Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.
Energy Efficiency Program for Residential Products: Energy Conservation Standards for Miscellaneous Refrigeration Products
The U.S. Department of Energy (DOE) has published a preliminary technical support document (TSD) that analyzes the potential economic impacts and energy savings that could result from potential energy conservation standards for miscellaneous refrigeration products. DOE published this analysis so stakeholders can review the relevant outputs and the underlining assumptions and calculations. After receiving a request for additional time to comment on the TSD, the comment period for the TSD pertaining to the energy conservation standards for miscellaneous refrigeration products is reopened until March 2, 2015.
Energy Conservation Program: Energy Efficiency Standards for Manufactured Housing
The U.S. Department of Energy (DOE) has initiated the process to develop and publish energy efficiency standards for manufactured housing, as directed by the Energy Independence and Security Act of 2007 (EISA). To facilitate this process, enhance the quality of the standards and supporting documentation, and to allow interested parties to provide comments and information, DOE is publishing this request for information (RFI). DOE specifically is interested under this RFI in receiving information that relates to solar heat gain coefficient (SHGC) and window fenestration pertaining to manufactured housing for consideration under the proposed rule that currently is in development.
Natural Gas Pipelines; Project Cost and Annual Limits
Pursuant to the authority delegated, the Director of the Office of Energy Projects (OEP) computes and publishes the project cost and annual limits for natural gas pipelines blanket construction certificates for each calendar year.
Boulder Canyon Project-Rate Order No. WAPA-171
The Western Area Power Administration (Western) is proposing to extend the existing rate-setting formula for the Boulder Canyon Project (BCP) through September 30, 2020, and adjust the annual calculation for fiscal year (FY 2016) Base Charge and Rates under proposed Rate Schedule BCP-F9 (Proposed Base Charge and Rates). The existing Rate Schedule BCP-F8 expires on September 30, 2015. This notice of proposed extension of the electric service rate-setting formula and adjustment of the base charge and rates is issued pursuant to 10 CFR part 903.23(a) and 10 CFR part 904. Publication of this Federal Register notice begins the formal process for the proposed extension of the electric service rate-setting formula and the annual calculation of the base charge and rates.
Energy Conservation Program for Consumer Products: Energy Conservation Standards for Hearth Products
The Energy Policy and Conservation Act of 1975 (EPCA), as amended, sets forth various provisions designed to improve energy efficiency for consumer products and certain commercial and industrial equipment. In addition to specifying a list of covered residential products and commercial equipment, EPCA contains provisions that enable the Secretary of Energy to classify additional types of consumer products as covered products. The U.S. Department of Energy (DOE) has previously published a proposed determination of coverage to classify gas-fired hearth products as covered consumer products under the applicable provisions in EPCA. In this document, DOE proposes an energy conservation standard for hearth products following its notice of proposed coverage determination. This proposed rule also announces a public meeting to receive comment on the proposed standard and associated analyses and results.
Quadrennial Technology Review Workshop
The Department of Energy (DOE) is conducting a comprehensive assessment of science and energy technology research, development, demonstration, and deployment (RD3) opportunities to address our nation's energy-linked economic, environmental, and security challenges. This comprehensive documentthe 2015 edition of the DOE's Quadrennial Technology Review, or QTR-2015is examining an ``all of the above'' range of energy technologies to inform the configuration of the Department's programs and priorities, industry and university engagement, and national lab activities, and will serve as a key input into the Department's forthcoming Science and Energy Plan.
National Energy Technology Laboratory; Notice of Intent To Grant Partially Exclusive License
This notice is issued in accordance with 35 U.S.C. 209(c)(1) and 37 CFR 404.7(a)(1)(i). The National Energy Technology Laboratory (NETL) hereby gives notice of its intent to grant a partially exclusive license to practice the invention described and claimed in U.S. Patent Number 8,111,059, titled ``Electric Current Locator'' to KW Associates, LLC., a small business having its principal place of business in Albany, Oregon. The patent is owned by United States of America, as represented by the Department of Energy. The prospective partially exclusive license complies with the requirements of 35 U.S.C. 209 and 37 CFR 404.7.
Energy Conservation Program: Test Procedures for Dehumidifiers
The U.S. Department of Energy (DOE) proposes to amend the test procedure proposals presented in a notice of proposed rulemaking (NOPR), published on May 21, 2014. The proposed revisions include modifications to the whole-home dehumidifier test setup and conduct, and revisions to the measurement of energy use in fan-only operation first proposed in the May 2014 NOPR. DOE also introduces a methodology to determine whole-home dehumidifier case volume, clarifies the equations used to calculate corrected relative humidity and capacity for portable and whole-home dehumidifiers, and provides additional technical corrections and clarifications. The additional proposals are to be combined with the initial proposals from May 2014.
Agency Information Collection Extension With Changes
EIA, pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years with the Office of Management and Budget (OMB), the Form EIA-111, Quarterly Electricity Imports and Exports Report.
Energy Conservation Program: Energy Conservation Standards for High-Intensity Discharge Lamps
On October 21, 2014, the U.S. Department of Energy (DOE) published a notice of proposed determination (NOPD) regarding energy conservation standards for high-intensity discharge (HID) lamps in the Federal Register. This notice tentatively determined that potential standards for three subcategories of HID lamps are either not technologically feasible or not economically justified. On December 22, 2014, DOE received a joint comment from the Appliance Standards Awareness Project (ASAP), Northwest Energy Efficiency Alliance (NEEA), the American Council for an Energy-Efficient Economy (ACEEE), and the Natural Resources Defense Council (NRDC) (Joint Comment), opposing DOE's proposed determination. This document announces a reopening of the public comment period for submitting comments and data in response to the Joint Comment. The comment period is extended to March 6, 2015.
Energy Conservation Program: Test Procedures for Fluorescent Lamp Ballasts
On October 21, 2014, the U.S. Department of Energy (DOE) issued a notice of proposed rulemaking (NOPR) to amend the test procedures for fluorescent lamp ballasts. That NOPR serves as the basis for this action. This final rule amends DOE's regulations concerning the test procedures for the measurement of energy consumption for fluorescent lamp ballasts. Specifically, these amendments clarify the requirement to use the test procedures in Appendix Q1 to demonstrate compliance with the energy conservation standards that apply to fluorescent lamp ballasts manufactured on or after November 14, 2014. These revisions follow the intent of the fluorescent lamp ballast test procedure final rule to support any new or revised energy conservation standards at the time those standards require compliance. This final rule also corrects the formula for power factor, which contained a mathematical error as adopted in that final rule.
