(a) On each bill based on estimated usage, a utility shall indicate that it is an estimated bill.
(b) A utility may issue an estimated bill only if
(1) a customer who reads his or her
own meter has failed to transmit the meter reading to the utility in accordance
with the requirements of the utility's billing cycle;
(2) severe weather conditions prevent the
utility from reading the meter; or
(3) circumstances make it dangerous or not
reasonably feasible to read the meter.
