoid a significant budget shortfall.
Name Change From Office of Child Support Enforcement to Office of Child Support Services; Reopening of Comment Period and Delaying Effective Date
The Department of Health and Human Services (HHS or Department) published a direct final rule entitled "Name Change From Office of Child Support Enforcement to Office of Child Support Services" in the Federal Register on December 31, 2024, which was to become effective March 3, 2025. HHS is reopening the public comment period and delaying the effective date for the purpose of reviewing any questions of fact, law, and policy that the rule may raise.
Submission for Office of Management and Budget (OMB) Review; Child Care Improper Payments Data Collection Instructions (OMB #0970-0323)
The Administration for Children and Families is proposing revisions to an approved information collection, the Child Care Improper Payments Data Collection Instructions (OMB #0970-0323, expiration 1/31/2025). In addition to the proposed changes, we are requesting a 3-year extension.

The Administration for Children and Families (ACF), Office of Child Support Services (OCSS), is requesting the Office of Management and Budget (OMB) to approve the Child Support Annual Data Report and Instructions (OCSS-157), with minor revisions, for an additional three years. The current OMB approval expires on March 31, 2025.
Parentage Establishment in the Child Support Services Program; Withdrawal
This document withdraws a proposed rule that was published in the Federal Register on September 26, 2023. The proposed rule would have amended the Child Support Services Program to be inclusive of all family structures served by the child support services program.

Strengthening Temporary Assistance for Needy Families (TANF) as a Safety Net and Work Program; Withdrawal
This document withdraws a proposed rule that was published in the Federal Register on October 2, 2023. The proposed rule would have amended the Temporary Assistance for Needy Families (TANF) program regulations to strengthen the safety net and reduce administrative burden.

The Administration for Children and Families (ACF) is requesting a 3-year extension of the Administration for Native Americans Project Outcome Assessment Survey (OMB #: 0970-0379, expiration 6/30/2025). The survey was revised based on a review by the Administration for Native Americans (ANA) and feedback from grantees, which identified some data elements that could be eliminated and areas that could be clarified.
Amendment of the Statement of Organizations, Functions and Delegation of Authority
The Administration for Children and Families (ACF) is amending the Statement of Organization, Functions and Delegation of Authority ("Statement") issued in the Federal Register on April 28, 2009. The Statement delegated specific provisions of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008, Public Law 110-457, section 235 from the Assistant Secretary for Children and Families to the Director of the Office of Refugee Resettlement. This amendment modifies the Statement to authorize the Director of the Office of Refugee Resettlement to redelegate the listed authorities contained within the Statement.
Notice of Allotment Percentages to States for Child Welfare Services State Grants; Correction
The Administration for Children and Families published a document in the Federal Register published Wednesday, December 4, 2024, concerning notice of Allotment Percentages to States for Child Welfare Services State Grants. The formula used to calculate the allotment percentages for each state was not applied correctly. Although the percentage for the State of Alabama percentage was calculated correctly, the formula used to calculate the allotment percentages was not correctly applied to the remaining states.
Notice of Meeting; National Advisory Committee on the Trafficking of Children and Youth in the United States
Notice is hereby given, pursuant to the provisions of the Federal Advisory Committee Act (FACA), that a meeting of the National Advisory Committee on the Trafficking of Children and Youth in the United States (Committee) will be held on January 13, 2025. The purpose of the meeting is for the Committee to discuss its plans and responsibilities over its 24-month extension to advise on the development and implementation of successful interventions with children and youth who have been impacted by labor and sex trafficking, make recommendations for administrative and legislative changes regarding the trafficking of children and youth, and publish information on best practices regarding the labor and sex trafficking of children and youth.
