Legislative Environmental Impact Statement Addressing Land Withdrawal Extension at Fort Wainwright, Alaska

The Department of the Army (Army) announces its intent to conduct public scoping under the National Environmental Policy Act (NEPA) and solicit public comments to gather information to prepare a Legislative Environmental Impact Statement (LEIS) to address continued military use of the Yukon Training Area, near Fort Wainwright, and Donnelly Training Area East and Donnelly Training Area West, near Delta Junction, Alaska. The scoping process will help identify reasonable alternatives, potential environmental impacts, and key issues of concern to be evaluated in the LEIS. Information presented in the LEIS will inform proposed legislation presented to Congress and ultimately Congress's decision regarding the proposed action. The current land withdrawal will expire on November 6, 2026, unless Congress enacts legislation to extend it. The Army is requesting identification of potential alternatives, information sources, and analysis relevant to the proposed action. The scoping period will last 30 days and will include a virtual public meeting.

In accordance with the National Environmental Policy Act (NEPA) 1969 and the Hawai`i Environmental Policy Act (HEPA), the Department of the Army (Army) is issuing this Notice of Intent to prepare an Environmental Impact Statement (EIS) to address the Army's proposed retention of up to approximately 6,300 acres of land currently leased to the Army by the State of Hawai`i (``State-owned lands'') on the island of O`ahu. Lease agreements between the State of Hawai`i and the Army at each of these three training areas were initiated in 1964 and expire in 2029. State-owned lands includes approximately 1,170 acres at Kahuku Training Area (KTA), approximately 4,370 acres at Poamoho Training Area (Poamoho), and approximately 760 acres at Makua Military Reservation (MMR). Training areas are utilized by Army units and other users such as the Marine Corps and Hawaii Army National Guard. Because the Proposed Action involves State-owned lands, the EIS will be a joint NEPA-HEPA document; therefore, the public scoping processes will run concurrently and will jointly meet NEPA and HEPA requirements. The EIS will evaluate the environmental impacts from implementing the proposed land retention.

The Office of Army Cemeteries (OAC) is honoring the requests of the Rosebud Sioux family members and an Aleut family member to disinter the human remains of 10 Native American students from the Carlisle Barracks Post Cemetery, Carlisle, Pennsylvania. The decedent names are: Sophia Tetoff from the Alaskan Aleut; and from the Rosebud Sioux: Lucy Take the Tail (Pretty Eagle); Rose Long Face (Little Hawk); Ernest Knocks Off (White Thunder); Dennis Strikes First (Blue Tomahawk); Maud Little Girl (Swift Bear); Friend Hollow Horn Bear; Warren Painter (Bear Paints Dirt); Alvan (Kills Seven Horses); Dora Her Pipe (Brave Bull). These students died between 1880 and 1910 while attending the Carlisle Indian Industrial School. At the request of the closest living relative for each decedent, OAC will disinter and facilitate the transport and reinterment of the remains in private cemeteries chosen by the families at government expense. This disinterment will be conducted in accordance with Army Regulation 290- 5. This is not a Native American Graves Protection and Repatriation Act (NAGPRA) action because the remains are not part of a collection. They are interred in graves that are individually marked at the Carlisle Barracks Post Cemetery.

The Department of the Army (Army) announces the availability of the Final Environmental Impact Statement (EIS) for the proposed Heavy Off-Road Mounted Maneuver Training Area (HOMMTA) at Fort Benning, Georgia. In accordance with the National Environmental Policy Act (NEPA), the Final EIS analyzes the potential environmental and socioeconomic impacts, and identifies related mitigation measures, associated with constructing, operating, and maintaining a HOMMTA of at least 2,400 contiguous acres at Fort Benning to support heavy off-road mounted maneuver (Proposed Action). The Proposed Action would support the Maneuver Center of Excellence (MCoE) in its mission to train the maneuver forces of the Army and would increase the total amount of heavy off-road maneuver training area on Fort Benning, enabling Fort Benning to conduct realistic training in accordance with current Army training requirements. The Proposed Action would provide a training area to meet existing training needs; it would not result in additional soldiers being stationed at Fort Benning, traffic, or any training off of the Installation. Training land development would occur over a 2- to 3-year period; development would primarily include vegetation removal and the construction of tank trails, culverted water crossings, and road upgrades, as well as burying existing overhead utilities. As feasible, buffers would be used to protect environmentally sensitive resources such as streams, wetlands, cemeteries, and archaeological sites. A Finding of No Practicable Alternative (FONPA) addressing potential impacts on wetlands and 100-year floodplains is also included in the Final EIS.
