The Secretary of State has decided to terminate sanctions imposed under the Iran Sanctions Act of 1996 (Pub. L. 104-172) (50 U.S.C. 1701 note) (``ISA''), as amended, on Republican Unitary Enterprise Production Association Belarusneft (a.k.a. Belarusneft, a.k.a. Belorusneft) on the basis that the company is no longer engaging in sanctionable activity described in section 5(a)[(1)?] of and that this person has provided reliable assurances that it will not knowingly engage in such activities in the future. Therefore, certain sanctions that were imposed on Belarusneft on March 29, 2011 are no longer in effect.

The Department of State has renewed the Charter for the Shipping Coordinating Committee (SHC) without significant substantive change. Through this Committee, the Department of State will continue to obtain the views and advice of the general public, industry, non- governmental organizations, and interested government agencies in the maritime and related fields, on issues related to maritime security, safety of life at sea, and protection of the marine environment considered by the International Maritime Organization (IMO), and other matters relating to international maritime shipping. The Under Secretary for Management has determined the Committee is necessary and in the public interest. The Committee follows the procedures prescribed by the Federal Advisory Committee Act (FACA). Meetings will be open to the public unless a determination is made in accordance with section 10(d) of the FACA and 5 U.S.C. 552b(c) that a meeting or portion of the meeting should be closed to the public. In light of the ongoing transition of the USML to a more ``positive list'' pursuant to the President's Export Control Reform (ECR) initiative, the Department intends to periodically review the revised USML categories to ensure that they are clear, do not inadvertently control items in normal commercial use, account for technological developments, and properly implement the national security and foreign policy objectives of the reform effort. This review will also consider any technical issues related to the USML categories under review.

Notice is hereby given that the Department of State (DOS) has received an application from NuStar Logistics, L.P. (``NuStar'') for a Presidential Permit authorizing the construction, connection, operation, and maintenance of pipeline facilities for the export and import of petroleum products, including liquefied petroleum gas (``LPG'') and natural gas liquids (``NGLs''). If the application is approved, the proposed facilities will transport petroleum products across the border between the NuStar terminal near Edinburg, Texas and the Petroleos Mexicanos (``PEMEX'') Burgos Gas Plant near Reynosa, Tamaulipas, Mexico, crossing under the Rio Grande River. NuStar is a subsidiary of NuStar Energy L.P., a publicly traded master limited partnership based in San Antonio, Texas, and is one of the largest independent liquids terminal and pipeline operators in the United States. NuStar currently has 8,643 miles of pipeline and 82 terminal and storage facilities in five countries that store and distribute crude oil, refined products and specialty liquids. Its system has approximately 91 million barrels of storage capacity. Under E.O. 13337, the Secretary of State is designated and empowered to receive all applications for Presidential Permits for the construction, connection, operation, or maintenance at the borders of the United States, of facilities for the exportation or importation of liquid petroleum, petroleum products, or other non-gaseous fuels to or from a foreign country. The Department of State has the responsibility to determine whether issuance of a new Presidential Permit for construction, connection, operation, and maintenance of a new pipeline at the Burgos facility would serve the U.S. national interest. The Department anticipates conducting an environmental review consistent with the National Environmental Policy Act of 1969. The Department will provide more information on the review process in a future Federal Register notice. (``NuStar'') to amend a Presidential Permit published on February 17, 2006 (``2006 Presidential Permit'') to construct, connect, operate, and maintain pipeline facilities (the ``Burgos Pipeline'') at the United States-Mexico border. Specifically, NuStar requests that the Department amend the 2006 Presidential Permit to: (1) Reflect NuStar's name change from Valero Logistics Operations, L.P. to NuStar Logistics, L.P., as the owner and operator of the Burgos Pipeline; and (2) to permit the import and export of a broader range of petroleum products, including liquefied petroleum gas (``LPG''), and natural gas liquids (``NGLs''). Adoptions: Regulatory Change To Clarify the Application of the Accreditation Requirement and Standards in Cases Covered by the Intercountry Adoption Universal Accreditation Act

This rule amends the Department of State (Department) interim rule on the accreditation and approval of adoption service providers in intercountry adoptions, and adopts the interim rule as final. The revisions reflect the requirement of the Intercountry Adoption Universal Accreditation Act of 2012 (UAA) that the accreditation standards developed in accordance with the 1993 Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (Convention) and the Intercountry Adoption Act of 2000 (IAA), which previously only applied in Convention adoption cases, apply also in non-Convention adoption cases. Non-convention adoption cases are known as ``orphan'' cases, defined in the Immigration and Nationality Act (INA). This rule also revises the accreditation rule by referring to the Department of Homeland Security (DHS) Convention home study regulation and deleting obsolete references, such as any reference to temporary accreditation.

(``Pembina'') notice that Pembina has acquired Vantage Pipeline US LP (``Vantage''), which owns, operates, and maintains pipeline facilities (``Vantage Pipeline'') that are permitted under a 2013 Presidential Permit issued to Vantage. Vantage will continue to own and operate the Vantage Pipeline. Pembina's notification is available at https://www.state.gov/e/enr/ applicant/applicants/index.htm. Pembina U.S.A. is a corporation duly organized under the laws of Delaware with its headquarters at Corporation Trust Center, 1209 Orange St., Wilmington, DE 19801. Pembina U.S.A. is owned by Pembina Prairie Pipeline Holdco Ltd., which is an Alberta corporation that is owned by Pembina Pipeline Corporation (``PPC''). PPC is the ultimate parent of Pembina U.S.A. Under E.O. 13337 the Secretary of State is designated and empowered to receive all applications for Presidential Permits for the construction, connection, operation, or maintenance at the borders of the United States, of facilities for the exportation or importation of liquid petroleum, petroleum products, or other non-gaseous fuels to or from a foreign country. The Department of State is circulating this notification to concerned federal agencies for comment. The Department of State will assess the U.S. national interest with regard to permitting for the Vantage pipeline border facilities in light of the change in upstream ownership of the Vantage Pipeline. Consistent with Public Notice 5092, (Procedures for Issuance of a Presidential Permit Where There Has Been a Transfer of the Underlying Facility, Bridge or Border Crossing for Land Transportation, 70 FR30990, issued on May 31, 2005), the Department typically does not conduct environmental analysis when deciding whether to issue a permit that reflects a change in ownership or control of an existing border facility, where that change in ownership or control is not accompanied by changes to the facilities or their use as authorized by the existing permit unless information is brought to the Department's attention in connection with the application process that the transfer potentially would have a significant impact on the quality of the human environment.
