The Department of State (``the Department'') requests written information to assist in reporting on the degree to which the United States and foreign governments comply with the minimum standards for the elimination of trafficking in persons (``minimum standards'') that are prescribed by the Trafficking Victims Protection Act of 2000, (Div. A, Pub. L. 106-386) as amended (``TVPA''). This information will assist in the preparation of the Trafficking in Persons Report (``TIP Report'') that the Department submits annually to the U.S. Congress on governments' level of compliance with the minimum standards. Foreign governments that do not comply with the minimum standards and are not making significant efforts to do so may be subject to restrictions on nonhumanitarian, nontrade-related foreign assistance from the United States, as defined by the TVPA. Submissions must be made in writing to the Office to Monitor and Combat Trafficking in Persons at the Department of State by January 19, 2016. Please refer to the ADDRESSES, Scope of Interest, and Information Sought sections of this Notice for additional instructions on submission requirements.

This notice announces that applications are now being accepted from members of the public who wish to serve on the IPoDS Committee, which was established in accordance with the provisions of the 39 U.S.C. 407(b)(3) and the Federal Advisory Committee Act, 5 U.S.C. Appendix. Under the terms of its charter, the IPoDS Committee comprises members representing mailers, private sector delivery companies, stakeholders in international delivery services or others who are directly affected by international postal operations. The Committee also includes Federal members from several U.S. Government agencies including the Postal Regulatory Commission, and the United States Postal Service. Members are appointed by the Assistant Secretary of State for International Organization Affairs. The Committee provides advice to the Department of State with respect to U.S. foreign policy related to international postal services and other international delivery services and U.S. policy toward the Universal Postal Union and other international postal and delivery organizations. Representative members of the Committee serve on a voluntary basis and without compensation. In order to be appointed to the Committee, interested individuals must represent identifiable users or providers of international postal or delivery services or others directly affected by international postal operations. There is no specified form for applications. Prospective Committee members should submit a letter expressing their interest in serving that explicitly identifies the group or entity they represent. They should also include a clear statement of the connection of that group or entity to the use or provision of international postal or delivery services. Letters must state whether a prospective Committee member is a registered lobbyist or registered foreign agent and must disclose all other interested parties, foreign and domestic, that the prospective member represents or advises in any capacity as well as the contractual or employment basis for such representation or advice. Letters should also describe the prospective member's relevant qualifications and experience and may be accompanied by supporting documentation, such as a biographic statement or resume, and confirmation from the group or entity represented that the prospective member is authorized to represent that group or entity on the Committee. Inclusion of an email address and/or telephone number in each applicant's submission will speed communications. Letters of interest should be no more than four pages in length and should be addressed to Mr. Joseph P. Murphy, the IPoDS Committee's designated federal officer. Decision To Maintain Presidential Permit for the Vantage Pipeline Border Facilities in Divide County, North Dakota Following Change in Ownership

The Department of State determined on September 22, 2015 to maintain a Presidential Permit for the Vantage Pipeline border facilities following a change in ownership. On October 20, 2014, Vantage Pipeline US LP (Vantage), which owns the Vantage ethane pipeline running from North Dakota into Canada, notified the Department of State that Vantage was being acquired by Pembina Prairie Pipeline (U.S.A.) Ltd. (Pembina U.S.A.), which is owned by Pembina Pipeline Corporation (PPC). The July 16, 2013 Presidential Permit for the Vantage Pipeline border facilities requires the permittee to notify the Department of any change in ownership or control. The Department of State determined that maintaining this permit would serve the national interest. In making this determination, the Department of State followed the procedures established under Executive Order 13337, and provided public notice and opportunity for comment.

The Advisory Committee on Historical Diplomatic Documentation will meet on March 7, June 6, August 29, and December 12, 2016, in open session to discuss unclassified matters concerning declassification and transfer of Department of State records to the National Archives and Records Administration and the status of the Foreign Relations series. In accordance with Executive Order 13563 of January 18, 2011, which addresses agency review of existing regulations, including those that may be outmoded or ineffective, the Department of State is repealing our regulations on civil aviation. These regulations, which relate to civil aircraft accidents abroad and were promulgated in 1957, are outdated and duplicative of other authorities, including subsequent statutes, regulations, and Department of State guidance, that specify detailed, modern, comprehensive, and effective procedures for dealing with civil aircraft disasters abroad.

On November 6, 2015, the Department of State announced the Secretary of State's determination under Executive Order 13337 that issuing a Presidential Permit to TransCanada Keystone Pipeline LP (``TransCanada'') for the proposed Keystone XL pipeline's border facilities would not serve the national interest, and denied the Permit application. This decision prohibits TransCanada from constructing, connecting, operating, and maintaining pipeline facilities at the border of the United States and Canada in Phillips County, Montana, for the export of crude oil from Canada to the United States.

The Secretary of State has decided to terminate sanctions imposed under the Iran Sanctions Act of 1996 (Pub. L. 104-172) (50 U.S.C. 1701 note) (``ISA''), as amended, on Dettin S.p.A. (a.k.a. Dettin) on the basis that the company is no longer engaging in sanctionable activity described in section 5(a) of ISA, and that this person has provided reliable assurances that it will not knowingly engage in sanctionable activities in the future. Therefore, certain sanctions that were imposed on Dettin on August 29, 2014 are no longer in effect.

Elimination of Visa Page Insert Service for U.S. Passport Book Holders
