This action proposes to amend Class E airspace extending upward from 700 feet above the surface for Greenville Municipal Airport, Greenville, ME, as a new instrument approach procedure has been designed for this airport. This action would also update the airport's existing extension.
Fomesafen; Pesticide Tolerances
This regulation establishes tolerances for residues of fomesafen in or on Vegetable, bulb, group 3-07; Vegetable, cucurbit, group 9; Vegetable, fruiting, group 8-10; and Vegetable, legume, forage and hay, except soybean, subgroup 7-22A. Interregional Research Project Number 4 (IR-4) requested these tolerances under the Federal Food, Drug, and Cosmetic Act (FFDCA).
Safety Standard for Bedside Sleepers
In January 2014, the U.S. Consumer Product Safety Commission (CPSC or Commission) published a consumer product safety standard for bedside sleepers pursuant to section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA). The Commission's mandatory standard incorporated by reference the ASTM voluntary standard that was in effect for bedside sleepers at the time, with modifications to further reduce the risk of injury associated with bedside sleepers. The CPSIA sets forth a process for updating mandatory standards for durable infant or toddler products that are based on a voluntary standard, when a voluntary standards organization revises the standard. On February 6, 2023, ASTM notified CPSC that it had published a revised voluntary standard for bedside sleepers. This direct final rule updates the mandatory standard for bedside sleepers to incorporate by reference ASTM's 2023 version of the voluntary standard for bedside sleepers.
Air Plan Approval; Bay Area Air Quality Management District; Nonattainment New Source Review; 2015 Ozone Standard
The Environmental Protection Agency (EPA) is taking final action to approve a state implementation plan (SIP) revision submitted by the State of California addressing the nonattainment new source review (NNSR) requirements for the 2015 8-hour ozone National Ambient Air Quality Standards (NAAQS). This SIP revision addresses the Bay Area Air Quality Management District (BAAQMD or ``District'') portion of the California SIP. This action is being taken pursuant to the Clean Air Act (CAA or ``Act'') and its implementing regulations.
Fisheries Off West Coast States; Highly Migratory Fisheries; Amendment 6 to the Fishery Management Plan for West Coast Fisheries for Highly Migratory Species; Authorization of Deep-Set Buoy Gear
This rule implements Amendment 6 to the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species (HMS FMP), which authorizes deep-set buoy gear (DSBG) as a legal gear type for targeting swordfish and catching other highly migratory species (HMS) off the U.S. West Coast. The rule establishes a limited entry (LE) permitting regime for use of DSBG in the Southern California Bight (SCB). DSBG fishing will be permitted on an open-access basis outside of the SCB, in Federal waters off of California and Oregon, for all vessels possessing a general HMS permit with a DSBG endorsement. DSBG fishing will not be permitted in Federal waters off of Washington. This final rule includes definitions for two configurations of DSBG standard and linkedand specifies the LE management area, permitting process, and requirements for use of the gear.
Standard for the Flammability of Mattresses and Mattress Pads; Notice of Meeting and Request for Comments
The Consumer Product Safety Commission will be holding a meeting on the Standard for the Flammability of Mattresses and Mattress Pads at the CPSC's laboratory in Rockville, MD, on June 14, 2023. We invite interested parties to participate in or attend the meeting. A remote viewing option will be available for registrants. We also invite interested parties to submit written comments related to the possible changes to the Standard that are discussed in this notice.
Aspergillus Flavus Strain AF36; Amendment to an Exemption From the Requirement of a Tolerance
This regulation amends the existing tolerance exemption for residues of Aspergillus flavus strain AF36 by establishing an exemption for use on all food and feed commodities of cotton, corn, pistachio, almond, and fig when used in accordance with label directions and good agricultural practices. Interregional Research Project Number 4 (IR-4) submitted a petition to EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting to amend the existing tolerance exemption for Aspergillus flavus strain AF36. This regulation eliminates the need to establish a maximum permissible level for residues of Aspergillus flavus strain AF36 under FFDCA when used in accordance with the amended tolerance exemption.
Air Plan Approval; Florida; Amendments to Stationary Sources-Emission Standards
The Environmental Protection Agency (EPA) is proposing to approve a portion of a State Implementation Plan (SIP) revision submitted by the State of Florida through the Florida Department of Environmental Protection (Department or FL DEP) on April 1, 2022. The portion of the SIP revision proposed for approval seeks to modify a stationary source emission standard applicable to certain fossil fuel steam generators by making several changes to provisions that regulate emissions of sulfur dioxide (SO2), nitrogen oxides (NOX), and visible emissions, and by removing certain emission limits that are either obsolete or otherwise regulated by more stringent federally enforceable conditions elsewhere. The portion of the SIP revision also seeks to modify requirements for major stationary sources of volatile organic compounds (VOC) and NOX by removing unnecessary language and certain emission limits that are obsolete. EPA is proposing to approve these changes pursuant to the Clean Air Act (CAA or Act).

