We are announcing that U.S. Customs and Border Protection and the Animal and Plant Health Inspection Service (APHIS) have developed a pilot plan to test and assess the International Trade Data System for the electronic submission of Lacey Act import declaration data. The pilot test will use the APHIS Partner Government Agency (PGA) Message Set and the Automated Broker Interface to transmit, and the Automated Commercial Environment to process, trade data required by the Lacey Act for the importation of plant and paper products. Under this test, PGA Message Set data may be submitted only for Lacey Act import declarations filed at certain ports.

The Agricultural Marketing Service (AMS) announces a pilot test of the International Trade Data System (ITDS) involving the electronic submission of data related to importations of fruits, vegetables, and specialty crops regulated by AMS, using the Partner Government Agency (PGA) Message Set component of the Automated Commercial Environment (ACE). The submission of this information is required under Sec. 608e (section 8e) of the Agricultural Marketing Agreement Act of 1937. The pilot program will test the electronic transmission of AMS data through the U.S. Customs and Border Protection's (CBP's) Automated Commercial Environment (ACE) program known as the Partner Government Agency (PGA) Message Set. This data will be transmitted for review by AMS' Compliance and Enforcement Management System (CEMS). CBP's PGA Message Set enables importers and brokers to electronically transmit data required by AMS directly to ACE. This electronic process will replace the paper-based process currently used. This notice also invites importers and brokers who are importing commodities subject to section 8e regulations to request participation in this AMS pilot and invites public comment on any aspects of the pilot.

The Hood-Willamette Resource Advisory Committee (RAC) will meet in Salem Oregon. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act. This notice announces a forthcoming meeting of The Council for Native American Farming and Ranching (CNAFR), a public advisory committee of the Office of Tribal Relations (OTR). Notice of the meetings are provided in accordance with section 10(a)(2) of the Federal Advisory Committee Act, as amended, (5 U.S.C. Appendix 2). This will be the fourth meeting of the 2014-2016 CNAFR and will consist of, but not limited to: Hearing public comments, update of USDA programs and activities, and discussion of committee priorities. This meeting will be open to the public.

A public hearing is being held to consider and take evidence on a proposal that would establish a Federal milk marketing order to regulate the handling of milk in California. The proposed marketing area would incorporate the entire state of California. USDA received four proposals from interested parties, some that include certain milk pricing and pooling provisions not found in current Federal milk orders. The proposals incorporate the same dairy product classification system used throughout the Federal milk marketing order system. Additional features would recognize California quota premium and fluid milk fortification values. The proposals noticed herein would not modify any existing Federal milk marketing orders.

We are affirming our earlier determination that it was necessary to immediately amend hot water treatment schedule T102-a in the Plant Protection and Quarantine Treatment Manual to extend the applicability of the treatment to additional mango commodities. In a previous notice, we made available to the public for review and comment a treatment evaluation document that described the revised treatment schedule and explained why we have determined that it is effective at neutralizing certain target pests.

This notice announces a fee of $250 to be charged for the 2016 tariff-rate quota (TRQ) year for each license issued to a person or firm by the Department of Agriculture authorizing the importation of certain dairy articles, which are subject to tariff-rate quotas set forth in the Harmonized Tariff Schedule (HTS) of the United States.

This rule implements an amendment to the general regulations for federal fruit, vegetable, and specialty crop marketing agreements and marketing orders that would accentuate the applicability of U.S. antitrust laws to marketing order programs' domestic and foreign activities. This action advises marketing order board and committee members and personnel of the restrictions, limitations, and liabilities imposed by those laws.

The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture (USDA), announces that it is accepting applications for fiscal year (FY) 2015 for the Rural Broadband Access Loan and Loan Guarantee program (the Broadband Program). RUS has published on its Web site https://www.rd.usda.gov/newsroom/notices- solicitation-applications-nosas the amount of funding received through the final appropriations act. In addition to announcing the application window, RUS announces the minimum and maximum amounts for broadband loans for FY 2015. This Notice is to invite applications for grants to provide technical assistance for rural transportation (RT) systems under the Rural Business Development Grant (RBDG) program pursuant to 7 CFR part 4280, subpart E, 2 CFR chapter IV and 2 CFR part 200 for fiscal year (FY) 2015. Funding shall be made available to qualified national organizations to provide technical assistance for rural transportation (RT) systems and for RT systems to Federally Recognized Native American Tribes' (FRNAT) (collectively ``Programs'') from funds appropriated for the RBDG program. The Rural BusinessCooperative Service (RBS) will administer these awards under the RBDG program and 7 U.S.C. 1932(c) for FY 2015. This Notice is subject to the terms and funds for the Programs made available in the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235) (FY 2015 appropriation). All applicants are responsible for any expenses incurred in developing their applications.

The USDA intends to renew the Fruit and Vegetable Industry Advisory Committee (Committee) for a two-year term from 2015-2017. The purpose of the Committee is to examine the full spectrum of issues faced by the fruit and vegetable industry and provide suggestions and ideas to the Secretary of Agriculture on how USDA can tailor its programs to better meet the fruit and vegetable industry's needs. The Committee is necessary and is in the public interest.

The Grain Inspection, Packers and Stockyards Administration (GIPSA) is taking several actions to post and depost stockyards under the Packers and Stockyards Act (P&S Act). Specifically, we are proposing that 17 stockyards now operating subject to the P&S Act be posted. We are also posting eight stockyards that were identified previously as operating subject to the P&S Act and deposting one stockyard that no longer meets the definition of a stockyard.

As part of the National Institute of Food and Agriculture's (NIFA) strategy to implement section 7404 of Public Law 113-79, the Agricultural Act of 2014, NIFA is soliciting topics from eligible commodity board entities (Federal and State-level commodity boards, as defined below) which they are willing to equally co-fund with NIFA. Such topics must relate to the established priority areas of the Agriculture and Food Research Initiative Competitive Grants Program (AFRI) to be considered for inclusion in future AFRI Requests for Applications (RFAs). Commodity boards are those entities established under a commodity promotion law (as such term is defined under section 501(a) of the Federal Agriculture Improvement and Reform Act of 1996 (7 U.S.C. 7401(a))) or a State commodity board (or other equivalent State entity). See the SUPPLEMENTARY INFORMATION section of this Notice under the heading ``Eligibility for Submitting Topics'' for further information. If proposed topics are accepted for inclusion in an AFRI RFA after evaluation by NIFA, they will be incorporated into AFRI competitive grants program RFAs. As a condition of funding grants in a topic, NIFA will require an agreement with the commodity board to provide funds that are equal to the amount NIFA is contributing under the agreed upon topic. This Notice invites topic submissions from commodity boards as defined above, outlines the process NIFA will use to evaluate the appropriateness of these topics for inclusion in AFRI RFAs, and describes the commitment commodity boards will be required to make in order for NIFA to jointly fund AFRI applications competitively selected for award within a topic area submitted by the commodity boards.
