Space Transportation Infrastructure Matching Grants Program
Document Number: 2012-5706
Type: Notice
Date: 2012-03-09
Agency: Federal Aviation Administration, Department of Transportation
This notice solicits Fiscal Year (FY) 2012 grant proposals to continue the development of a Commercial Space Transportation infrastructure system that supports the National Space Policy and Congressional intent. Begun in 2010, the program supports the Commercial Space Transportation industry by identification, prioritization, and funding for Commercial Space Transportation infrastructure projects. This program has been previously referred to as the Commercial Space Transportation Grants Program. The FAA/AST intends to continue funding the Space Transportation Infrastructure Matching Grants Program for FY 2012. However, funding has not been determined at this time. In order for the FAA/AST to swiftly execute grant awards within FY 2012, should funding be available, the FAA/AST is requesting grant applications at this time. The FAA/AST intends to receive, process, and evaluate the applications in a timely manner, and in accordance with the notional schedule listed below, so should there be available funding, the recipients will already be selected and the awards can be made within FY 2012. There remains the possibility that no funds will be available in FY 2012 for the Space Transportation Infrastructure Matching Grants Program. If no funds are available, no grant applications submitted in response to this Notice will be approved and funded. This Notice will be the only solicitation made for FY 2012 projects and proposals. The FAA/AST will review and evaluate all applications for a grant received by the deadline, pursuant to 51 U.S.C. Chapter 511. The FAA/AST may make one or more grant awards based upon its evaluations of the submissions. All grants awarded under the Space Transportation Infrastructure Matching Grants Program are discretionary awards. Projects to be funded under the Space Transportation Infrastructure Matching Grants Program must carry out commercial space transportation infrastructure development, as defined in 51 U.S.C. 51101.

Airworthiness Directives; Eurocopter France Helicopters
Document Number: 2012-5620
Type: Proposed Rule
Date: 2012-03-09
Agency: Federal Aviation Administration, Department of Transportation
We propose to adopt a new airworthiness directive (AD) for certain Eurocopter France Model AS350 helicopters. This proposed AD is prompted by an in-flight fire caused by ignition of hydraulic fluid leaking from a damaged forward (pitch) servo-control hydraulic hose. The proposed actions are intended to prevent the forward servo-control hydraulic hoses from becoming damaged and leaking hydraulic fluid that could ignite in flight, which can result in loss of main rotor control, power loss, structural damage, propagation of fire, and subsequent loss of control of the helicopter.
Railroad Workplace Safety; Adjacent-Track On-Track Safety for Roadway Workers
Document Number: 2012-5667
Type: Rule
Date: 2012-03-08
Agency: Federal Railroad Administration, Department of Transportation
This document delays the effective date of the final rule published November 30, 2011, and scheduled to take effect on May 1, 2012. The final rule mandates that roadway workers comply with specified on-track safety procedures that railroads must adopt to protect those workers from the movement of trains or other on-track equipment on ``adjacent controlled track,'' and requests comments on the petitions for reconsideration of the final rule that FRA has received. In response to the final rule, FRA received two petitions for reconsideration that raise a number of substantive issues requiring a detailed response. Accordingly, in order to respond fully to the petitions for reconsideration and for the reasons set forth below, this document delays the effective date of the final rule until July 1, 2013. FRA is establishing a 60-day comment period in order to permit interested parties an opportunity to respond to the submitted petitions for reconsideration.

