Implementing the Child Pornography Victims Reserve
By this rule, the Department of Justice (``the Department'') is proposing regulations that implement the Amy, Vicky, and Andy Child Pornography Victim Assistance Act of 2018 (``the AVAA Act'' or ``the Act''). The Act established the Child Pornography Victims Reserve (``Reserve'') to provide defined monetary assistance to eligible individuals who are depicted in child pornography that is the basis for certain convictions. The Reserve provides payment to such child pornography victims based on orders obtained in United States district courts. By statute, eligibility determinations are made by courts. Under this proposed rule, a claimant may choose to request that the Department present an application for a court order. This proposed rule provides procedures for the submission of requests and court orders to the Department related to payments from the Reserve. The Department will provide payment from the Reserve to the victim pursuant to a court order issued, upon receipt of the order and the requisite information from the claimant following instructions on the Department's website for this program.

Privacy Act of 1974; Implementation
In the notice section of today's Federal Register, the Office of Privacy and Civil Liberties (hereinafter OPCL), a component within the United States Department of Justice (DOJ or Department), has published a notice of a new system of records, Data Protection Review Court Records System, JUSTICE/OPCL-001. In this notice of proposed rulemaking, the OPCL proposes to exempt this system of records from certain provisions of the Privacy Act to protect national security and law enforcement sensitive information, preserve judicial independence, and ensure the integrity of adjudicatory records in cases before the Data Protection Review Court (``DPRC''). For the reasons provided below, the Department proposes to amend its Privacy Act regulations by establishing an exemption for records in this system from certain provisions of the Privacy Act. Public comment is invited.

Pursuant to the Privacy Act of 1974 and Office of Management and Budget (OMB) Circular No. A-108, notice is hereby given that the Office of Privacy and Civil Liberties (hereinafter OPCL), a component within the United States Department of Justice (DOJ or Department), proposes to develop a new system of records titled Data Protection Review Court Records System, JUSTICE/OPCL-001. The OPCL proposes to establish this system of records to maintain records of matters reviewed by and decisions made by the Data Protection Review Court (DPRC) concerning determinations made by the Civil Liberties Protection Officer of the Office of the Director of National Intelligence in response to complaints that allege certain violations of United States law in the conduct of United States signals intelligence activities.
FBI Information Management Division, Enterprise Vetting Center User Fee Schedule
This notice establishes a revised user fee for federal agencies requesting name-based, non-criminal justice background checks of the FBI's Central Records System through the Enterprise Vetting Center (EVC), formally known as the National Name Check Program (NNCP). The total resource costs associated with providing name check services have been calculated to ensure full reimbursement to the FBI (``cost reimbursement portion'' of the fee). The FBI is also authorized to charge an additional amount to defray costs required to update and improve the EVC's technological infrastructure, which supports the automation of processes involving name-based background checks (``automation portion'' of the fee). This notice explains the methodology used to calculate revised fees and also provides the updated fee schedule. In addition, and in conjunction with the revised fee for the name-based checks, this notice also establishes an interim monthly fee for Continuous Vetting (CV) checks.

The Department of Justice (DOJ), Office of Justice Programs, Bureau of Justice Statistics, will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act of 1995. The proposed information collection was previously published in the Federal Register, volume 88 page 10937, on February 22, 2023, allowing a 60-day comment period. Following publication of the 60-day notice, the Bureau of Justice Statistics received four comments. Two of the comments expressed support for the continuation of the Annual Survey of Jails. The other two comments suggested new items to collect in the survey, including diagnosed disability and education level at admission; education and job training received during incarceration; job preparedness upon release; information on people who identify as transgender; jail population counts by combined race/ethnicity and sex categories; and admissions and releases from jail by race/ethnicity.
