Meeting of the Assembly of the Administrative Conference of the United States
Pursuant to the Federal Advisory Committee Act (Pub. L. 92- 463), notice is hereby given of a meeting of the Assembly of the Administrative Conference of the United States to consider proposed recommendations which deal with: (1) Innovations in e-rulemaking, (2) international regulatory cooperation, (3) the Federal Advisory Committee Act, and (4) incorporation by reference. To facilitate public participation, the Conference is inviting public comment on the recommendations that will be considered at the meeting.

Notice is hereby given of a public meeting of the Committee on Regulation of the Assembly of the Administrative Conference of the United States (ACUS). The meeting will involve discussion of research conducted by Professor Wendy E. Wagner for ACUS's ``Science in the Administrative Process'' project. The committee will meet via a virtual, online Web forum extending over a period of approximately six weeks. Committee members will discuss Professor Wagner's research by posting comments to the forum and reading comments submitted to the forum by other persons. Adoption of Recommendations
The Administrative Conference of the United States adopted four recommendations at its Fifty-fourth Plenary Session. The appended recommendations address electronic rulemaking, rulemaking comments, contractor ethics, and video hearings.

Notice of Public Meeting of the Assembly of the Administrative Conference of the United States
Pursuant to the Federal Advisory Committee Act (Pub. L. 92- 463), notice is hereby given of a meeting of the Assembly of the Administrative Conference of the United States to consider proposed recommendations which deal with: (1) Legal issues arising from e- Rulemaking, (2) Federal government rulemaking procedures for dealing with public comments, (3) Federal agency use of video hearings in managing high-volume caseloads, and (4) enhanced ethics requirements for contractors that do business with the government. To facilitate public participation, the Conference is inviting public comment on the recommendations that will be considered at the meeting.

Agency Information Collection Activities: Proposed Collection; Comment Request; Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery
As part of a Federal Government-wide effort to streamline the process of seeking feedback from the public on service delivery, the Administrative Conference of the United States (``ACUS'' or ``the Conference'') has submitted a Generic Information Collection Request (Generic ICR): ``Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery'' to OMB for approval under the Paperwork Reduction Act (PRA) (44 U.S.C. 3501 et seq.).

Notice of Public Meeting of the Committee on Administration and Management
Notice is hereby given that the Administrative Conference of the United States will host a public meeting of the Committee on Administration and Management of the Assembly of the Conference on Wednesday, March 16, 2011 from 9 a.m. to 12 noon to consider a draft recommendation concerning the ethics rules applicable to government contractors and their employees. To facilitate public participation, the Administrative Conference is inviting public comment on the recommendation to be considered at the meeting, to be submitted in writing no later than 12 noon on March 15, 2011.
Information Collection Request Submitted to Office of Management and Budget
Pursuant to the Paperwork Reduction Act of 1995, the Administrative Conference of the United States will submit an Information Collection Request (ICR) to the Office of Management and Budget (OMB) requesting approval for the following collection of information: 3002-0003, Substitute Confidential Employment and Financial Disclosure. This form is a substitute for Standard Form 450, issued by the Office of Government Ethics (OGE), which non-government members of the Conference would otherwise be required to file. OGE has approved the use of this substitute form. This proposed information collection was previously published in the Federal Register at 75 FR 60404 (September 30, 2010), allowing for a 60-day comment period. The purpose of this notice is to allow an additional 30 days for public comment.

Adoption of Recommendation
The Administrative Conference of the United States adopted the attached recommendation at its Fifty-third Plenary Session. The recommendation addresses issues relating to Federal agency procedures regarding consultation with State and local governments and for considering State interests in rulemakings that may result in the preemption of State law.
