Currently, CNCS is soliciting comments concerning its proposed surveys to be conducted for its Process Evaluation of the Social Innovation Fund (SIF) Pay for Success (PFS) Grant Program. The study involves two major survey data collection activities: (1) Grantee Survey, and (2) Subgrantee/Subrecipient Survey. CNCS funded eight grantees in 2014 to provide technical assistance to community organizations and state or local government agencies (referred to as subgrantees/subrecipients) to assist them to determine feasibility of implementing PFS projects in a particular state or locality and to negotiate the terms and structure of the PFS deals (for PFS projects determined feasible). CNCS expects to fund approximately four additional grantees in 2015 and potentially an additional six grantees in 2016 (pending continuation of the grant program). Each grantee is expected to receive three years of funding. Responses will be collected from all current and future SIF PFS grantees and their subgrantees/ subrecipients annually for the duration of their SIF PFS funding. The completion of this information collection is not required to be considered for or to obtain grant funding support from the SIF PFS program. The evaluation will examine the extent to which multiple streams of national service are integrated and complement one another in each project; determine whether and how community capacity is being developed and sustained; and examine the Operation AmeriCorps grant making process to determine if this type of grant could be successfully used in future grants competitions. Researchers from CNCS will collect qualitative and quantitative data from grantees and their partners, AmeriCorps members, member supervisors, and program beneficiaries. Operation AmeriCorps grantees are required to participate in the evaluation as a condition of grant award. The Department of State amends the Schedule of Fees for Consular Services (Schedule) for certain passport fees and citizenship services fees. More specifically, the rule amends the passport book application services fee and passport book security surcharge. The Department is adjusting these fees in light of the findings of the most recent annual update to the Cost of Service Model to ensure that the fees for consular services better align with the costs of providing those services. The passport fee changes will not alter the total fee paid by passport customers. The rule also renames the ``Administrative Processing of Formal Renunciation of U.S. Citizenship'' fee, as the ``Administrative Processing of Request for Certificate of Loss of Nationality'' fee, applying the fee to any request for a Certificate of Loss of Nationality whether the individual has relinquished nationality by taking an oath of renunciation or by voluntarily and intentionally performing another potentially expatriating act specified by statute.

A determination has been made that a number of foreign persons have engaged in activities that warrant the imposition of measures pursuant to Section 3 of the Iran, North Korea, and Syria Nonproliferation Act. The Act provides for penalties on foreign entities and individuals for the transfer to or acquisition from Iran since January 1, 1999; the transfer to or acquisition from Syria since January 1, 2005; or the transfer to or acquisition from North Korea since January 1, 2006, of goods, services, or technology controlled under multilateral control lists (Missile Technology Control Regime, Australia Group, Chemical Weapons Convention, Nuclear Suppliers Group, Wassenaar Arrangement) or otherwise having the potential to make a material contribution to the development of weapons of mass destruction (WMD) or cruise or ballistic missile systems. The latter category includes (a) items of the same kind as those on multilateral lists but falling below the control list parameters when it is determined that such items have the potential of making a material contribution to WMD or cruise or ballistic missile systems, (b) items on U.S. national control lists for WMD/missile reasons that are not on multilateral lists, and (c) other items with the potential of making such a material contribution when added through case-by-case decisions.

Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), E. O. 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236-3 of August 28, 2000 (and, as appropriate, Delegation of Authority No. 257 of April 15, 2003), I hereby determine that the objects to be included in the exhibition ``Vatican Splendors,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to a loan agreement with the foreign owner or custodian. I also determine that the exhibition or display of the exhibit objects at The Franklin Institute, Philadelphia, Pennsylvania, from on or about September 19, 2015, until on or about February 15, 2016, at The Ronald Reagan Presidential Library and Museum, Simi Valley, California, from on or about March 6, 2016, until on or about August 28, 2016, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these Determinations be published in the Federal Register.

The Department of State announces the renewal of the Charter of the International Security Advisory Board (ISAB). The purpose of the ISAB is to provide the Department with a continuing source of independent insight, advice, and innovation on all aspects of arms control, disarmament, nonproliferation, and international security and related aspects of public diplomacy. The ISAB will remain in existence for two years after the filing date of the Charter unless terminated or renewed sooner. For more information, contact Christopher M. Issuance of a Presidential Permit to Plains Pipeline, L.P.

The Department of State issued a Presidential Permit to Plains Pipeline, L.P. on August 3, 2015 to connect, operate, and maintain existing pipeline facilities acquired by that company at the border of the United States and Canada for the transport of crude oil between the United States and Canada. The Department of State determined that issuance of this permit would serve the national interest. In making this determination and issuing the permit, the Department of State followed the procedures established under Executive Order 13337, and provided public notice and opportunity for comment.

As required by the Federal Advisory Committee Act, Public Law 92-463, the Department of State gives notice of a meeting of the Advisory Committee on International Postal and Delivery Services. This Committee will meet on Wednesday, September 9, 2015, from 1:00 p.m. to 5:00 p.m. Eastern Time at the American Institute of Architects, Board Room, 1735 New York Avenue NW., Washington, DC 20006. Any member of the public interested in providing input to the meeting should contact Ms. Shereece Robinson, whose contact information is listed below (see the For Further Information section of this notice). Each individual providing oral input is requested to limit his or her comments to five minutes. Requests to be added to the speakers list must be received in writing (letter or email) prior to the close of business on Wednesday, September 2, 2015; written comments from members of the public for distribution at this meeting must reach Ms. Robinson by letter or email this same date. A member of the public requesting reasonable accommodation should also make their request to Ms. Robinson by September 2. Requests received after that date will be considered but might not be able to be fulfilled. The agenda of the meeting will include: Consideration of postal terminal dues, customs treatment of mail, and Universal Postal Union institutional issues.
