Notice of Request for New Information Collection: Small and Very Small Establishment Outreach Survey
In accordance with the Paperwork Reduction Act of 1995 and the Office of Management and Budget (OMB) regulations, FSIS is announcing its intention to request a new information collection to solicit feedback from small and very small establishment owners. FSIS plans to use a multi-language survey to ascertain how FSIS can better service the needs of small and very small establishments and improve outreach to them. This is a new information collection with 417 hours.
Notice of Request for Renewal of an Approved Information Collection: Salmonella Initiative Program

Redefining Bona Fide Cotton Spot Markets
On August 1, 2023, the Agricultural Marketing Service (AMS) published a rule amending the regulation that redefines two of the seven designated spot markets and changing the names of the affected markets. The amendatory language in this rule did not provide instructions necessary to effectuate the changes in the Code of Federal Regulations. This action corrects the names and definitions of the two affected cotton spot markets.

Submission for OMB Emergency Review: Hawaii Agricultural Disaster Survey
The National Agricultural Statistics Service, Department of Agriculture (NASS) submitted a request to the Office of Management and Budget (OMB) for emergency clearance and review for the Hawaii Agricultural Disaster Survey. The intent of the extended comment period is to allow the public additional time to review and provide comments on the proposed changes.
Almonds Grown in California; Amendments to the Marketing Order
This rulemaking proposes amendments to Marketing Order No. 981, which regulates the handling of almonds grown in California. The proposed amendments would modify certain marketing order provisions to facilitate orderly administration of the program. Additionally, the proposed amendments would modernize, simplify, or align language with current industry practices and definitions, and would establish authority to borrow funds. The proposal would also establish authority for the Almond Board of California (Board) to accept advanced assessments.
Newspapers Used for Publication of Legal Notices in the Southwestern Region; Arizona, New Mexico, and Parts of Oklahoma and Texas
This notice lists the newspapers that will be used by all Ranger Districts, Grasslands, Forests, and the Regional Office of the Southwestern Region to publish legal notices. The intended effect of this action is to inform interested members of the public which newspapers the Forest Service will use to publish notices of proposed actions, notices of decision, and notices of opportunity to file an objection. This will provide the public with constructive notice of Forest Service proposals and decisions, provide information on the procedures to comment or object, and establish the date that the Forest Service will use to determine if comments or objections were timely.
USDA Equity Commission; Meeting
Notice is hereby given, pursuant to the provisions of the rules and regulations of the United States Department of Agriculture (USDA) and the Federal Advisory Committee Act (FACA), that a public meeting of the USDA Equity Commission (EC or Commission), Subcommittee for Agriculture and the Rural Community Economic Development (RCED) Subcommittee will convene to continue its work reviewing USDA programs, services, and policies for the purpose of making recommendations for how the Department can improve access and advance equity. Law Enforcement; Criminal Prohibitions
The Forest Service (Forest Service or Agency), United States Department of Agriculture, is proposing to revise the Forest Service's criminal prohibitions to enhance consistency of the Forest Service's law enforcement practices with those of State and other Federal land management agencies. The Forest Service is proposing to streamline enforcement of criminal prohibitions in related to fire and use of vehicles on National Forest System roads and trails by eliminating the requirement to issue an order for enforcement.

Black Hills National Forest Advisory Board
The Black Hills National Forest Advisory Board will hold a public meeting according to the details shown below. The Board is authorized under the Forest and Rangeland Renewable Resources Planning Act of 1974, the National Forest Management Act of 1976, the Federal Lands Recreation Enhancement Act, and operates in compliance with the Federal Advisory Committee Act (FACA). Marketing Order Regulations for Almonds Grown in California
This rule implements a recommendation from the Almond Board of California (Board) to change multiple provisions in the administrative requirements prescribed under the Federal marketing order regulating the handling of almonds grown in California (Order). This action amends administrative requirements regulating quality control, exempt dispositions, and interest and late charges provisions. In addition, the rule stays two sections of the administrative requirements that define almond butter and stipulate disposition in reserve outlets by handlers to facilitate the efficient administration of the Order.

