Petitions have been filed with the
Secretary of Labor under Section 221(a)
of the Trade Act of 1974 (‘‘the Act’’) and
are identified in the Appendix to this
notice. Upon receipt of these petitions,
the Director of the Office of Trade
Adjustment Assistance, Employment
and Training Administration, has
instituted investigations pursuant to
Section 221(a) of the Act.
The purpose of each of the
investigations is to determine whether
the workers are eligible to apply for
adjustment assistance under Title II,
Chapter 2, of the Act. The investigations
will further relate, as appropriate, to the
determination of the date on which total
or partial separations began or
threatened to begin and the subdivision
of the firm involved.
The petitioners or any other persons
showing a substantial interest in the
subject matter of the investigations may
request a public hearing, provided such
request is filed in writing with the
Director, Office of Trade Adjustment
Assistance, at the address shown below,
not later than May 2, 2011.
Interested persons are invited to
submit written comments regarding the
subject matter of the investigations to
the Director, Office of Trade Adjustment
Assistance, at the address shown below,
not later than May 2, 2011.

longer determines whether a station
qualifies as a specialty station; however,
the Copyright Office still keeps an active
list because it remains relevant to the
cable statutory license scheme.
The Copyright Office published its
first specialty station list in 1990 under
a procedure which allowed the owner of
the station to file an affidavit with the
Office attesting to the fact that the
station’s programming comports with
the 1981 FCC definition, and hence,
qualifies it as a specialty station. 55 FR
40021 (October 1, 1990). The Office
agreed at that time to periodically
update the list.
Accordingly, on January 28, 2011, the
Copyright Office published a notice
asking the owner, or a valid agent of the
owner, to file a sworn affidavit stating
that the station’s programming satisfies
the FCC’s former requirements for
specialty station status. 76 FR 5213
(January 28, 2011).
The Office has received affidavits
from 63 broadcast stations for which the
owner or licensee of the television
station had filed the requested affidavit.
Any party objecting to any claim to
specialty station status must submit
comments with the Office, per the filing
instructions noted above, stating his or
her objections within thirty days of
publication of this Notice in the Federal
Register.
Once the list is published, the
Copyright Office Licensing examiners
shall refer to it in examining a statement
of account where a cable system
operator claims specialty station status
for a particular station. If a cable system
operator claims specialty station status
for a station not on the published final
list, the examiner must determine
whether the owner of the station has
filed an affidavit since publication of
the final list. Affidavits received after
publication of the final annotated list
shall become part of the public file
maintained by the Licensing Division of
the Copyright Office. Any interested
party may file an objection to any such
later-filed affidavit and the objection
shall be filed together with the
corresponding affidavit.
