Recreation fee revenues collected at the new recreation fee site would be used for operation, maintenance, and improvement of the new site. Recreation fee revenues collected from the new annual pass would be used for operation, maintenance, and improvement of the standard amenity recreation fee sites listed in the SUPPLEMENTARY INFORMATION section of this notice. An analysis of nearby recreation fee sites with similar amenities shows the recreation fees that would be charged at the new recreation fee site and the fees collected from the annual pass are reasonable and typical of similar recreation fee sites in the area.

We are revising the regulations to designate the State of Alabama as a commercial citrus-producing area in the current citrus canker regulations, and to update the scientific name for citrus canker used in the regulations. The State of Alabama has stated that it has commercial citrus production in the State, and the scientific name used in the regulations for citrus canker is obsolete and no longer used. These actions will update the regulations in order to provide Alabama protections that are afforded under the regulations to commercial citrus-producing States and be current as to the scientific name for citrus canker.

This final rule amends the regulations under the Packers and Stockyards Act, 1921 (Act), to add disclosures and information that live poultry dealers engaged in the production of broilers must furnish to poultry growers with whom dealers make poultry growing arrangements. The rule also establishes additional disclosure requirements for live poultry dealers engaged in the production of broilers who use poultry grower ranking systems to determine settlement payments for broiler growers. These requirements add targeted transparency to the market for grower services that will inhibit deceptive practices related to broiler contracting and performance. The Act protects fair trade, financial integrity, and competitive markets for livestock, meat, and poultry.

In accordance with the Paperwork Reduction Act of 1995, this notice announces the intention of the National Agricultural Statistics Service (NASS) to request approval to revise and extend a currently approved information collection to gather data related to water usage for North Carolina agricultural operations that likely use between 10,000 and 1,000,000 gallons per day. Revision to burden hours will be needed due to changes in the size of the sample frame and/or questionnaire length.
