Every registered manufacturer, registered importer, registered exporter, registered distributor, and reverse distributor, except any officer or agency of the Veteran's Administration or who or which is exempted from registration pursuant to 21 U.S.C. § 822(c) and 13:45H-1.3 shall file reports in accordance with 21 CFR 1304.33, which is incorporated herein by reference.