Notice of Intent To Discontinue Use of Paper Applications for Airman Medical Certification
Document Number: 2012-5655
Type: Rule
Date: 2012-03-08
Agency: Federal Aviation Administration, Department of Transportation
The Federal Aviation Administration is providing public notice regarding its intent to discontinue use of the paper version of FAA Form 8500-8, the application form used to apply for FAA medical certification. Maintaining FAA Form 8500-8 for applicants to complete manually is burdensome not only in terms of the cost involved, but also in terms of the complex logistics and use of Agency resources involved. This burden becomes all the more compounded when the form must be revised, reprinted, and redistributed (worldwide). The FAA launched an on-line FAA Form 8500-8 application known as ``FAA MedXpress'' beginning in 2007. Since 2007, ``FAA MedXpress'' has evolved considerably, streamlining FAA medical certification into a much more efficient and seamless process, thereby rendering the paper process both redundant and obsolete. Discontinuing print of FAA Form 8500-8 will save considerable resources and improve the efficiency of the airman medical certification process.
Graco Children's Products Inc., Grant of Petition for Decision of Inconsequential Noncompliance
Document Number: 2012-5623
Type: Notice
Date: 2012-03-08
Agency: National Highway Traffic Safety Administration, Department of Transportation
Graco Children's Products Inc. (Graco), has determined that certain warning labels attached to detachable accessory pillows that it sold with MyRide\TM\ 65 line child restraint systems produced between April, 2009, and October, 2009, failed to meet the flammability requirements of Federal Motor Vehicle Safety Standards (FMVSS) No. 213 \1\. Graco estimates that about 90,000 child restraint systems may be affected. Graco filed an appropriate report pursuant to 49 CFR Part 573 Defect and Noncompliance Responsibility and Reports on November 13, 2009.
Airworthiness Directives; Spectrolab Nightsun XP Searchlight
Document Number: 2012-5621
Type: Proposed Rule
Date: 2012-03-08
Agency: Federal Aviation Administration, Department of Transportation
We propose to adopt a new airworthiness directive (AD) for a certain Spectrolab Nightsun XP Searchlight Assembly (searchlight) installed on, but not limited to, Agusta S.p.A. (Agusta) Model AB139 and Model AW139 helicopters, Sikorsky Aircraft Corporation (Sikorsky) Model S-92A helicopters, and Eurocopter Deutschland GmbH (Eurocopter) Model EC135 and Model MBB-BK 117 C-2 helicopters. This proposed AD would require, before further flight, inserting information into the Normal Procedures section of the Rotorcraft Flight Manual (RFM), a daily check of the searchlight, and at a specified time interval or if you find certain conditions, modifying any affected searchlight gimbal assembly. This proposed AD is prompted by a report of a searchlight vibrating and an investigation that revealed that the gimbal azimuth top nut was loose. A loose nut, if not detected and corrected, could result in a gap between the rubber edging of the top shroud and the gimbal frame, leading to degredation of pointing accuracy and stability performance of the searchlight, and excessive vibration. If the nut were to entirely disengage, the searchlight could disconnect partially or totally from the helicopter, resulting in damage to the helicopter and injury to persons on the ground.

Pipeline Safety: Notice to Operators of Driscopipe® 8000 High Density Polyethylene Pipe of the Potential for Material Degradation
Document Number: 2012-5424
Type: Notice
Date: 2012-03-06
Agency: Pipeline and Hazardous Materials Safety Administration, Department of Transportation
PHMSA is issuing this advisory bulletin to alert operators using Driscopipe[supreg] 8000 High Density Polyethylene Pipe (Drisco8000) of the potential for material degradation. Degradation has been identified on pipe between one-half inch to two inches in diameter that was installed between 1978 and 1999 in desert-like environments in the southwestern United States. However, since root causes of the degradation have not been determined, PHMSA cannot say with certainty that this issue is isolated to these regions, operating environments, pipe sizes, or pipe installation dates. While the manufacturer has attempted to communicate with known or suspected users, PHMSA and the National Association of Pipeline Safety Representatives (NAPSR) have identified several operators currently using Drisco8000 pipe who had not received communications about the issue. PHMSA is issuing this advisory bulletin to all operators of Drisco8000 pipe in an effort to ensure they are aware of the issue, communicating with the manufacturer and their respective regulatory authorities to determine if their systems are susceptible to similar degradation, and taking measures to address it.