Notice of Funding Opportunity for Calendar Year 2022 Disaster Circuit Rider Technical Assistance Grants Program; Water and Environmental Programs
The Rural Utilities Service (RUS or the Agency), a Rural Development (RD) mission area of the United States Department of Agriculture (USDA), announces acceptance of applications under the Calendar Year (CY) 2022 Disaster Circuit Rider Technical Assistance (CY 2022 Disaster CRTA) Grants Program. The Agency will have up to $8,000,000 in grant funding provided through the Disaster Relief Supplemental Appropriations Act, 2023. Grant funds will be made available to qualified organizations to provide technical assistance on a national basis to rural communities and federally recognized tribes with water infrastructure systems damaged by CY 2022 Presidentially declared disasters. Purposes include supporting eligible communities, including federally recognized tribes, identified through the Presidential disaster declarations by providing on-site technical assistance to support post-disaster mitigation of eligible events, to identify and evaluate solutions to impacted water, wastewater, stormwater and solid waste challenges, help communities develop and prepare applications for water and waste loans and grants, deliver training and other resources to operators, managers, and other system personnel, and pay certain expenses associated with the provision of such services. Applicants are responsible for any expenses incurred in developing their application.

This is a revision of a currently approved information collection for Pandemic EBT (P-EBT) for the reporting burden associated with administering P-EBT. Notice of Funds Availability; 2021 Emergency Livestock Relief Program (ELRP) Phase 2
The Farm Service Agency (FSA) is issuing this notice announcing ELRP Phase 2. This document provides the eligibility requirements and payment calculation for the second phase of ELRP assistance. ELRP Phase 2 will provide assistance to eligible livestock producers for the loss of the value of winter forage from the deterioration of grazing cover due to a qualifying drought or wildfire during the 2021 normal grazing period, which has been exacerbated by a continued lack of precipitation. This document also makes a correction and amendment to ELRP Phase 1.

Notice of Funds Availability; Emergency Livestock Relief Program (ELRP) 2022
The Farm Service Agency (FSA) is issuing this notice announcing ELRP 2022. This document provides the eligibility requirements and payment calculation for ELRP 2022 assistance. ELRP 2022 will provide payments to producers who faced increased supplemental feed costs as a result of forage losses due to a qualifying drought or wildfire in calendar year 2022, using data already submitted to FSA through the Livestock Forage Disaster Program (LFP).
Importation of Live Dogs for Resale From Regions Where African Swine Fever Exists or Is Reasonably Believed to Exist
We are proposing to amend the regulations to establish requirements regarding the importation of live dogs for resale, whether through retail or wholesale channels or fee-based adoption, from regions where African swine fever (ASF) exists or is reasonably believed to exist. These regulations are necessary because dogs imported from ASF-affected countries for resale purposes, along with bedding, represent a potential risk for the introduction of ASF into the United States. This action would address that risk.
Sanders Resource Advisory Committee

