The Department of the Army has prepared a DEIS that analyzes environmental and socioeconomic impacts connected with the proposed acquisition (hereinafter to mean including purchase and lease) and use of up to 100,000 additional acres of commercial and private lands for training in the vicinity of Fort Polk, Louisiana. This Proposed Action to acquire additional lands supports the training requirements of the Joint Readiness Training Center (JRTC) and Fort Polk's current and future resident units. The DEIS analyzes three alternatives that are deemed feasible and meet the purpose and need for this Proposed Action.

The Hayfork District of the Shasta Trinity National Forest is proposing to use vegetation treatments to reduce risks from fire, improve forest health, and provide forest products on approximately 6,028 acres within the Rattlesnake watershed on the South Fork Management Unit of the Shasta Trinity National Forest. The active management needed in the Rattlesnake Fuel Reduction and Forest Health Project (Rattlesnake project) area to reduce fuels and stocking levels through thinning requires the removal of trees and biomass, some of which have commercial value. An estimated 33 million board feet of merchantable sawtimber, and an estimated 35,092 bone dry tons of biomass are expected to be removed. Providing wood products to meet regional and national needs is consistent with Forest Plan goals, standards and guidelines. The initial economic analysis shows that the average diameter and quantity of the material treated under this project would generally be insufficient to support a viable timber sale in today's market. The Forest Service will analyze these vegetation treatments within the constraints of the Shasta Trinity National Forest Land and Resource Management Plan, 1995.
Total Inward Leakage Requirements for Respirators

The Centers for Disease Control and Prevention (``CDC'') proposes to establish total inward leakage (TIL) requirements for half- mask air-purifying particulate respirators approved by the National Institute for Occupational Safety and Health (``NIOSH'') of CDC. The proposed new requirements specify TIL minimum performance requirements and testing to be conducted by NIOSH and respirator manufacturers to demonstrate that these respirators, when selected and used correctly, provide effective respiratory protection to intended users against toxic dusts, mists, fumes, fibers, and biological and infectious aerosols (e.g. influenza A(H5N1), severe acute respiratory syndrome (SARS) coronavirus, and Mycobacterium tuberculosis).

EPA is promulgating a regulation to require reporting of greenhouse gas emissions from all sectors of the economy. The final rule applies to fossil fuel suppliers and industrial gas suppliers, direct greenhouse gas emitters and manufacturers of heavy-duty and off- road vehicles and engines. The rule does not require control of greenhouse gases, rather it requires only that sources above certain threshold levels monitor and report emissions.

PLO No. 6833 withdrew approximately 142.90 acres of National Forest System land from all mining activities in order to protect the unique natural and ecological research values at the Wolf Creek Research Natural Area. The withdrawal created by PLO No. 6833 will expire on March 20, 2011, unless extended. This notice gives the public an opportunity to comment on the proposed action and to request a public meeting.

On July 1, 2009, the Department of Commerce (the ``Department'') initiated a sunset review of the antidumping duty order on barium chloride from the People's Republic of China (``PRC''). On the basis of a notice of intent to participate and an adequate substantive response from domestic interested parties, as well as a lack of response from respondent interested parties, the Department conducted an expedited (120-day) sunset review. As a result of the sunset review, the Department finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping. The dumping margins are identified in the Final Results of Review section of this notice.

On August 17, 2009 the Department of Commerce (``Department'') published the final results of the antidumping duty administrative review and new shipper reviews (``NSRs'') of wooden bedroom furniture from the People's Republic of China (``PRC''). See Wooden Bedroom Furniture from the People's Republic of China: Final Results of Antidumping Duty Administrative Review and New Shipper Reviews, 74 FR 41374 (August 17, 2009) (``Final Results''), and accompanying Issues and Decision Memorandum. The period of review is January 1, 2007, through December 31, 2007. We are amending our Final Results to correct ministerial errors made in the calculation of the administrative and new shipper reviews pursuant to section 751(h) of the Tariff Act of 1930, as amended (``the Act''). These corrections will also affect the dumping margins for the companies in the administrative review to which a separate rate applies.

This Advance Notice of Proposed Rulemaking (ANPRM) initiates a rulemaking procedure to establish criteria for determining adequate state enforcement of pipeline damage prevention laws. Under the Pipeline Inspection, Protection, Safety, and Enforcement (PIPES) Act of 2006, establishment of these criteria is a prerequisite should PHMSA find it necessary to conduct an enforcement proceeding against an excavator for violation of one-call damage prevention laws in the absence of enforcement action by the state where the events occurred. This notice is issued to solicit feedback and comments regarding the criteria and procedures PHMSA should use to determine if a state's enforcement of its damage prevention laws is adequate. These procedures will encourage states to develop effective excavation damage prevention enforcement programs to protect gas and hazardous liquid pipelines, but also allow federal enforcement authority should any state fail to do so.

FRA is issuing this Notice to advise other agencies and the public that FRA and the California High-Speed Rail Authority (Authority) will be preparing an Environmental Impact Report/ Environmental Impact Statement (EIR/EIS) for the Altamont Corridor Rail Project proposed by the Authority and the San Joaquin Regional Rail Commission (SJRRC) from Stockton to San Jose via the Altamont Pass and Tri Valley area, connecting the Northern San Joaquin Valley and the San Francisco Bay Area. The Authority and SJRRC are proposing to develop a dedicated regional rail corridor through the Altamont Pass and the Tri Valley area capable of supporting intercity and commuter rail passenger services. The project EIR/EIS will be prepared in compliance with relevant Federal and State laws, in particular the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). The Federal Transit Administration (FTA) will serve as a cooperating agency for the preparation of the EIR/EIS.
