In response to requests received, the Coast Guard announces a second public meeting, to be held March 25, 2009, in Seattle, WA, to receive comments on a notice of proposed rulemaking to amend Coast Guard regulations governing Notice of Arrival and Departure (NOAD) and Automatic Identification System (AIS) requirements. This is an additional meeting to the one previously announced for March 5, 2009, in Washington, DC.

The FAA proposes to supersede an existing airworthiness directive (AD) for certain RR RB211-524 series turbofan engines. That AD currently requires initial and repetitive borescope inspections of the head section and meterpanel assembly of the combustion liner, and replacement if necessary with serviceable parts. This proposed AD would require those same inspections, and replacement if necessary with serviceable parts. This proposed AD would also add more part number (P/ N) combustion liners to the applicability of this proposed AD. This proposed AD results from an inquiry submitted by an operator, which resulted in RR performing a complete review of the affected front combustion liner part numbers. We are proposing this AD to prevent deterioration of the engine combustion liner, which can result in combustion liner breakup, case burn-through, engine fire, and damage to the airplane.

This final rule amends the procedures to request a referendum under the Soybean Promotion, Research, and Consumer Information program, commonly known as the soybean checkoff program, by updating the number of soybean producers in the United States. The number of soybean producers, based on information provided by the Department of Agriculture (USDA), Farm Service Agency (FSA), is 589,182. Additionally, this rule amends the regulations pursuant to administrative changes to Web site addresses and office locations made for the USDA's Agricultural Marketing Service (AMS).

NMFS proposes 2009 specifications for the Atlantic bluefish fishery, including state-by-state commercial quotas, a recreational harvest limit, and recreational possession limits for Atlantic bluefish off the east coast of the United States. The intent of these specifications is to establish the allowable 2009 harvest levels and possession limits to attain the target fishing mortality rate (F), consistent with the Atlantic Bluefish Fishery Management Plan (FMP).

The Nuclear Regulatory Commission (NRC) is proposing to amend the licensing, inspection, and annual fees charged to its applicants and licensees. The proposed amendments are necessary to implement the Omnibus Budget Reconciliation Act of 1990 (OBRA-90), as amended, which requires that the NRC recover through fees approximately 90 percent of its budget authority in fiscal year (FY) 2009, less the amounts appropriated from the Nuclear Waste Fund (NWF), amounts appropriated for Waste Incidental to Reprocessing (WIR), and amounts appropriated for generic homeland security activities. Based on the FY 2009 Energy and Water Development Appropriations Bill, reported by the U.S. House of Representatives Appropriations Committee, the NRC's required fee recovery amount for the FY 2009 budget would be approximately $870.6 million. After accounting for billing adjustments, the total amount to be billed as fees would be approximately $864.8 million.