This action proposes to amend Class E airspace extending upward from 700 feet above the surface for Sugarloaf Regional Airport, Carrabassett, ME, as an airspace evaluation determined a southern extension is necessary for this airport. This action would also remove the airport's existing extension and update the airport's geographic coordinates.
Air Plan Approval; West Virginia; 2022 Amendments to West Virginia's Ambient Air Quality Standards
The Environmental Protection Agency (EPA) is proposing to approve a state implementation plan (SIP) revision submitted by the State of West Virginia. This revision updates West Virginia's incorporation by reference (IBR) of EPA's national ambient air quality standards (NAAQS) and the associated monitoring reference and equivalent methods. This action is being taken under the Clean Air Act (CAA).
Establishment of Area Navigation (RNAV) Routes; Eastern United States
This action proposes to amend one and establish three low altitude Area Navigation (RNAV) routes (T-routes) in support of the Very High Frequency (VHF) Omnidirectional Range (VOR) Minimum Operational Network (MON) Program. The purpose is to enhance the efficiency of the National Airspace System (NAS) by transitioning from ground-based navigation aids to a satellite-based navigation system.

Additionally, this action proposes administrative amendments to update the airport's existing Class E airspace legal descriptions. These actions would support the safety and management of instrument flight rules (IFR) operations at the airport.
Air Plan Approval; Florida; Revision of Excess Emissions Provisions and Emission Standards
The Environmental Protection Agency (EPA) is proposing to approve State Implementation Plan (SIP) revisions submitted by the State of Florida on November 22, 2016, and supplemented on September 30, 2022, through the Florida Department of Environmental Protection (FDEP). The November 22, 2016, SIP revision is in response to EPA's SIP call published on June 12, 2015, concerning excess emissions during startup, shutdown, and malfunction (SSM) events. The September 30, 2022, supplemental SIP revision addresses additional SSM-related rule amendments identified by the State and the addition of source specific sulfur dioxide (SO2) and nitrogen oxide (NOX) emission limits. EPA proposes to find that Florida's SIP revisions provided November 22, 2016, and September 30, 2022, correct the deficiencies identified in EPA's 2015 SIP call, and thus is proposing to approve these SIP revisions.
Clean Air Plans; 2015 8-Hour Ozone Nonattainment Area Requirements; Clean Fuels or Advanced Control Technology for Boilers; San Joaquin Valley and Los Angeles-South Coast Air Basin, California
The Environmental Protection Agency (EPA) is taking final action to approve revisions to the California State Implementation Plan (SIP) concerning the provisions for clean fuels or advanced control technology for boilers for the 2015 ozone national ambient air quality standards (``2015 ozone NAAQS'') in the San Joaquin Valley and Los AngelesSouth Coast Air Basin, California (``South Coast'') ozone nonattainment areas. The SIP revisions include the ``Certification that the San Joaquin Valley Unified Air Pollution Control District's Current Rules Address the Clean Air Act's Clean Fuels for Boilers Requirements for the 2015 8-hour Ozone Standard'' for San Joaquin Valley (``2021 San Joaquin Valley Certification'') and the ``Clean Fuels for Boilers Compliance Demonstration for the South Coast Air Basin'' for South Coast (``2021 South Coast Certification''), both submitted on August 3, 2021. We are approving these revisions under the Clean Air Act (CAA or ``the Act''), which establishes clean fuels or advanced control technology for boilers requirements for ``Extreme'' ozone nonattainment areas.

