that the Animal and Plant Health
Inspection Service plans to prepare an
environmental impact statement
analyzing alternatives for predator
damage management in Idaho.

SUPPLEMENTARY INFORMATION: The
Animal and Plant Health Inspection
Service (APHIS) intends to prepare an
environmental impact statement (EIS) to
address alternatives for APHIS Wildlife
Services’ involvement in managing
damage and threats to livestock and
other domestic animals, agricultural
resources, property, natural resources,
and human health and safety associated
with predators in Idaho. The scope of
the EIS is intended to include
management of damage and conflicts
associated with coyotes, gray wolves,
black bears, grizzly bears, mountain
lions, bobcats, red foxes, striped skunks,
raccoons, badgers, feral and free-ranging
dogs, common ravens, and black-billed
magpies. Feral and free-ranging cats,
feral swine, western spotted skunks,
mink, long-tailed weasels, short-tailed
weasels, American crows, bald eagles,
and golden eagles are associated with
conflicts on rare occasions and also will
be addressed in the analysis.

Less Than Fair Value

SUMMARY: The Department of Commerce
(Commerce) preliminarily determines
that steel racks and parts thereof (steel
racks) from the People’s Republic of
China (China) are being, or are likely to
be, sold in the United States at less than
fair value (LTFV) for the period of
investigation (POI) October 1, 2017,
through March 31, 2018.

AGENCY:
Background
This preliminary determination is
made in accordance with section 733(b)
of the Tariff Act of 1930, as amended
(the Act). Commerce published the
notice of initiation of this investigation
on July 17, 2018.1 On October 24, 2018,

Commerce postponed the preliminary
determination of this investigation until
January 19, 2019.2 Commerce exercised
its discretion to toll all deadlines
affected by the partial federal
government closure from December 22,
2018, through the resumption of
operations on January 29, 2019.3 If the
new deadline falls on a non-business
day, in accordance with Commerce’s
practice, the deadline will become the
next business day. The revised deadline
for the preliminary determination is
now February 25, 2019. For a complete

Memorandum.4 A list of topics included
in the Preliminary Decision
Memorandum is included as Appendix
II to this notice.
The Preliminary Decision
Memorandum is a public document and
is on file electronically via Enforcement
and Compliance’s Antidumping and
Countervailing Duty Centralized
Electronic Service System (ACCESS).

parties in the Central Records Unit,
Room B8024 of the main Department of
Commerce building. In addition, a

Scope of the Investigation
The products covered by this
investigation are steel racks from China.
