(a) Within 45 days after a participating electric utility makes a complete request under 3 AAC 52.640 for an adjustment of its power cost equalization per kilowatt-hour, the commission by order will approve the filing, modify and approve it, or suspend it in whole or in part for further action. If the commission enters an order suspending a power cost equalization request only in part, the part that is not suspended takes effect at the end of the 45-day period.

(b) If the commission determines that a request for an adjustment of power cost equalization per kilowatt-hour should be suspended, the commission will, in its discretion, grant interim, refundable power cost equalization per kilowatt-hour.