Amendment of Class E Airspace; Hyannis, MA
This action amends Class D airspace for Cape Cod Gateway Airport, Hyannis, MA, by updating the airport name and geographic coordinates to coincide with the FAA's database. Drawbridge Operation Regulation; Ashtabula River, Ashtabula, OH
The Coast Guard proposes to modify the operating schedule that governs the Fifth Street Bridge, mile 0.15, and the Norfolk Southern Railroad Bridge, mile 1.5, both over the Ashtabula River. The Coast Guard also proposes signaling and signage changes for the Norfolk Southern Railroad Bridge, mile 1.5. The Coast Guard is modifying these rules in response to complaints received concerning the operations of one or more bridges in this waterway and a desire to improve safety, remove barriers to interstate commerce, improve communications, and standardize winter operations associated with these bridges. We invite your comments on this proposed rulemaking.
Amendment of Class E Airspace; Greenville, NC
This action proposes to amend Class E surface airspace and Class E airspace extending upward from 700 feet above the surface in Greenville, NC, as new instrument approach procedures have been designed for ECU Health Medical Center Heliport, Greenville, NC, and evaluations of existing Class E airspace determined modification were needed. The Class E airspaces for Pitt-Greenville Airport will have increases in the radii as well as establishing an extension to the northeast. Also, this action would establish Class E airspace for ECU Health Medical Center Heliport. In addition, this action would make the editorial chance replacing the term Notice to Airmen with Notice to Air Missions in the legal description.

The FAA is proposing this action due to the planned decommissioning of the VOR portion of the Danville, IL (DNV), VOR/ Tactical Air Navigation (VORTAC) navigational aid (NAVAID). The Danville VOR is being decommissioned in support of the FAA's VOR Minimum Operational Network (MON) program.

The FAA is proposing this action due to the planned decommissioning of the VOR portion of the Vandalia, IL (VLA), VOR/Distance Measuring Equipment (VOR/DME) navigational aid (NAVAID). The Vandalia VOR is being decommissioned in support of the FAA's VOR Minimum Operational Network (MON) program.

Atlantic Highly Migratory Species; Amendment 16 to the 2006 Consolidated Atlantic Highly Migratory Species Fishery Management Plan
NMFS announces the availability of the scoping document for Amendment 16 to the 2006 Consolidated Atlantic Highly Migratory Species (HMS) Fishery Management Plan (FMP) (Amendment 16) and its intent to prepare an EIS under the National Environmental Policy Act (NEPA). Based on the mechanism used in establishing shark quotas and related management measures from Amendment 14 to the 2006 Consolidated HMS FMP (Amendment 14), Amendment 16 would modify the acceptable biological catch (ABC) and annual catch limits (ACLs) for Atlantic sharks and the process used to account for carryover of underharvests of quotas. In the scoping document, NMFS considers changes to commercial and recreational shark management measures related to commercial and recreational quotas, management groups, retention limits, and size limits. NMFS expects to consider the comments received on the scoping document when developing Amendment 16.
Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all The Boeing Company Model 747-8F and 747-8 series airplanes. This proposed AD was prompted by a report of cracks in stringers, common to the end fittings, on the aft side of the bulkhead at station 2598. This proposed AD would require detailed inspections of the stringers, common to the end fittings, forward and aft of the bulkhead at a certain station for cracking and applicable on-condition actions. The FAA is proposing this AD to address the unsafe condition on these products.

