Chapter 91 - Cultural Facilities Grant Program
3 AAC 91.060 - Criteria for ranking projects

If funds appropriated or provided by bond issue for grants under this chapter are inadequate to satisfy amounts required by approved grant applications, the advisory council will evaluate and recommend projects for funding based upon the following criteria:

(1) community planning and support, which include

(A) the methods used for community planning input;

(B) the percentage of user groups contributing to the planning process;

(C) the municipality's governing body's assessment of the facility; and

(D) the length of planning time and readiness to start construction;

(2) quality and suitability of facilities, which include

(A) the primary and secondary uses of the building;

(B) the time available to theater and museum organizations for use of the facility;

(C) the quality of proposed building design; and

(D) the quality and availability of existing facilities;

(3) funds presently available for operating and maintenance expenses;

(4) availability of land;

(5) alternatives to completion of proposed facility which include

(A) the rehabilitation and remodeling of existing structures;

(B) the condition of existing buildings and cost of redevelopment; and

(C) the historical value of existing buildings and cost of restoring or remodeling;

(6) per capita cost and total project cost.
