extension of comment period.
AGENCY:
We are extending the
comment period for our notice of intent
to prepare a programmatic
environmental impact statement in
connection with potential changes to
the regulations regarding the
importation, interstate movement, and
environmental release of certain
genetically engineered organisms. This
action will allow interested persons
additional time to prepare and submit
comments.
SUMMARY:
The comment period for the
notice published on February 5, 2016
(81 FR 6225–6229) is extended. We will
consider all comments that we receive
on or before April 21, 2016.

FOR FURTHER INFORMATION CONTACT:
On
February 5, 2016, we published in the
Federal Register (81 FR 6225–6229,
Docket No. APHIS–2014–0054) a notice
stating our decision to complete a
programmatic environmental impact
statement (EIS) in connection with
proposed revisions and amendments to
our biotechnology regulations under
consideration. These proposed revisions
primarily consist of amendments to the
regulations pertaining to introductions
of certain genetically engineered
organisms to address advances in
biotechnology and issues raised by
stakeholders.
The notice described the range of
proposed reasonable alternatives that
are currently under consideration for
evaluation in the EIS and the issues that
will be evaluated in the EIS, and
requested public comment to further
define the issues and scope of the EIS’
alternatives. We also requested public
comment to help us identify other
environmental issues that should be
examined in the EIS.
Comments on the notice were
required to be received on or before
March 7, 2016. We are extending the
comment period on Docket No. APHIS–
2014–0054 for an additional 45 days.
This action will allow interested
persons additional time to prepare and
submit comments.

Title: Importation of Baby Corn and
Baby Carrots from Zambia.
OMB Control Number: 0579–0284.
Summary of Collection: Under the
Plant Protection Act (PPA) (7 U.S.C.
7701—et seq.) the Secretary of
Agriculture is authorized to carry out
operations or measures to detect,
eradicate, suppress, control, prevent, or
retard the spread of plant pests new to
the United States or not known to be
widely distributed throughout the
United States. Regulations authorized
by the PPA concerning the importation
of fruits and vegetables into the United
States from certain parts of the world
are contained in ‘‘Subpart Fruits and
Vegetables’’ (7 CFR 319.56–8 through
319.56–50). The Animal and Plant
Health Inspection Service (APHIS)
regulations allow the importation into
the continental United States of fresh,
dehusked immature (baby) sweet corn
and fresh baby carrots from Zambia. As
a condition of entry, both commodities
are subject to inspection at the port of
first arrival and must be accompanied
by a phytosanitary certificate with an
additional declaration stating that the
commodity has been inspected and
found free of the quarantine pest listed
in the certificate.
Need and Use of the Information:
APHIS requires that some plants or
plant products are accompanied by a
photosanitary inspection certificate that
is completed by plant health officials in
the originating or transiting country.
APHIS uses the information on the
certificate to determine the pest
condition of the shipment at the time of
inspection in the foreign country. This
information is used as a guide to the
intensity of the inspection APHIS
conducts when the shipment arrives.

ACTION:
Notice of meeting.
The Dixie Resource Advisory
Committee (RAC) will meet in Cedar
City, Utah. The committee is authorized
under the Secure Rural Schools and
Community Self-Determination Act (the
Act) and operates in compliance with
the Federal Advisory Committee Act.
The purpose of the committee is to
improve collaborative relationships and
to provide advice and recommendations
to the Forest Service concerning projects
and funding consistent with Title II of
the Act. RAC information can be found
