Request for Substantive Comments on the EAC's Proposed Requirements for Version 1.1 of the Voluntary Voting System Guidelines (VVSG)
The Help America Vote Act of 2002 (HAVA) (Pub. L. 107-252; 42 U.S.C. 15301 et seq. (October 29, 2002)) established the U.S. Election Assistance Commission (EAC). Section 202 of HAVA directs the EAC to adopt voluntary voting system guidelines (VVSG) and to provide for the testing, certification, decertification, and recertification of voting system hardware and software. The VVSG provides specifications and standards against which voting systems can be tested to determine if they provide basic functionality, accessibility, and security capabilities. As required by Section 222 (d) of HAVA, the EAC is publishing a set of proposed requirements (Voluntary Voting System Guidelines, 1.1) for the testing of voting systems for a 90 day public comment period.

Public Availability of General Services Administration FY 2012 Federal Activities Inventory Reform (FAIR) Act Inventory
In accordance with the FAIR Act of 1998, Public Law 105-270, and Office of Management and Budget (OMB) Circular A-76, GSA is publishing this notice to advise the public of the availability of the FY 2012 FAIR Act Inventory. This inventory provides information on commercial and inherently governmental activities performed by GSA employees. The inventory has been developed in accordance with guidance issued on March 26, 2012 by the OMB's Office of Federal Procurement Policy (OFPP). Adoption of Updated EDGAR Filer Manual
The Securities and Exchange Commission (the Commission) is adopting revisions to the Electronic Data Gathering, Analysis, and Retrieval System (EDGAR) Filer Manual and related rules to reflect updates to the EDGAR system. The revisions are being made primarily to support submission of Confidential Registration Statements; require Form ID authentication documents in PDF format; automate LTID generation for Large Trader registrations; support minor updates to Form D; remove superseded XBRL Taxonomies; remove the OMB expiration date from Form TA-1, TA-2, TA-W, 25-NSE; and request of unused funds. The EDGAR system is scheduled to be upgraded to support this functionality on July 2, 2012.
Clarification of Submission of Requests for Relief or Alternatives From the Regulatory Requirements Pertaining to Codes and Standards
The U.S. Nuclear Regulatory Commission (NRC or the Commission) is seeking public comment on a draft regulatory issue summary (RIS) that provides information on requests for alternatives to and relief from the regulatory requirements pertaining to Codes and Standards. The draft RIS also provides clarification when relief is requested by licensees and applicants where American Society of Mechanical Engineers Code requirements are determined impractical, and when proposed alternatives to the regulations are submitted to the NRC.
Maximum Per Diem Rates for the Continental United States (CONUS)
The General Services Administration's (GSA) Fiscal Year (FY) 2013 per diem review has resulted in lodging and meal allowance changes for certain locations within the continental United States (CONUS) to provide for reimbursement of Federal employees' expenses covered by per diem. All current non-standard area (NSA) lodging per diem rates will remain at FY 2012 levels for FY 2013. The standard lodging per diem rate of $77 will also continue to remain the same for FY 2013. The meals and incidental expense tiers remain unchanged for FY 2013 and range from $46-$71. GSA identified 10 new NSAs: Bakersfield/Ridgecrest, California (Kern County); Stockton, California (San Joaquin County); Hancock and Pearl River Counties in Mississippi; Sidney/Glendive, Montana (Richland and Dawson Counties); Dickinson/Beulah, North Dakota (Stark, Mercer, and Billings Counties); Minot, North Dakota (Ward County); Williston, North Dakota (Williams, Mountrail, and McKenzie Counties); Carlsbad, New Mexico (Eddy County); Watertown, New York (Jefferson County); and Pasco, Washington (Franklin County). The CONUS per diem rates prescribed in Bulletin 13-01 may be found at www.gsa.gov/perdiem. GSA bases the lodging rates on the average daily rate that the lodging industry reports to an independent organization. If a lodging rate or a per diem rate is insufficient to meet necessary expenses in any given location, Federal executive agencies can request that GSA review that location. In addition, the Federal Travel Regulation allows for actual expense reimbursement as provided in Sec. Sec. 301-11.300 through 301- 11.306.

Strategic Management Program; Fiscal Year 2013-2016 Strategic Plan
This notice is in accordance with OMB Circular A-11, Section 210.3(b), Consultation and Outreach, which requires that the NTSB solicits comments on the proposed strategic plan to be published by October 2012. All interested parties are invited to submit comments regarding this proposed strategic plan. As background, the NTSB's 2010-2015 strategic plan was published in January 2010. This document updates that plan, incorporating a revised mission statement, expanded core values including diversity and inclusion in the workplace, streamlined strategic goals and objectives, and updated key priority performance indicators to measure overall success of agency objectives. Submission for OMB Review; Comment Request: Requirements for Baby-Bouncers and Walker-Jumpers
In the Federal Register of June 20, 2012 (77 FR 3700), the Consumer Product Safety Commission (CPSC or Commission) published a notice in accordance with provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35) to announce the CPSC's intention to seek extension of approval of the collection of information in the requirements for baby-bouncers and walker-jumpers in regulations codified at 16 CFR 1500.18(a)(6) and 1500.86(a)(4). No comments were received in response to that notice. Therefore, by publication of this notice, the Commission announces that it has submitted to the Office of Management and Budget (OMB) a request for extension of approval of this collection of information, without change.

Eliminating the Prohibition Against General Solicitation and General Advertising in Rule 506 and Rule 144A Offerings
We are proposing amendments to Rule 506 of Regulation D and Rule 144A under the Securities Act of 1933 to implement Section 201(a) of the Jumpstart Our Business Startups Act. The proposed amendment to Rule 506 would provide that the prohibition against general solicitation and general advertising contained in Rule 502(c) of Regulation D would not apply to offers and sales of securities made pursuant to Rule 506, provided that all purchasers of the securities are accredited investors. The proposed amendment to Rule 506 would also require that, in Rule 506 offerings that use general solicitation or general advertising, the issuer take reasonable steps to verify that purchasers of the securities are accredited investors. The proposed amendment to Rule 144A(d)(1) would provide that securities may be offered pursuant to Rule 144A to persons other than qualified institutional buyers, provided that the securities are sold only to persons that the seller and any person acting on behalf of the seller reasonably believe are qualified institutional buyers. We are also proposing to revise Form D to add a separate check box for issuers to indicate whether they are using general solicitation or general advertising in a Rule 506 offering.
Amendments to Commodity Pool Operator and Commodity Trading Advisor Regulations Resulting From the Dodd-Frank Act
The Commodity Futures Trading Commission (Commission) is amending its regulations governing the operations and activities of commodity pool operators (CPOs) and commodity trading advisors (CTAs) in order to have those regulations reflect changes made to the Commodity Exchange Act (CEA) by the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act).