On January 31, 2023, the Federal Communications Commission (Commission) revised the Commission's rules. That document had two clerical errors in the fee amounts for two types of Commercial AM Radio Stations applications: Minor Modification, Construction Permit and New License. Provisions Pertaining to Certain Transactions by Foreign Persons Involving Real Estate in the United States
The rule would amend the regulations that implement the provisions relating to real estate transactions pursuant to section 721 of the Defense Production Act of 1950, as amended. Specifically, the rule would add eight military installations to the appendix and make corresponding revisions to the definition of the term ``military installation.''
International Affairs; Antarctic Marine Living Resources Convention Act
NMFS proposes to revise its Antarctic Marine Living Resources Convention Act regulations, including those that implement the trade- monitoring program for frozen and fresh Dissostichus species, commonly marketed or referred to as Chilean seabass or Patagonian toothfish. Specifically, this action would: revise regulations that specify the circumstances under which NMFS would deny issuance of a preapproval certificate that is required to legally import frozen Dissostichus species; add regulations that specify the circumstances under which NMFS would deny issuance of a re-export or export document that is required to legally re-export or export both frozen and fresh Dissostichus species; clarify that the applicable authorization must be received prior to re-export or export; and remove the prohibition on the importation of toothfish harvested from the Food and Agriculture Organization of the United Nations (FAO) Statistical Areas 51 and 57. NMFS also proposes other non-substantive technical and procedural updates.

These actions will support the safety and management of instrument flight rule (IFR) and visual flight rule (VFR) operations at the airport.
Fisheries of the Caribbean, Gulf of Mexico, and South Atlantic; Reef Fish Resources of the Gulf of Mexico; Commercial Trip Limit for Gray Triggerfish
NMFS proposes to implement management measures described in a framework action under the Fishery Management Plan for the Reef Fish Resources of the Gulf of Mexico (FMP) as prepared by the Gulf of Mexico Fishery Management Council (Council). If implemented for gray triggerfish in the Gulf of Mexico (Gulf), this proposed rule would increase the commercial trip limit from 16 fish to 25 fish. The purpose of this action is to increase the gray triggerfish commercial trip limit to allow commercial fishermen the opportunity to harvest the commercial annual catch target (ACT).
Atlantic Highly Migratory Species; Spatial Fisheries Management
This proposed rule would implement Draft Amendment 15 to the 2006 Consolidated Atlantic Highly Migratory Species (HMS) Fishery Management Plan (FMP) (Amendment 15). NMFS is proposing changes to Atlantic HMS fishery management measures regarding four commercial longline spatial management areas and the administration and funding of the HMS pelagic longline electronic monitoring (EM) program. Specifically, NMFS proposes to modify the timing and boundaries of the Mid-Atlantic shark, Charleston Bump, East Florida Coast, and DeSoto Canyon closed areas to create low- and/or high-bycatch risk areas. Lastly, NMFS proposes to implement a cost allocation program to transition electronic monitoring sampling costs to the industry, while NMFS remains responsible for administrative costs. These proposed changes would directly impact bottom and pelagic longline fishermen who hold Atlantic HMS fishing permits, and HMS commercial fishermen who use other gear types and HMS recreational fishermen may also be indirectly impacted given the proposed changes to the existing closed areas.

