(a) A utility shall exercise reasonable care to promote safe working conditions and reduce hazards to its employees, its customers, and the general public.
(b) A utility shall use the applicable provisions of the state minimum electrical safety standards adopted in AS 18.60.580 as a basis for determining safe practices.
(c) A utility shall maintain a record of all accidents involving the utility or utility plant and resulting in injuries to the public.