Airworthiness Directives; BAE SYSTEMS (OPERATIONS) LIMITED Airplanes
Document Number: 2012-5380
Type: Proposed Rule
Date: 2012-03-06
Agency: Federal Aviation Administration, Department of Transportation
We propose to adopt a new airworthiness directive (AD) for certain BAE SYSTEMS (OPERATIONS) LIMITED Model BAe 146 and Avro 146-RJ airplanes. This proposed AD was prompted by a report of a crack found on the left-hand sidewall well on the nose landing gear (NLG). This proposed AD would require performing a repetitive high frequency eddy current inspection of the stiffeners on the left-hand sidewall on the NLG gear bay for cracks, and repair or replace the sidewall if necessary. Replacing the sidewall with a certain sidewall part number constitutes a terminating action for the repetitive inspections. We are proposing this AD to detect and correct failure of the sidewall, which could result in consequent in-flight rapid decompression of the cabin and injury to the passengers.
Airworthiness Directives; BAE SYSTEMS (Operations) Limited Airplanes
Document Number: 2012-5379
Type: Proposed Rule
Date: 2012-03-06
Agency: Federal Aviation Administration, Department of Transportation
We propose to adopt a new airworthiness directive (AD) for all BAE SYSTEMS (Operations) Limited Model 4101 airplanes. This proposed AD was prompted by reports of cracking found in the wing rear spar. This proposed AD would require a one-time detailed inspection for cracks, corrosion, and other defects of the rear face of the wing rear spar, and repair if necessary. We are proposing this AD to detect and correct cracking in the rear spar, which could propagate to a critical length, possibly affecting the structural integrity of the area and resulting in a fuel tank rupture, with consequent damage to the airplane and possible injury to its occupants.

Identification of Interstate Motor Vehicles: New York City, Cook County, and New Jersey Tax Identification Requirements; Petition for Reconsideration.
Document Number: 2012-5319
Type: Notice
Date: 2012-03-06
Agency: Federal Motor Carrier Safety Administration, Department of Transportation
The FMCSA grants a petition for reconsideration submitted by the New York City Department of Finance (DOF) requesting reconsideration of the Agency's previous determination that the credential display requirement of New York City's Commercial Motor Vehicle Tax (CMV Tax) is preempted. Federal law prohibits States and their political subdivisions from requiring motor carriers to display in or on commercial motor vehicles (CMVs) any form of identification other than forms required by the Secretary of Transportation, with certain exceptions. FMCSA has determined that the CMV Tax qualifies for one of the statutory exceptions.

Airworthiness Directives; Bombardier, Inc. Airplanes
Document Number: 2012-4805
Type: Rule
Date: 2012-03-06
Agency: Federal Aviation Administration, Department of Transportation
We are adopting a new airworthiness directive (AD) for certain Bombardier, Inc. Model CL-600-2B16 (CL-604 Variant) airplanes. This AD was prompted by reports of the air-driven generator (ADG) failing to provide power during operational/function checks due to wires in the ADG power feeder cables being damaged. The damage was due to galvanic corrosion and inadequate silver-plating. This AD requires replacing ADG power feeder cables. We are issuing this AD to prevent galvanic corrosion on ADG power feeder cables, which could result in damage to the cable and consequently the cable may not be able to provide emergency electrical power to the airplane.

Type: Rule
Date: 2012-03-06
Agency: Federal Aviation Administration, Department of Transportation
We are adopting a new airworthiness directive (AD) for certain The Boeing Company Model 747-100, 747-100B, 747-100B SUD, 747-200B, 747-200C, 747-200F, 747-300, 747-400, 747-400D, 747-400F, 747SR, and 747SP series airplanes. This AD requires inspections for scribe lines in affected lap and butt splices, wing-to-body fairing locations, and external repair and cutout reinforcement areas; and related investigative and corrective actions if necessary. This AD was prompted by reports of scribe lines found at lap joints and butt joints, around external doublers and antennas, and at locations where external decals had been cut. We are issuing this AD to detect and correct scribe lines, which can develop into fatigue cracks in the skin and cause sudden decompression of the airplane.
Airworthiness Directives; Bombardier, Inc. Airplanes
Document Number: 2012-4494
Type: Rule
Date: 2012-03-06
Agency: Federal Aviation Administration, Department of Transportation
We are adopting a new airworthiness directive (AD) for certain Model DHC-8-102, -103, and -106 airplanes and Model DHC-8-200, -300, and -400 series airplanes. This AD was prompted by reports of cracking of the DHC-8 Series 100 rudder actuator mounting bracket. This AD requires modifying the mounting adapters of the power control unit (PCU). We are issuing this AD to prevent loss of both rudder PCU actuators which could result in free play of the rudder control surface and loss of controllability of the airplane.