Notice of Decision To Authorize the Importation of Fresh Baby Kiwi Fruit From France Into the Continental United States
We are advising the public of our decision to authorize the importation of fresh baby kiwi fruit from France into the continental United States. Based on findings of a pest risk analysis, which we made available to the public for review and comment through a previous notice, we have determined that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh baby kiwi fruit from France.
Child Nutrition Programs: Community Eligibility Provision-Increasing Options for Schools
This final rule amends the Community Eligibility Provision (CEP) regulations by lowering the minimum identified student percentage (ISP) from 40 percent to 25 percent. Lowering the minimum ISP will give States and schools greater flexibility to offer meals to all enrolled students at no cost when financially viable. As a result of this rule, more schools are eligible to participate in CEP and experience the associated benefits, such as increasing students' access to healthy, no-cost school meals; eliminating unpaid meal charges; reducing stigma; and streamlining Program administration and meal service operations.
Notice of Intent To Reinstate a Previously Approved Information Collection
In accordance with the Paperwork Reduction Act of 1995, this notice announces the intention of the National Agricultural Statistics Service (NASS) to request the reinstatement, with changes, to a previously approved information collection, the Conservation Effects Assessment Project (CEAP) Survey. The U.S. Department of Agriculture's (Department's) National Agricultural Library (NAL) announces virtual listening sessions to receive public comments, recommendations, and suggestions on the Department's planned response to new White House Office of Science and Technology Policy (OSTP) guidance on access to the results of federally-funded research. The Department's plan and policies apply to the results of research funded wholly or in part by any USDA component agency. This effort to obtain input regarding implementation of federal public access requirements will be carried out through online and virtual submission mechanisms. Stakeholder input received from the two mechanisms will be treated equally.
Upper Lake Ranger District; California; Pine Mountain Late-Successional Reserve Habitat Protection and Enhancement Project; Withdrawal of Draft Environmental Impact Statement
The Mendocino National Forest is withdrawing its draft environmental impact statement (DEIS) for the Pine Mountain Late- Successional Reserve Habitat Protection and Enhancement Project on the Upper Lake Ranger District. The Mendocino National Forest's decision to withdraw the DEIS is due to major changes to the landscape after the 2018 Ranch Fire. Multiple challenges delayed the publication of this notification including the government furlough in 2019, Covid pandemic starting in 2020, the 2020 1-million-acre August Complex wildfire and a shift in forest priorities to recover the acres burned in the August Complex.

Notice of Stakeholder Listening Session Regarding Administration of the Veterinary Medicine Loan Repayment Program and Veterinary Services Grant Program
USDA National Institute of Food and Agriculture (NIFA) announces its stakeholder listening initiative, ``NIFA Listens Regarding Administration of the Veterinary Medicine Loan Repayment Program (VMLRP) and the Veterinary Services Grant Program (VSGP).'' The objectives of the programs are to help veterinarians offset educational debt in return for food animal veterinary services, to ensure food animal veterinary services are available in priority shortage situation areas, and to support training of veterinary students, interns, and residents. As part of the stakeholder input process, NIFA is conducting a public meeting to solicit comments regarding the administration of the programs and the processes developed and implemented since the conclusion of the first application and award cycle (September 2010 for the VMLRP and September 2016 for the VSGP). Input collected will be used to evaluate and improve processes for shortage situation nominations, shortage area designations and allocations, full-time equivalent requirements, notice of funding opportunities, application processing, processes for matching shortage areas with applicants, and award requirements.
Hiawatha National Forest Resource Advisory Committee

Information Collection Requests; Generic Clearance for the Collection of Qualitative Customer Feedback on the Service Delivery (0560-0286)
In accordance with the Paperwork Reduction Act (PRA), the Farm Production and Conservation (FPAC) is requesting comments from all interested individuals and organizations on an extension of a currently approved Generic Clearance for the Collection of Qualitative Customer Feedback on the Service Delivery (0560-0286). The Farm Service Agency (FSA) initially received the PRA approval for this information collection request and has expanded it to cover all four of the agencies in the U.S. Department of Agriculture (USDA) Farm Production and Conservation (FPAC) mission area. FPAC uses the approval to cover the surveys, window pop-up surveys, focus groups, beta testing new or revised electronic systems, comment cards, and other information collection instruments or methods, which are designed to get customer feedback on service delivery for various programs administered by any of the FPAC agencies. This request for approval broadly addresses the need for information about what our customers think of our services so that we can improve service delivery; specific information collection activities will be incorporated into the approval as the need for the information is identified. For example, when we implement a new program and provide information about the services for the program on our website, we may provide a voluntary customer service questionnaire about how well the program is working for our customers, specifically within the area of customer service.
