Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), E.O. 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236-3 of August 28, 2000 (and, as appropriate, Delegation of Authority No. 257 of April 15, 2003), I hereby determine that the objects to be included in the exhibition ``Picasso and Rivera: Conversations Across Time,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Los Angeles County Museum of Art, Los Angeles, California, from on or about December 4, 2016, until on or about April 30, 2017, and at possible additional exhibitions or venues yet to be determined, is in the national interest. Intercountry Adoptions
The Department of State (the Department) is extending the period of time by 15 days for the public to submit comments on the Proposed Intercountry Adoption rule, in order to give the public more time to respond.
Meetings of the United States-Peru Environmental Affairs Council, Environmental Cooperation Commission, and Sub-Committee on Forest Sector Governance
The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that on November 3-4, 2016, the United States and Peru will hold the eighth meeting of the Sub-Committee on Forest Sector Governance (the ``Sub-Committee''), the sixth meeting of the Environmental Affairs Council (the ``Council''), and the fourth meeting of the Environmental Cooperation Commission (the ``Commission''). The public sessions for the Council, Commission and Sub-Committee will be held on November 4, 2016 at 3:00 p.m. All meetings will take place in Lima, Peru at the Ministry of International Trade and Tourism. The purpose of the meetings is to review implementation of: Chapter 18 (Environment) of the United States-Peru Trade Promotion Agreement (PTPA); the PTPA Annex on Forest Sector Governance (Annex 18.3.4); and the United States-Peru Environmental Cooperation Agreement (ECA). The Department of State and USTR invite interested organizations and members of the public to attend the public session, and to submit written comments or suggestions regarding implementation of Chapter 18, Annex 18.3.4, and the ECA, and any issues that should be discussed at the meetings. Visas: Visa Information Update Requirements Under the Electronic Visa Update System (EVUS)
The Department of State is coordinating with the Department of Homeland Security on instituting a requirement for nonimmigrant aliens who hold a passport issued by an identified country containing a U.S. nonimmigrant visa of a designated category to provide required information to DHS after the receipt of his or her visa of a designated category.
Defense Trade Advisory Group; Notice of Open Meeting
The Defense Trade Advisory Group (DTAG) will meet in open session from 1:00 p.m. until 5:00 p.m. on Tuesday, November 15, 2016 at 1777 F Street NW., Washington, DC 20006. Entry and registration will begin at 12:30 p.m. The membership of this advisory committee consists of private sector defense trade representatives, appointed by the Assistant Secretary of State for Political-Military Affairs, who advise the Department on policies, regulations, and technical issues affecting defense trade. The purpose of the meeting will be to discuss current defense trade issues and topics for further study.
Regional Meeting of the Binational Bridges and Border Crossings Group in San Diego, California
Delegates from the United States and Mexican governments, the states of California and Arizona, and the Mexican states of Baja California and Sonora will participate in a regional meeting of the U.S.-Mexico Binational Bridges and Border Crossings Group on Wednesday, October 19, 2016 in San Diego, California. The purpose of this meeting is to discuss operational matters involving existing and proposed international bridges and border crossings and their related infrastructure, and to exchange views on policy as well as technical information. This meeting will include a public session on Wednesday, October 19, 2016, from 8:45 a.m. until 10:45 a.m. This session will allow proponents of proposed bridges and border crossings and related projects to make presentations to the delegations and members of the public.
Notice of Intent To Solicit Comments and Conduct a Public Scoping Meeting on a Global Water Strategy
The U.S. Department of State (Department) will host a listening session to solicit public comments on the development and content of a strategy to address global water challenges including, but not necessarily limited to: (1) Increasing access to safe drinking water, sanitation, and hygiene; (2) improving water resource management; and (3) promoting cooperation on shared waters. Participants will be asked to provide brief remarks (up to 3 minutes) highlighting specific challenges that should be addressed and opportunities to strengthen U.S. engagement on international water issues.

Notice of Intent To Prepare an Environmental Assessment for the Proposed Borrego Pipeline in Webb County, Texas
Borrego Crossing Pipeline, LLC (Borrego) has applied to the U.S. Department of State (Department) for a Presidential Permit authorizing the construction, connection, operation, and maintenance of facilities at the border of the United States for the export of refined petroleum products from the United States to markets in northern Mexico (Borrego Pipeline). The Department receives and considers applications for Presidential Permits for such energy-related pipelines pursuant to authority delegated to it by the President under E.O. 13337 of April 30, 2004 (69 FR 25299), as amended. To issue a Permit, the Department must find that issuance would serve the national interest. With respect to the application submitted by Borrego, the Department is issuing this Notice of Intent (NOI) to inform the public that it will prepare an Environmental Assessment (EA) consistent with the National Environmental Policy Act of 1969 (NEPA) (as implemented by the Council on Environmental Quality Regulations found at 40 CFR parts 1500-1508) to evaluate the potential impacts of the Borrego Pipeline to inform the national interest determination. This NOI informs the public about the proposed project and solicits participation and comments from interested federal, tribal, state, and local government entities as well as the public to help inform the scope and content of the EA.
Amendment to the International Traffic in Arms Regulations: Revision of U.S. Munitions List Category XII
As part of the President's Export Control Reform effort, the Department of State amends the International Traffic in Arms Regulations (ITAR) by revising Category XII (fire control, laser, imaging, and guidance equipment) of the U.S. Munitions List (USML) to remove certain items from control on the USML and to describe more precisely the articles continuing to warrant control on the USML. The Department also amends USML Categories VIII, XIII, and XV to reflect that items previously described in those Categories are now controlled under the revised Category XII or Commerce Control List. Further, the Department revises USML Category XI to move items to the CCL as a result of changes to related control in USML Category XII.

Notice of Public Meeting of the President's Emergency Plan for AIDS Relief (PEPFAR) Scientific Advisory Board
In accordance with the Federal Advisory Committee Act (FACA), the PEPFAR Scientific Advisory Board (hereinafter referred to as ``the Board'') will meet on Tuesday, November 1, 2016 at 1800 G St. NW., Suite 10300, Washington DC 20006. The meeting will last from 8:30 a.m. until approximately 5:30 p.m. and is open to the public. The meeting will be hosted by the Office of the U.S. Global AIDS Coordinator and Health Diplomacy, and led by Ambassador Deborah Birx, who leads implementation of the President's Emergency Plan for AIDS Relief (PEPFAR), and the Board Chair, Dr. Carlos del Rio. The Board serves the Global AIDS Coordinator in a solely advisory capacity concerning scientific, implementation, and policy issues related to the global response to HIV/AIDS. These issues will be of concern as they influence the priorities and direction of PEPFAR evaluation and research, the content of national and international strategies and implementation, and the role of PEPFAR in international discourse regarding an appropriate and resourced response. Topics for the meeting will include follow-up discussions of previous Board recommendations on financing and economics, and tuberculosis-HIV co- infection; updates on PEPFAR 3.0 programmatic activities in a number of areas including pre-exposure prophylaxis in pregnant and breastfeeding women; HPV testing in people living with HIV; voluntary medical male circumcision; and financing, data usage and increasing civil society engagement in PEPFAR processes and decisions. The public may attend this meeting as seating capacity allows. Admittance to the meeting will be by means of a pre-arranged clearance list.