This action amends the Smyrna, TN Class D airspace description by replacing the term Notice to Airmen with the term Notice to Air Missions. This action does not change the boundaries, altitudes, or operating requirements of the Class D airspace area.
Supplemental Information and Reopening of Comment Period for Amendments Regarding the Definition of “Exchange”
The Securities and Exchange Commission (``Commission'') is reopening the comment period for its proposal (``Proposed Rules'') to amend the rule under the Securities Exchange Act of 1934 (``Exchange Act'') that defines certain terms used in the statutory definition of ``exchange.'' The reopening provides supplemental information and economic analysis regarding trading systems that trade crypto asset securities that would be newly included in the definition of ``exchange'' under the Proposed Rules. The Commission is requesting further information and public comment on certain aspects of the Proposed Rules as applicable to all securities and the compliance dates and other alternatives for the Proposed Rules. The Proposed Rules were set forth in Release No. 34-94062 (``Proposing Release''), and the related comment period, which was reopened in Release No. 34-94868 on May 9, 2022, ended on June 13, 2022. The reopening of this comment period is intended to allow interested persons further opportunity to analyze and comment on the Proposed Rules in light of the supplemental information provided herein (``Reopening Release'').
Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles
Under its Clean Air Act authority, the Environmental Protection Agency (EPA) is proposing new, more stringent emissions standards for criteria pollutants and greenhouse gases (GHG) for light- duty vehicles and Class 2b and 3 (``medium-duty'') vehicles that would phase-in over model years 2027 through 2032. In addition, EPA is proposing GHG program revisions in several areas, including off-cycle and air conditioning credits, the treatment of upstream emissions associated with zero-emission vehicles and plug-in hybrid electric vehicles in compliance calculations, medium-duty vehicle incentive multipliers, and vehicle certification and compliance. EPA is also proposing new standards to control refueling emissions from incomplete medium-duty vehicles, and battery durability and warranty requirements for light-duty and medium-duty plug-in vehicles. EPA is also proposing minor amendments to update program requirements related to aftermarket fuel conversions, importing vehicles and engines, evaporative emission test procedures, and test fuel specifications for measuring fuel economy.
Electronic Submission of Mariner Course Completion Data
The Coast Guard proposes to require Coast Guard-approved training providers to electronically submit student course completion data to the Coast Guard within 5 business days of completing a Coast Guard-approved course. The National Maritime Center would use this information to validate mariner course completion as part of an application for a Merchant Mariner Credential. In addition, the Coast Guard proposes to replace gendered titles for certain officer and rating endorsements in keeping with Coast Guard policy of using gender- neutral language. We expect these proposed changes to lessen the probability of credentials being issued to mariners who have not met the professional requirements for their endorsements and to appropriately conform terms that should be gender-neutral.

In this document, the Federal Communications Commission (Commission) seeks comment on additional measures to strengthen its caller ID authentication framework and further stem the tide of illegally spoofed calls. Specifically, this document seeks comment on the use of third-party caller ID authentication solutions, including whether any changes should be made to the Commission's rules to permit, prohibit, or limit their use. It also seeks comment on whether to eliminate the STIR/SHAKEN implementation extension for providers that cannot obtain Service Provider Code (SPC) tokens, which are necessary to participate in the STIR/SHAKEN caller ID authentication framework.

Additionally, this action modifies the Class E airspace extending upward from 700 feet above the surface at the airport. Furthermore, several administrative modifications were made to update the airport's legal descriptions. These actions will support the safety and management of instrument flight rules (IFR) operations at the airport.
Federal Baseline Water Quality Standards for Indian Reservations
The Environmental Protection Agency (EPA) is proposing to establish Federal water quality standards (WQS) for Indian reservation waters that currently do not have WQS in effect under the Clean Water Act (CWA or the Act), with limited exceptions. These WQS (referred to as baseline WQS) would establish human health and environmental objectives as the basis for CWA protections. EPA would implement the baseline WQS, in consultation with Tribes, in a manner that would address location-specific water quality conditions and Tribal circumstances, as appropriate, and consistent with all relevant public participation requirements to ensure transparency for stakeholders. Tribes are encouraged to seek authority to administer their own WQS program under the Act's provision for eligible Tribes to be treated in a similar manner as states (TAS). Baseline WQS would not apply in instances where Tribes with TAS authority have EPA-approved WQS now or in the future. EPA will continue to work closely with, and offer support to, Tribes that wish to develop their own WQS under the CWA.

Drawbridge Operation Regulation; Trail Creek, Michigan City, IN
The Coast Guard is modifying the operating schedule that governs the Amtrak Railroad Bridge, mil 0.9, across Trail Creek, in Michigan City, Indiana, to allow it to operate remotely. The bridge has operated remotely since 2003 without inclusion in the CFR. During that period, the Coast Guard has not received any reports of incident or public complaint.
