The Subcommittee on Aquaculture (SCA) is seeking public comment on a draft outline of the Strategic Plan for Aquaculture Economic Development (SPAED), and information on a planned update to the 1983 National Aquaculture Development Plan (NADP). The SCA is a statutory subcommittee that operates under the Committee on Environment of the National Science and Technology Council (NSTC) under the Office of Science and Technology Policy in the Executive Office of the President [National Aquaculture Act of 1980 (Pub. L. 96-362. 94 Stat. 1198, 16 U.S.C. 2801, et seq.) and the National Aquaculture Improvement Act of 1985 (Pub. L. 99-198, 99 Stat. 1641)]. In May of 2020, the SCA established a Task Force charged with developing the SPAED, and this Task Force is seeking public comment on a draft outline regarding the goals and objectives to be included. The draft outline is available at https://www.ars.usda.gov/SCA/. In addition, the National Aquaculture Act of 1980 required select federal agencies to develop, and update as necessary, the NADP. Last completed in 1983, the NADP describes aquaculture-associated technologies, problems, and opportunities in the United States and its territories. It recommends actions to solve problems, and analyzes the social, environmental, and economic impacts of growth in aquaculture. As announced in the Federal Register in August 2021, the SCA is updating the NADP, which will incorporate by reference the final and any subsequent updated versions of the National Strategic Plan for Aquaculture Research (NSPAR), the Strategic Plan to Enhance Regulatory Efficiency in Aquaculture (SPEREA), and the SPAED. The NSPAR and the SPEREA are in the final stages of review. Draft versions can be found at www.ars.usda.gov/sca, where final versions will be posted once approved. The SCA is seeking comments on additional topics to be covered in the NADP.

This Notice announces that the Rural Business-Cooperative Service (Agency) is accepting applications for the Value-Added Producer Grant (VAPG) program. Approximately $17 million is currently available in Fiscal Year (FY) 2022 along with about $2.75 million in COVID-19 relief funds carried over from the Consolidated Appropriations Act, 2021 (the FY 2021 Appropriations Act) for a total of $19.75 million in funding. The Agency may also utilize any funding that becomes available through enactment of the FY 2022 appropriations. The Agency will publish the program funding level on the Rural Development website, https://www.rd.usda.gov/newsroom/federal-funding-opportunitie s. The COVID-19 relief funds allow for a reduced cost- share match of 10 percent of the grant amount (i.e., at least $1 from the applicant for every $10 in Agency grant funds) for these funds during the public health emergency. In the event the public health emergency ends, applicants would have to meet the VAPG program statutory match of 100 percent of the grant for these funds. You are not required to demonstrate how your business operations were impacted by the COVID-19 pandemic.

The Rural Utilities Service (RUS) announces that a Draft Environmental Impact Statement (EIS) for a project proposed by Badger State Solar, LLC is available for public review and comment. RUS is publishing the Draft EIS to inform interested parties and the general public about the project proposal and to invite the public to comment on the scope, Proposed Action, and other issues addressed in the Draft EIS. The Draft EIS was prepared in accordance with the National Environmental Policy Act of 1969 (NEPA), as amended, Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of NEPA, and RUS, Environmental Policies and Procedures and evaluates the potential direct, indirect, and cumulative environmental effects related to providing financial assistance for the Badger State Solar, LLC's Alternating Current solar project (Project). Badger State Solar intends to request financial assistance from RUS for the Proposed Action and information contained in the EIS will serve as a basis for the decision regarding whether to provide the requested financial assistance. RUS has determined that its action regarding the Proposed Action is an undertaking subject to review under Section 106 of the National Historic Preservation Act and its implementing regulation, ``Protection of Historic Properties'' and as part of its broad environmental review process, RUS must take into account the effect of the Proposed Action on historic properties. This final rule amends the United States Department of Agriculture's (USDA) organic regulations to implement recommendations from the National Organic Standards Board (NOSB). The rule prohibits fourteen nonorganic ingredients, which are currently allowed in the manufacture of organic processed products. The rule also prohibits two substances (vitamin B1 and procaine), which are currently allowed in organic crop and livestock production. Finally, the rule renews an allowance for two substances (oxytocin and sucrose octanoate esters) in organic production.

The Superior Resource Advisory Committee (RAC) will hold a virtual meeting by phone and/or video conference. The committee is authorized under the Secure Rural Schools and Community Self- Determination Act (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act, as well as to make recommendations on recreation fee proposals for sites on the Superior National Forest within three Counties, consistent with the Federal Lands Recreation Enhancement Act. The United States Department of Agriculture's (USDA) Agricultural Marketing Service (AMS) is inviting manufacturers of automated imaging instrumentation to partner in cooperative research and development efforts to determine broken kernels, whole kernels, and milling yield, in percentage by mass, in short-, medium-, and long- grain milled rice. The goal is to develop a commercially available instrument that can be used in providing official inspection results at AMS field offices and official service provider locations. Manufacturers must be willing to enter into a cooperative research and development agreement that includes mutually agreed upon roles and responsibilities, providing a suitable instrument, and providing technical expertise to facilitate the development of algorithms and/or calibrations. AMS will provide the rice samples and inspection expertise necessary to facilitate method development efforts and assess whether the instrument is fit for the intended purpose.

This final rule terminates the Federal marketing order regulating the handling of Irish potatoes grown in Washington, and the rules and regulations issued thereunder. The marketing order is administered locally by the State of Washington Potato Committee (Committee), which unanimously recommended its termination at a meeting held on June 11, 2020. This recommendation is based on the Committee's determination that the marketing order is no longer an effective marketing tool for the Washington potato industry and that termination best serves the current needs of the industry by eliminating the costs associated with its operation.
