Notice of Determinations; Culturally Significant Objects Imported for Exhibition-Determinations: “Fiji: Art & Life in the Pacific” Exhibition
Notice is hereby given of the following determinations: I hereby determine that certain objects to be included in the exhibition ``Fiji: Art & Life in the Pacific,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Los Angeles County Museum of Art, Los Angeles, California, from on or about December 15, 2019, until on or about July 19, 2020; at the Peabody Essex Museum, Salem, Massachusetts, from on or about September 12, 2020, until on or about January 3, 2021; and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.
Notice of OFAC Sanctions Actions
The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) is publishing the names of one or more persons that have been placed on OFAC's Specially Designated Nationals and Blocked Persons List based on OFAC's determination that one or more applicable legal criteria were satisfied. All property and interests in property subject to U.S. jurisdiction of these persons are blocked, and U.S. persons are generally prohibited from engaging in transactions with them.
South Atlantic Fishery Management Council; Public Meetings
The South Atlantic Fishery Management Council (Council) will hold meetings of the following: Southeast Data, Assessment, and Review (SEDAR) Committee (Partially Closed Session); Executive Finance Committee; Shrimp Committee; Advisory Panel Selection Committee (Closed Session); Citizen Science Committee; Dolphin Wahoo Committee; Mackerel Cobia Committee; Snapper Grouper Committee; and Personnel Committee (Closed Session). Defense Federal Acquisition Regulation Supplement: Negotiation of Price for Technical Data and Preference for Specially Negotiated Licenses (DFARS Case 2018-D071)
DoD is seeking information that will assist in the development of a revision to the Defense Federal Acquisition Regulation Supplement to implement sections of the National Defense Authorization Acts for Fiscal Years 2018 and 2019. In brief, for DoD only, those provisions provide for the negotiation of a price for technical data to be delivered under contracts for the engineering and manufacturing development, production, or sustainment of a major weapon system; and a preference for specially negotiated licenses for customized technical data to support the product support strategy of a major weapon system or subsystem thereof.

NRCS announces its intent to adopt the FEIS, titled ``Bruneau- Owyhee Sage-grouse Habitat Project'' (BOSH), prepared by the U.S. Department of the Interior Bureau of Land Management (BLM), under the provisions of the Council on Environmental Quality (CEQ) regulations. The proposed action will improve and maintain suitable sage-grouse habitat within southwestern Idaho by removing early stage encroaching western juniper.
Alternative Methods for Calculating Off-Cycle Credits Under the Light-Duty Vehicle Greenhouse Gas Emissions Program: Applications From Nissan North America, Inc.
EPA is requesting comment on applications from Nissan North America, Inc. (``Nissan'') for off-cycle carbon dioxide (CO2) credits under EPA's light-duty vehicle greenhouse gas emissions standards. ``Off-cycle'' emission reductions can be achieved by employing technologies that result in real-world benefits, but where that benefit is not adequately captured on the test procedures used by manufacturers to demonstrate compliance with emission standards. EPA's light-duty vehicle greenhouse gas program acknowledges these benefits by giving automobile manufacturers several options for generating ``off-cycle'' CO2 credits. Under the regulations, a manufacturer may apply for CO2 credits for off-cycle technologies that result in off-cycle benefits. In these cases, a manufacturer must provide EPA with a proposed methodology for determining the real-world off-cycle benefit. Nissan has submitted applications that describe methodologies for determining off-cycle credits from technologies described in their application. Pursuant to applicable regulations, EPA is making Nissan's off-cycle credit calculation methodologies available for public comment.

Family Support, Child Custody, and Paternity
This final rule removes the Army's regulation governing support and nonsupport of family members; child custody involving a soldier; paternity complaints against soldiers; and adoption proceedings involving children of soldiers. This part does not impose obligations on members of the public that are not already imposed by statute. This part is obsolete and unnecessary. Therefore, this part can be removed from the CFR.

Fresh Garlic From the People's Republic of China: Final Results of the Semiannual Antidumping Duty New Shipper Review of Jinxiang Infang Fruit & Vegetable Co., Ltd.
The Department of Commerce (Commerce) has conducted a new shipper review (NSR) of Jinxiang Infang Fruit & Vegetable Co., Ltd. (Infang) regarding the antidumping duty order on fresh garlic from the People's Republic of China (China). The period of review (POR) is November 1, 2017 through May 31, 2018. Based on our analysis of the comments received, we continue to find that Infang's sale was a bona fide transaction, and that that sale was made below normal value (NV).

Notice of Availability of a Pest Risk Analysis for the Importation of Fresh Carrots From the Republic of Korea Into the United States
We are advising the public that we have prepared a pest risk analysis that evaluates the risks associated with importation of fresh carrots from the Republic of Korea into the United States. Based on the analysis, we have determined that the application of one or more phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh carrots from the Republic of Korea. We are making the pest risk analysis available to the public for review and comment.
Notice of Rate To Be Used for Federal Debt Collection, and Discount and Rebate Evaluation
The Secretary of the Treasury is responsible for computing and publishing the percentage rate that is used in assessing interest charges for outstanding debts owed to the Government (The Debt Collection Act of 1982, as amended). This rate is also used by agencies as a comparison point in evaluating the cost-effectiveness of a cash discount. In addition, this rate is used in determining when agencies should pay purchase card invoices when the card issuer offers a rebate. Notice is hereby given that the applicable rate for calendar year 2020 is 2.00 percent.
