Once approved by NARA, records schedules provide mandatory instructions on what happens to records when agencies no longer need them for current Government business. The records schedules authorize agencies to preserve records of continuing value in the National Archives of the United States and to destroy, after a specified period, records lacking administrative, legal, research, or other value. NARA publishes notice in the Federal Register for records schedules in which agencies propose to destroy records they no longer need to conduct agency business. NARA invites public comments on such records schedules.

In the Federal Register of January 19, 2017, EPA issued two proposed rules under section 6 of the Toxic Substances Control Act (TSCA). The first action proposed to prohibit the manufacture (including import), processing, and distribution in commerce of trichloroethylene (TCE) for use in vapor degreasing; to prohibit the use of TCE in vapor degreasing; to require manufacturers (including importers), processors, and distributors, except for retailers, of TCE for any use to provide downstream notification of these prohibitions throughout the supply chain; and to require limited recordkeeping. The second action proposed to prohibit the manufacture (including import), processing, and distribution in commerce of methylene chloride and N- methylpyrrolidone (NMP) for consumer and most types of commercial paint and coating removal; to prohibit the use of methylene chloride and NMP in these commercial uses; to require manufacturers (including importers), processors, and distributors, except for retailers, of methylene chloride and NMP for any use to provide downstream notification of these prohibitions throughout the supply chain; and to require recordkeeping. This document reopens and extends the comment periods for each proposed rule for an additional 30 days. Commenters requested additional time to submit written comments for the proposed rules.

The FAA is considering a proposal to change 4.53 acres of airport land from aeronautical use to non-aeronautical use and to authorize the lease of airport property located at Flying Cloud Airport, Minneapolis, Minnesota. The U.S. Department of Energy (DOE), Office of Fossil Energy (FE) announces its decision in Golden Pass Products LLC (GPP), FE Docket No. 12-156-LNG, to issue DOE/FE Order No. 3978 (Order No. 3978), granting long-term, multi-contract authorization for GPP to engage in the export of domestically produced liquefied natural gas (LNG). GPP seeks authorization to export the LNG by vessel from its proposed export project (GPP Export Project) to be constructed contiguous to and interconnected with the existing Golden Pass LNG Terminal (Terminal), a LNG import terminal owned and operated by Golden Pass LNG Terminal LLC (GPLNG). GPP is seeking to export this LNG by vessel to any country with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas, and with which trade is not prohibited by U.S. law or policy (non-FTA countries). Order No. 3978 is issued under section 3 of the Natural Gas Act (NGA) and 10 CFR part 590 of DOE's regulations.
