The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A330-200, -200 Freighter, -300, -800, and -900 series airplanes, and A340-200 and -300 series airplanes. This AD was prompted by a report of incorrect instructions in the aircraft maintenance manual (AMM) that specify using oxygen instead of nitrogen for a pressure test, which could lead to an uncontrolled fire during maintenance. This AD prohibits using specific AMM tasks that include the incorrect instructions, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA is adopting a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500- 1A11 airplanes. This AD was prompted by a report of a missing pintle fuse pin in the left-hand (LH) main landing gear (MLG) discovered during scheduled maintenance. This AD requires doing an inspection of the MLG pintle housing assembly to verify that the pintle fuse pins are present and correctly installed, and corrective actions if necessary, as specified in a Transport Canada Emergency AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

Amendment No. 13 revises the certificate of compliance to add a new type of radioactive contents to be stored inside the MAGNASTOR[supreg] transportable storage canister, add a new design configuration for the canister to accommodate the fuel bearing material and new canister components, and use an alternate compressive strength for concrete cask no. 6 of 6,000 psi.

The Commission has established a schedule and procedure, set forth below, for conducting community-based open conversations, which will include roundtables, focus group meetings, and small-group conversations, among other events, and a symposium in connection with this investigation. The Commission will hold six virtual roundtable discussions between January 15 and February 12, 2025; in-person roundtables and focus group meetings during March-May 2025; and an academic symposium on June 5-6, 2025. Additional in-person and virtual events may be held during October 2024-May 2025. These events will focus on the potential distributional effects of goods and services trade and trade policy on U.S. workers and underrepresented and underserved communities, including but not limited to examining distributional effects by race and ethnicity; gender; gender identity and orientation; age; and skill, wage, and income, as well as effects on persons with disabilities, persons who live in rural areas or urban areas and persons otherwise adversely affected by persistent poverty, and members of religious minorities. The events will afford an opportunity for interested persons to present information and views relating to the investigation, and the academic symposium will afford an opportunity for researchers and data experts to present work relevant to the investigation.

The Food and Drug Administration (FDA or Agency) is announcing the availability of a final guidance for industry entitled "Control of Nitrosamine Impurities in Human Drugs." This guidance recommends steps manufacturers of active pharmaceutical ingredients (APIs) and drug products should take to detect and prevent unacceptable levels of nitrosamine impurities in pharmaceutical products. The guidance describes two general structural classes of nitrosamine impurities: small-molecule nitrosamine impurities (i.e., nitrosamine impurities that do not share structural similarity to the API), and nitrosamine drug substance-related impurities (NDSRIs), which share structural similarity to the API and are generally unique to each API. The potential root causes of small-molecule nitrosamine impurities and NDSRI formation, detection of nitrosamine impurities, and recommendations for risk assessments, testing, and implementation of controls and other appropriate strategies to prevent or reduce the presence of small-molecule nitrosamine impurities and NDSRIs are provided. This guidance revises the final guidance of the same name issued on February 24, 2021.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) regarding the NRC's consideration of issuance of a construction permit (CP) to Kairos Power, LLC (Kairos, the applicant) for the proposed Hermes 2 test reactor facility located in Oak Ridge, Tennessee. If approved, the CP would authorize the construction of two fluoride-salt cooled, high- temperature reactors that use solid tri-structural isotropic fuel in pebble form, intermediate liquid-sodium loops, and a common power conversion unit. In addition, the NRC is issuing exemptions from certain NRC requirements which state that the NRC staff shall prepare and issue an environmental impact statement (EIS) to support the issuance of a CP for a testing facility. The NRC is granting the exemptions and issuing the EA and FONSI concurrently to satisfy its obligations under the National Environmental Policy Act of 1969 (NEPA) and requirements under NRC regulations, related to the proposed action.

The special local regulation is needed to safely align and navigate vessels for the Texian Navy Day Parade. Entry of non-participants into the pre-staging and parade transit zones is prohibited unless specifically authorized by the Captain of the Port, Sector Houston-Galveston (COTP). Those in the regulated area must comply with all lawful orders or directions given to them by the COTP or the designated representative.
Release of Achieving Health and Environmental Protection Through EPA's Meaningful Engagement Policy

The Environmental Protection Agency (EPA) is issuing the final "Achieving Health and environmental Protection Through EPA's Meaningful Engagement Policy." The final Policy supersedes the EPA's 2003 Public Involvement Policy and highlights three steps for planning and providing opportunities for meaningful engagement and public participation that will enhance decision-making, while recognizing that meaningful engagement processes will need to be tailored to meet different program or decision contexts. The accompanying "Resources and Best Practices" reflect experience gained since the 2003 Public Involvement Policy. The Policy will help EPA staff build and strengthen capabilities necessary to reach and hear from members of the public on actions they are interested in or affected by, while accounting for Agency time and resource constraints. This policy does not have the force and effect of law and it does not bind the agency or the public in any way. The EPA solicited public comments on the draft policy for sixty days beginning on November 16, 2023.
