As required by the Privacy Act of 1974, as amended, the RRB is issuing a public notice in the Federal Register of its intent to renew an ongoing computer matching program. In this match, we provide certain Medicare and benefit rate information to state agencies allowing them to review and if necessary, adjust amounts of benefits in their public assistance programs as well as to coordinate Medicare/Medicaid payments for public assistance recipients. The purpose of this notice is to advise individuals receiving benefits under the Railroad Retirement Act that the RRB plans to share this computer matching data with state agencies.

The Commission is noticing a recently-filed Postal Service notice announcing a proposal to include, for no additional charge, insurance up to $100 on most Priority Mail pieces. This notice addresses procedural steps associated with this filing.

Notice is hereby given that the U.S. International Trade Commission has determined not to review an initial determination (``ID'') (Order No. 20) of the presiding administrative law judge (``ALJ'') denying respondent's motion for sanctions and granting complainants' motion to terminate the above-referenced investigation in its entirety. This final rule is another step in our continual efforts to handle workloads more effectively and efficiently. We are publishing final rules for portions of the rules we proposed in October 2007 that relate to persons, other than the claimant or any other party to the hearing, appearing by telephone. We are also clarifying that the administrative law judge (ALJ) will allow the claimant or any other party to a hearing to appear by telephone under certain circumstances when the claimant or other party requests to make his or her appearance in that manner. We expect that these final rules will make the hearings process more efficient and help us continue to reduce the hearings backlog. In addition, we made some minor editorial changes to our regulations that do not have any effect on the rights of claimants or any other parties.

The U.S. Nuclear Regulatory Commission (NRC) is considering an application for the renewal of Facility Operating License No. R-103 (``Application''), which currently authorizes the Curators of the University of MissouriColumbia (the licensee) to operate the Missouri University Research Reactor (MURR) at a maximum steady-state thermal power of 10 megawatts (MW). The renewed license would authorize the licensee to operate the MURR up to a steady-state thermal power of 10 MW for an additional 20 years from the date of issuance.

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501-3520), the Federal Communications Commission invites the general public and other Federal agencies to take this opportunity to comment on the following information collections. The U.S. Nuclear Regulatory Commission (NRC) is amending its security regulations for the transport of irradiated reactor fuel (the terms ``irradiated reactor fuel'' and ``spent nuclear fuel'' are used interchangeably in this rule). This rulemaking establishes generically applicable security requirements similar to the requirements currently imposed by NRC Order EA-02-109, ``Issuance of Order for Interim Safeguards and Security Compensatory Measures for the Transportation of Spent Nuclear Fuel Greater than 100 Grams.'' This rulemaking also establishes performance standards and objectives for the protection of spent nuclear fuel (SNF) shipments from theft, diversion, or radiological sabotage. Additionally, this rulemaking addresses, in part, a 1999 petition for rulemaking from the State of Nevada (PRM-73- 10) that requests the NRC to strengthen the regulations governing the security of SNF shipments against malevolent acts. This rule will apply to each NRC licensee who transports, or delivers to a carrier for transport SNF.

Based on comments received in response to its Advance Notice of Proposed Rulemaking (``ANPR''), the Commission proposes amending the rules and regulations under the Textile Fiber Products Identification Act (``Textile Rules'' or ``Rules'') to: Incorporate the updated ISO standard 2076:2010(E); allow certain hang-tags that do not disclose the product's full fiber content information; better address electronic commerce by amending the definition of the terms invoice and invoice or other paper; update the guaranty provisions by, among other things, replacing the requirement that suppliers provide a guaranty signed under penalty of perjury with a certification that must be renewed annually, and revising accordingly the form used to file continuing guaranties with the Commission under the Textile, Fur, and Wool Acts; and clarify several other provisions. The Commission seeks comment on these proposals and several remaining issues.
